HomeMy WebLinkAboutBLOOM FILING SEVEN - BDR240008 - SUBMITTAL DOCUMENTS - ROUND 1 - Supporting Documentation (13)Apri18, 2024 Hartford Homes c/o Pat McMeelcin 4801 Goodman Street Timnath, CO 80547 RE: Commitment to Provide Water Service Filings 3, 4, 6 and 7 on Larimer Counry Pai•cels 8709307005, 870930�3006, 8709307009 and 8709225006 respectively of the Bloom mixed use development located north and west of the intersection of East Mulberry Street and Greenfields Drive in Foi•t Collins, CO (the "Properry") Dear Mr. McMeelcin, This Commitment to Provide Water Service to the Properry supersedes and replaces in its entirery any commitment to provide water service to the Property previously issued by the East Larimer County Water District (the "District"). Upon execution of a water service agreement (if necessary), payment of all associated fees, satisfaction of all development, raw water dedication, design and review requirements, installation of on and offsite infrastructure, and acceptance of all improvements by the District, the District will provide water service to the Property, upon and subject to the satisfaction of all requirements stated below. Developer will satisfy all requirements solely at Developer's cost. Any replat of any part of the P►-operty following the issuance of this letter will require a review by ELCO staff that may result in changes to ELCO's commitment to provide service or the need to i•e-issue this letter. 1. All water system improvements and other requii•ements described below will have been completed according to ELCO's rules, regulations, standards, specifications and AWWA standards so that ELCO will have facilities available to provide treated water seivice to the Property. All such improvements must be inspected and accepted (to the extent they are dedicated to ELCO), by ELCO, before service will be provided. 2. All parcels within the proposed project that are to be served by the District water sei•vice are or will have been included within the District's service area. 3. The Developer will have installed new water lines that connect to existing District facilities located adjacent to or ruiuling tlu�ough the Property. The exact location and sizing oFthose new water lines will be determined and depicted on utiliry plans for the development of the Properry. Some new water line installations may requii-e easement dedications and off-site improvements. [f this box is checiced, the District's obligation to provide water service to the Properry is conditioned upon the District's completion of the following: In addition, prior to the activation of any District water service to the Property, the following requirements must be satisfied: 1. All associated raw water requirements must be met and the associated P1F, meter, inspection and tapping fees must be paid for the setvice. Following the installation of the required waterline imp►-ovements described above, District facilities that will serve the P►-operty will meet the public water supply requirements set forth in Section 4.3.7. of the Larimei• Counry Land Use Code. Fire flows fi-om waterlines that will serve the Properry will meet the minimum fire flow i-equirements set forth by Poudi•e Fire Authority. A District evaluation of the proposed water use will be required to ensure appropriate bacicflow prevention assemblies are installed on water service and fire lines. In addition, periodic District inspections of backflow prevention assemblies installed on water service and fire lines may be required to ensure compliance with curr•ent District Rules and Regulations. All bacicflow prevention assemblies required by the District must be tested annually with test results provided to the District. This commitment to provide water service to the Property is valid for two (2) years from the date of this letter. If wate►- service has not been activated within that period of time, this commitment to serve letter expires and will require a re-evaluation of the District's ability to provide water service.
