This report outlines what control measures or Best Management Practices (BMPs) will be implemented with the proposed construction, in order to minimize potential pollutants in stormwater discharges. We have prepared this report to accompany the Colorado Department of Public Health and Environment General Permit for Stormwater Discharges Associated with Construction Activity. Please note that this document is intended to be a dynamic document which will be modified and updated through the course of site construction to accurately reflect site conditions at all times. Pollutant sources will be continuously evaluated, BMPs selected, documented, implemented, and pollutant sources re-evaluated. As such, this version of the SWMP was prepared to facilitate initial plan approvals and permitting, but does not necessarily reflect the final version, or the transitions throughout the construction process. It shall be the responsibility of the Qualified Stormwater Manager and/or the permit holder (or applicant thereof) to ensure the plan is properly maintained and followed. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 1 U22014 - EC Report I.GENERAL LOCATION AND DESCRIPTION A.EROSION CONTROL REPORT OBJECTIVE The objective of this Erosion Control Report (SWMP) for the Prospect Sports project is to identify the Control Measures (CMs) and Best Management Practices (BMPs) which, when implemented, will meet the requirements of the Colorado Department of Public Health & Environment, Water Quality Control Division. According to the State of Colorado Stormwater Management plan Guidance document, the Erosion Control Report (SWMP) goal is: “To identify possible pollutant sources at the construction site that may contribute pollutants to stormwater, and identify control measures that, when implemented in accordance with good engineering, hydrologic, and pollution control practices, will reduce or eliminate any possible water quality impacts. A stormwater management plan shall be developed for each construction site covered by the Construction Stormwater Permit. The stormwater management plan must be completed and implemented at the time the project breaks ground, and revised as construction proceeds, to accurately reflect the conditions and practices on site.” Pollutant sources should be continuously evaluated, BMPs selected, documented, implemented, and pollutant sources be re- evaluated (and the process continued). A current copy of the SWMP shall be kept onsite at all times. A person familiar with the SWMP and on-site construction activities and clean-up procedures should be designated as the Qualified Stormwater Manager for the site. The Qualified Stormwater Manager will be responsible for, but not limited to, inspections and inspection reports, personnel training, regulatory agency contact, SWMP implementation and revisions, field notebooks, and record keeping of employee activities, contacts, and notifications. References are found in the Appendix regarding some of the requirements, restrictions, and forms related to the SWMP. FIGURE 1:SITE VICINITY MAP Sharp Point Drive Prospect Park Way Site E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 2 U22014 - EC Report The Prospect Sports site (referred herein as “the site”) is located within the Prospect Park East P.U.D, situated in the northwest quarter of Section 20, T7N, R68W of the 6th P.M., City of Fort Collins, Larimer County, Colorado. The property, consisting of approximately 2.46 acres, is located immediately south of East Prospect Road. The property is bounded by Sharp Point Drive to the east, and Prospect Park East P.U.D lots to the west and south. On-site stormwater drains via overland flow off-site to an existing detention pond south of the site and within Tract A of the Prospect Park East P.U.D. B.DESCRIPTION OF DEVELOPMENT The improved site will ultimately consist of pavement, rooftop, and landscaped areas. The site has an approximate imperviousness of approximately 47% in the proposed condition and is divided into several smaller basins as depicted on the Drainage Plan which can be found in Appendix B. The planned development for the Prospect Sports site consists of the following improvements: The demolition of existing pavement, landscaping, and utilities. The construction of utilities and storm drainage infrastructure. The construction of one new sports complex building with basketball courts. The construction of new drive lanes and parking. The construction of landscaping. C.FLOODPLAINS The proposed development is within the Poudre River designated floodplain. According to the FEMA Flood Insurance Rate Maps (08069C0984H and 08069C0986H) effective 5/2/2012, the site is zoned in a “High Risk – Floodway” boundary area. The floodplain boundaries are provided on the Drainage Plan (see Appendix D) and FEMA FIRMette maps are included in Appendix C. A Floodplain Use Permit will be required for all work within the floodplain and improvements including building, EV stations, trash enclosures, and parking improvements will be required prior to construction in compliance with Chapter 10 of the City Municipal Code. Note that this development is considered a non-residential and non-critical use structure. The proposed development meets the critical facilities requirements as it will not be a care facility or day camp facility and is not a critical facility. Note that the existing Poudre River Floodplain is currently being revised by FEMA. It is anticipated that the proposed development will be removed from the 100-year floodplain but will remain in the 500-year floodplain. To comply with Chapter 10 of the City Code, the finished floor of the proposed building is proposed to be elevated 2.5 feet above the 100-year Poudre River base flood elevation. However, due to the basketball courts sitting 4.5’ lower than the finished floor in the rest of the building, the walls, and doors adjacent to the basketball courts (largely on the south side of the building) sitting at this lower finished floor are proposed to be floodproofed. Floodproofing information shall be submitted at the time of the building permit application and a FEMA Elevation and floodproofing certificate will be completed prior to the certificate of occupancy being issued. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 3 U22014 - EC Report All floatable materials on the site will be stored inside the building or anchored and the trash dumpsters are contained with the trash enclosure area which will prevent them from floating downstream during flooding. Additionally, overnight parking of vehicles will be prohibited with the proposed development. The building is proposing to use slab on-grade foundations with all elevations being tied to the NAVD 1988 Datum. A table summarizing elevations of critical items is shown on this sheet. II.SITE DESCRIPTION A.CONSTRUCTION ACTIVITY DESCRIPTION Construction activity includes installation of CMs and BMPs; demolition; site grading; utility installation; building construction; concrete and asphalt pavement installation; and landscaping. Construction activities will be completed in one phase. B.PROPOSED SEQUENCE FOR MAJOR ACTIVITIES The estimated sequence for major construction activities is as follows: • Installation of initial erosion control items • Demolition of asphalt, concrete walks, curb and gutter, and landscaping features • Site grading • Utility installation • Building construction • Construction of concrete curb, gutter and sidewalk • Construction of asphalt and concrete pavement on-site • Landscaping and site stabilization Construction is estimated to begin during Fall 2024 and be completed by Fall 2025. C.AREA ESTIMATES The Prospect Sports site is approximately 2.46 acres in size. The limits of disturbance for this Erosion Control Report contained is approximately 2.14 acres including a majority of of the subject site, drainage improvements east of the site across Sharp Point Drive, and a portion of the property to the south of the site to construct the proposed access. This Erosion Control Report does not include additional offsite area (for staging, material storage, overburden stockpiles of dirt, borrow areas, etc.) other than that mentioned above. D.SOIL DESCRIPTION The USDA’s Web Soil Survey shows that the site consists of “Type C” and “Type D” soils. The Web Soil Survey indicates the site is comprised of Aquepts, Loveland Clay Loam (0% to 1% slopes), and Riverwash material. The on-site soils provide low infiltration but are suitable for development. E.EXISTING VEGETATION The site exists as grass/weed landscape. The weed/grass cover is good (ie., heavy or dense cover with nearly all ground surfaces protected by vegetation). F.STREAM CROSSINGS No stream crossings exist with this site. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 4 U22014 - EC Report G.POTENTIAL POLLUTION SOURCES Potential pollutant sources for this site include the following: 1.Disturbed and stored soils; Soil disturbance is expected on the site from demolition activities, utility trenching, foundation excavations and general earthwork phasing. Sediment transport from disturbed soil areas may be controlled utilizing a variety of CMs and BMPs, including but not limited to, silt fence, inlet filters, sediment control logs, surface roughening, temporary seeding and rock socks. It is also expected that there will be stockpiles of dirt on the site from earth disturbing activities. For this site, stockpiles should be located in areas where silt fence or straw wattles may be placed around the individual stockpiles to contain the runoff (i.e. landscaped or disturbed earth areas). 2.Vehicle tracking of sediments; It is anticipated that the contractor will access the property from an existing private drive south of the site. A vehicle tracking control pad will be required at each access location on-site during construction to reduce tracking sediment onto the adjacent streets. Construction fencing should be used to limit access to the site as required. At the end of each workday, the Contractor shall sweep or scrape the private drive, and Sharp Point Drive if necessary, of sediment that may have accumulated during the workday. 3.Management of contaminated soils There are no known contaminated soils on the site. However, if the contractor encounters contaminated soils during the construction process, the contractor should stop construction immediately, notify appropriate government authorities, and form a plan to properly contain, remove and remediate the contamination in accordance with all City, County, State and Federal laws and regulations and in accordance with good construction safety and practice. 4.Loading and Unloading operations Loading and unloading will take place on the site. These activities should be, where feasible, limited to paved surfaces within the disturbed limits of the project to minimize contact with exposed soils. BMPs such as construction fence and silt fence in non-paved areas and rock socks in paved areas should be placed to keep sediment from exiting the disturbed area limits. 5.Outdoor storage activities (building materials, fertilizers, chemicals, etc.); Storage of onsite materials including building materials, fertilizers, waterline, storm sewer, and sanitary sewer will be covered and placed on pallets to prevent direct contact with the ground and potential surface runoff. 6.Vehicle and equipment maintenance; Vehicle and equipment maintenance should be performed offsite where feasible. For onsite vehicle and equipment maintenance, maintenance activities should be completed in designated areas away from adjacent public streets and within in a contained area through the use of curbs or berms. At a minimum, all vehicle and equipment maintenance shall be performed on hard surface or gravel areas at least 50’ from any stormwater feature (i.e. inlet, storm sewer, concentrated runoff, swale, etc.). CMs should include drip pans, drop clothes and/or other containers under vehicles. 7.Significant dust or particulate generating processes; The Contractor shall take appropriate actions to minimize atmospheric pollution and take reasonable precautions which may include, but not be limited to: 1.The use of water for control of dusts for construction processes such as demolition, grading, or the clearing of land. 2.Covering, at all times when in motion, open-bodied trucks transporting materials likely to give rise to airborne dusts. 3.Require lower speeds for vehicles entering, exiting, and driving within the project limits to minimize the amount of dust disturbed by moving vehicles. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 5 U22014 - EC Report 8.Routine maintenance activities involving fertilizers, pesticides, detergents, fuels, solvents, oils, etc; Chemicals, fuels, lubricants, and paints stored on-site will be in water-tight containers and covered as necessary and stored in a bermed area, a storage building, or within a vehicle to act as secondary containment. 9.On-site waste management practices (waste piles, liquid wastes, dumpsters, etc.); 1.Waste piles should be located in designated areas and shall be covered or contained through the use of curbs or berms. Liquid wastes should be collected and stored in covered containers and disposed of properly. 2.Solid waste materials, including disposable materials incidental to the major construction activities, will be collected in on site dumpsters. The containers will be emptied periodically and trucked away from the site. Dumpsters should have covers. 10.Concrete truck / equipment washing, including the concrete truck chute and associated fixtures and equipment; A dedicated concrete washout area is necessary for this project. The contractor shall clean out equipment within the washout area so that runoff is not allowed to leave site and enter the public streets or neighboring properties. 11.Dedicated asphalt and concrete batch plants; There will not be dedicated asphalt or concrete batch plants on this site. 12.Non-industrial waste sources such as worker trash and portable toilets; Worker’s trash shall be disposed of in an onsite dumpster. The site should be free of trash at the end of each working day. Portable toilets shall be utilized by construction personnel and serviced regularly by a commercial operator. They shall be located a minimum of 5 feet from the curb or 50 feet from inlets. If sanitary facilities are located on a paved surface, toilets shall be equipped with a containment pan or a secondary containment BMP. Regardless of location all portable toilets shall be anchored per manufacturer recommendations. H.NON-STORMWATER COMPONENTS OF DISCHARGE In the event that groundwater is encountered during trenching or excavation operations, a temporary sediment/retention basin should be constructed to store pumped uncontaminated dewatering flows onsite. Note that the CDPHE may also require a separate Construction Dewatering permit. For more information on construction dewatering refer to the Stormwater Fact Sheet which can be found at https://www.colorado.gov/cdphe. The other non-storm water components of discharge include, but are not limited to, water line flushing, irrigation to establish seeding, washing out concrete trucks, and watering for dust mitigation, and compaction. It is important for the contractor to manage the runoff from these items utilizing the CMs and BMPs mentioned in this report (i.e. sediment traps, silt fence, straw wattles, concrete washout areas, surface roughening, etc.). I.RECEIVING WATERS The majority of developed runoff will be collected via storm sewer, inlets, swales, and curb and gutter, conveyed to the proposed bioretention ponds, and ultimately discharge to the east beyond Sharp Point Drive to an existing lake/pond and lot under the same ownership as this site. Stormwater will ultimately reach the Cache la Poudre River. It is not anticipated that any runoff from the site will impact drainage patterns or infrastructure on adjacent properties. III.CMS AND BMPS FOR STORMWATER POLLUTION PREVENTION A.EROSION AND SEDIMENT CONTROLS Once construction activity begins, Control Measures (CMs) and Best Management Practices (BMPs) intended to contain sediment onsite must be constructed, inspected and repaired as necessary. Such controls must be functional before upslope land disturbance takes place. The CMs and BMPs will be installed as shown on the enclosed Erosion Control and Stormwater E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 6 U22014 - EC Report Management Plans. They must be supplemented as on-site experience proves necessary in order to control sediment, pollutant discharge, and ensure public safety. Erosion Control (SWMP) drawings are located in the Appendix that include the minimum required CMs and BMPs found on the Erosion Control Plans. The Erosion Control (SWMP) drawings should be filled in with the appropriate CMs and BMPs as they are constructed/placed within or removed from the project site. The following temporary and permanent CMs and BMPs will be installed and maintained to control on-site erosion and prevent sediment and other pollutants from traveling off-site during construction. The descriptions below provide some information about each CM or BMP, but further information can be found in Urban Storm Drainage Criteria Manual, Volume 3 – Best Management Practices by Urban Drainage and Flood Control District. CM or BMP Type Abbreviation Description Construction Fence Temporary CF The contractor is to place construction fencing around development as needed to limit access by construction equipment and personal vehicles to designated areas of ingress and egress. Regular Meetings Temporary Regular meetings with on-site workers including builders, suppliers, landscape personnel, etc. should be conducted so that they are kept up to date with site standard operating procedures. Duration and frequency of regular meetings is to be determined by the contractor. Staging Areas Temporary SA Provided during the construction process at least 100’ from any stormwater conveyance. Staging areas include locations for vehicle fueling, concrete truck washout, material storage and transfer, equipment maintenance and cleaning, and other construction activities. These areas will be maintained as isolated locations that allow for contaminants to be concentrated and removed from the site as necessary. Concrete washout areas shall be designed such that washout water cannot leave the location, nor shall storm water runoff wash concrete from the locations. The location of the staging area shown on the Erosion Control drawing is approximate. Silt Fence Temporary SF Woven synthetic permeable fabric that filters runoff. Silt fence is installed prior to earthmoving activities and is placed downstream of areas where runoff from construction activities is expected to occur, especially along the site perimeter to allow sediment to settle from runoff before water leaves the construction site. Silt fences will be installed per manufacturer’s recommendations. Silt fence encourages sheet flow and is not intended to be used in areas of concentrated flow. If concentrated flow is encountered during the placement of the fence, an alternative BMP shall be used and the SWMP should be updated to reflect this change. Sediment Control Logs (Wattles) Temporary SCL / WD Linear roll made of natural materials such as straw, coconut fiber, of other fibrous material trenched into the ground and held with a wooden stake. Sediment Control Logs are designed to act as a sediment barrier to intercept sheet flow runoff from disturbed areas. They are often used as check dams in drainage swales or small drainage ditches. Inlet Protection Temporary IP/CS Helps prevent soil and debris from the site from entering the storm drain inlets and usually consists of a sediment filter around or upstream of the storm drain inlet. Inlet protection allows storm water to flow into the drain but only after excess sediment has been filtered out. Inlet protection will be used on existing and proposed storm inlets and will be installed at such time as construction of the storm sewer system occurs. Inlet protection for this site will consist of: Inlet Filters, which are permeable barriers installed around curb or area inlets that filter runoff E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 7 U22014 - EC Report and remove sediment prior to entering the inlet. For this project Dandy products (or approved equal) will be installed per manufacturer’s recommendations. Rock Socks Temporary RS Constructed of gravel wrapped via wire mesh or geo textile to form an elongated cylindrical filter. Rock Socks are designed to trap sediment during construction on roadways during events that produce stormwater runoff. Rock Socks are typically utilized at the perimeter of disturbed areas to control sediment loading. Rock Socks are used in inlet protection application when construction of roadways is complete, and they are directly connected to a receiving storm system. Saw Cutting Pollution Prevention Temporary Saw Cutting Pollution Prevention prevents dust and slurry from asphalt and concrete saw cutting activities from migrating into the existing storm drain system. Slurry and cuttings shall be vacuumed during cutting and surface operations and shall not be allowed to remain on pavement surface overnight. Collected slurry and cuttings shall be disposed of in a manner that does not violate groundwater or surface water standards. Temporary Seeding Temporary Establishment of a temporary vegetative cover on a graded area that will be exposed for longer than 30 days. Temporary seeding can be used on areas requiring temporary protection that will eventually need permanent vegetation at the completion of the construction or it can be used for areas that will be re-disturbed after a period of inactivity. Vehicle Tracking Control Temporary VTC Stabilized stone pad located at points of ingress and egress on a construction site and acts as a temporary BMP. The stone pad is designed to reduce the amount of mud transported onto public roads by construction traffic by removing mud and sediment from the vehicle’s wheels when it drives over the gravel pad. These areas are limited to the minimum number necessary to provide functional construction access and installed prior grading activities. Whenever the construction entrance exists onto a public road, the road shall be cleaned at the end of each day. Vehicle Tracking Control should also be used at the stockpile area exit if it is adjacent to a paved roadway. Fractured rock is preferred over rounded rock. Concrete Washout Area Temporary CWA An area to washout concrete trucks shall be established and maintained through the completion of the concrete work. Wind Borne Sediment and Dust Control Temporary Provided during the construction process to control wind borne sediment. During grading activities, water will be applied to the disturbed soils for the purpose of maintaining cohesion with clay type soils and also to meet moisture requirements for compaction of disturbed soils. Other measures of mitigation for wind erosion may include the timely installation of seed and mulch following the establishment of final grade. Open areas should be kept in a roughened condition (see Surface Roughening above). Stockpile Management Temporary SM Should be used when soils or other materials are stored on the construction site. Grass Lined Swales Permanent Landscaped channels constructed generally below grade to convey runoff or channel water to a desired location. The grass-lined areas allow for infiltration to occur as well as including a flow path across a vegetated surface slowing the conveyance rate of storm water runoff. Permanent Seeding and Planting Permanent Establishment of a permanent perennial vegetation such as trees, shrubs, vines, grasses/sod, or legumes on exposed areas for final permanent stabilization in order to provide stabilization of the soil by holding soil particles in place. It also reduces storm water runoff velocity, maintains E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 8 U22014 - EC Report sheet flow, protects the soil surface from erosion, promotes infiltration of runoff, and improves wildlife habitat. Preservation of Existing Vegetation Permanent Occur where no construction activity is expected to occur. Preservation of natural vegetation is generally a permanent BMP and is applicable to construction sites with pre-existing vegetation. Only land needed for building activities and vehicle traffic needs is to be cleared. Storm Sewer Outlet Protection Permanent OP Structurally lined aprons or other energy dissipating devices placed at the outlets of pipes or paved channel sections. Outlet protection devices prevent scour at storm water outlets and minimize the potential of downstream erosion by reducing the velocity of storm water flows. Rip- rap and grouted rip-rap, or scour protection matting (as shown on plans) will be used downstream of storm sewer outfalls as pipe outlet protection. Outlet Protection is installed with the storm sewer construction and serves as a permanent structural BMP. Rolled Erosion Control Products Temporary or Permanent ECB / TRM Rolled Erosion Control Products (RECPs) include a variety of temporary or permanently installed manufactured products designed to control erosion and enhance vegetation establishment and survivability, particularly on slopes and in channels. For applications where natural vegetation alone will provide sufficient permanent erosion protection, temporary products such as netting, open weave textiles and a variety of erosion control blankets (ECBs) made of biodegradable natural materials (e.g., straw, coconut fiber) can be used. For applications where natural vegetation alone will not be sustainable under expected flow conditions, permanent rolled erosion control products such as turf reinforcement mats (TRMs) can be used. In particular, turf reinforcement mats are designed for discharges that exert velocities and sheer stresses that exceed the typical limits of mature natural vegetation. B.EROSION CONTROL SEQUENCING Erosion Control Plans, located in the Appendix, include the minimum required CMs and BMPs for the project. These plans should be filled in and/or revised with the appropriate CMs and BMPs as they are constructed/placed within or removed from the project site. C.PROJECT PHASING Construction Activities will be completed in one phase. This will include all grading, drainage, utility, and site improvements for the proposed project. D.SPILL PREVENTION AND RESPONSE PLAN In the event of a spill or accident, the spill shall be contained with a spill kit in order to prevent the contaminants from flowing off-site or soaking into the soil. Site personnel should be briefed in regular meetings of the presence of the spill kit and how the kit should be used in the event of a spill. Once contained, the contaminated materials shall be properly disposed of as approved by the Qualified Stormwater Manager and local, state, and federal jurisdictions. For fueling areas, an appropriate absorbent (e.g. absorbent pads, oil spill kits, etc.) shall be made available and site personnel should be briefed in regular meetings of the presence of the absorbent and how the absorbent should be used in the event of a spill. Containers shall be available for used absorbents. Concrete washing of concrete trucks or other equipment shall be completed in a specified concrete washout area and in a manner and location that does not allow materials or wash water to be discharged from the site or into a storm drain system or stream. Once construction is completed, or as required during the course of construction, concrete waste and contaminated soil shall be disposed of properly. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 10 U22014 - EC Report The Qualified Stormwater Manager and City Inspector should be notified immediately in the event of spills. Depending on the nature of the spill and the material involved, the CDPHE (24-hour spill reporting line 1– 877-518-5608), downstream water users, or other agencies may also need to be notified. Specifically, a release of any chemical, oil, petroleum product, sewage, etc., which may enter waters of the State of Colorado (which include surface water, ground water and dry gullies or storm sewers leading to surface water) must be reported. E.MATERIALS HANDLING The site development will include the appropriate construction staging and stockpiling areas to be identified by the contractor on the Erosion Control Plans. Stormwater runoff generated from the staging areas will be routed to a temporary sedimentation area where runoff will be contained and filtered before being discharged off site. The staging/stockpile area(s) may be moved to a location no closer than 100’ from a stormwater conveyance and the plans should be updated with the actual location of the stockpile/staging area(s). If relocated, the Erosion Control Report should be updated with the actual location of the stockpile/staging area(s). Loading and unloading will take place on the site. These activities should be, where feasible, limited to paved surfaces within the disturbed limits of the project to minimize contact with exposed soils. BMPs such as construction fence and silt fence in non-paved areas and rock socks in paved areas should be placed to keep sediment from exiting the disturbed area limits. Chemicals, fuels, lubricants, and paints typical with building construction stored on-site will be in water-tight containers and covered as necessary and stored in a bermed area, a storage building, or within a vehicle to act as secondary containment. Storage of onsite materials including building materials, fertilizers, waterline, sanitary sewer, and storm sewer will be covered and placed on pallets to prevent direct contact with the ground and potential surface runoff. Other hazardous waste disposal (that is not typical to residential or commercial building construction) is not included within this SWMP. Concrete and asphalt batch plants are not anticipated on this site and thus are not included in this SWMP. IV.OTHER CONTROLS The following includes other measures to control pollutants: Solid waste materials, including disposable materials incidental to the major construction activities, will be collected in containers. The containers will be emptied periodically and trucked away from the site. Dumpsters should have covers. Water used to establish and maintain grass, for dust control, and for other purposes during the construction phase must originate from a public water supply or private well approved by the Colorado Department of Public Health and Environment unless otherwise approved. Sanitary facilities shall be provided at the site throughout construction activities. They shall be utilized by construction personnel and serviced regularly by a commercial operator. They shall be located a minimum of 5 feet from the curb or 50 feet from inlets and must be anchored. If sanitary facilities are located on a paved surface, a secondary containment CM will need to be constructed. Access from paved roads should be limited. CMs such as tarps and drip pans should be used for painting, stucco, dry-wall etc. operations. Super-chlorinated water used for flushing water distribution systems will be de-chlorinated prior to discharging from the site by aeration, retention, dissipation, or chemical treatment. V.FINAL STABILIZATION AND LONG-TERM STORMWATER QUALITY Final stabilization is reached when all soil disturbing activities at the site have been completed and vegetative cover has been established with a density of at least 70 percent of pre-disturbance levels or when equivalent permanent erosion reduction methods have been utilized. Soil preparation shall follow all applicable local regulations. Planting types, methods, and schedule shall follow approved landscape plans for this project. Upon final stabilization, temporary CMs and BMPs may be removed, unless they are required to remain in place for future phasing. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 11 U22014 - EC Report Water quality will be provided through the use of bioretention. Two bioretention ponds are proposed to convey and treat stormwater prior to release to downstream stormwater facilities. Underground water quality facilities are proposed near the north of the site as well as the south of the site and are designed to collect and treat flows prior to being collected within an underdrain system. No formal water quality or detention are being provided on site. VI.SITE INSPECTIONS Regular inspections, testing of equipment, timely maintenance of the equipment, and complete records of the maintenance and inspections of the equipment shall be conducted by the Qualified Stormwater Manager and are essential to the effectiveness of the Erosion Control Report. The maintenance and inspection records will be kept on site and made available to any local, state, or federal officials upon request. Inspections must include the observation of the construction site perimeter, runoff discharge points, disturbed areas, designated haul routes, material and waste storage areas exposed to precipitation, locations where vehicles exit the site, staging areas (including concrete washout areas and fueling areas), erosion and sediment control measures identified in this SWMP, and any other structural CMs or BMPs that may require maintenance. Per the CDPHE, the inspection must include the following requirements: Visually verify whether all implemented control measures are in effective operational condition and are working as designed in their specifications to minimize pollutant discharges. Determine if there are new potential sources of pollutants. Assess the adequacy of control measures at the site to identify areas requiring new or modified control measures to minimize pollutant discharges. Identify all areas of non–compliance with the Construction Stormwater Permit requirements and, if necessary, implement corrective action as described below. Routine inspections must be conducted in accordance with one of the following schedules: 1.At least one inspection every 7 calendar days or 2.At least one inspection every 14 calendar days and within 24 hours after the end of any precipitation or snowmelt event that causes surface erosion. o Note that post-storm inspections may be used to fulfill the 14-day routine inspection requirement. Inspections may be conducted on either the 7-day or 14-day schedule and the inspection schedule must be noted on the inspection reports. When site conditions make the required schedule impractical, the permittee may petition the City of Fort Collins or CDPHE to grant an alternate inspection schedule. The alternative inspection schedule may not be implemented prior to written approval by the City and/or CDPHE and incorporation into the plan. Site inspections must be conducted at least once every 7 calendar days for sites that discharge to a water body designated as an Outstanding Water by the Water Quality Control Commission. The CDPHE does allow for reduced inspection frequencies under the following conditions: Post-Storm Inspections at Temporarily Idle Sites o For permittees choosing to combine 14-day inspections and post-storm-event inspections, if no construction activities will occur following a storm event, post-storm event inspections must be conducted prior to re- commencing construction activities, but no later than 72 hours following the storm event. The delay of any post-storm event inspection must be documented in the inspection record. Routine inspections must still be conducted at least every 14 calendar days. E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 12 U22014 - EC Report Inspections at Completed Sites/Areas o When the site, or portions of a site are awaiting establishment of a vegetative ground cover and final stabilization, the permittee must conduct a site inspection at least once every 30 days. o Post-storm event inspections are not required. o This reduced inspection schedule is allowed if all of the following criteria are met: All construction activities resulting in ground disturbance are complete; All activities required for final stabilization, in accordance with the plan, have been completed, with the exception of the application of seed that has not occurred due to seasonal conditions or the necessity for additional seed application to augment previous efforts; and The plan has been amended to locate those areas to be inspected on a reduced schedule. Winter Conditions Inspections Exclusion o Inspections are not required for sites that meet all of the following conditions: Construction activities are temporarily halted, Snow cover exists over the entire site for an extended period, and Melting conditions posing a risk of surface erosion do not exist. o When this inspection exclusion is implemented, the following information must be documented in the inspection reports: Dates when snow cover existed; Date when construction activities ceased; and Date melting conditions began. VII.MAINTENANCE PROCEDURES Upon completion of each phase of construction, appropriate measures shall be taken to inspect and maintain existing erosion control features, as described herein or per manufacturers specifications (whichever is more stringent) and install new erosion control elements associated with each phase of construction. Preventative maintenance also involves the regular inspection and testing of equipment, timely maintenance of the equipment, and complete records of the maintenance and inspections of the equipment. The maintenance and inspection records will be kept on site and made available to local, state, or federal officials upon request. The following includes some maintenance procedures: Erosion and sediment control measures determined, upon inspection, to be in need of repair shall be maintained before the next anticipated storm event or as necessary to maintain continued effectiveness of erosion and sediment control measures. If it is impractical to maintain erosion and sediment control measures before the next storm event, maintenance should be accomplished as soon as practical. Locations where vehicles enter or exit the site shall be inspected for evidence of sediment being tracked off-site by construction traffic. Such sediment shall be removed before it can be conveyed to the receiving storm drains or creeks. Seeded areas will be checked to see that grass coverage is maintained. Areas will be watered, fertilized and reseeded as needed. It is the responsibility of the Operator to maintain effective pollutant discharge controls. Actual physical site conditions or contractor practices could make it necessary to install more control than are shown on the Erosion Control Plan. For E ROSION C ONTROL R EPORT P ROSPECT S PORTS F ORT C OLLINS ,CO 13 U22014 - EC Report example, localized concentrations of surface runoff or unusually steep areas could require additional erosion control devices. Assessing the need for and implementing additional controls will be a continuing aspect of the SWMP until final stabilization. This plan intends to control water-borne and liquid pollutant discharges by some combination of interception, filtration, and containment. Parties implementing this plan must remain alert to the need to periodically refine and update the plan in order to accomplish the intended goals. Sediment that has escaped the construction site must be removed at a frequency sufficient to minimize off-site impacts. VIII.RECORD KEEPING Records should include complete inspection reports for each inspection, maintenance, and/or repair. A record-keeping system is recommended in managing inspection and maintenance reports and should include all maintenance records, spill response, weather conditions, training, correspondence, etc. At a minimum, the following record keeping for the project should include: 1.The permittee must retain a hardcopy of the SWMP at the construction site throughout the life of the project. 2.The SWMP should be considered a "living document" that will be continuously reviewed and modified, including but not limited to: additions, deletions, and changing locations of control measures. These changes will be marked in the plans, dated and initialed at time of occurrence. 3.All inspection and maintenance activities or other repairs will be documented and the records kept for review upon request. A blank copy of the CDPHE Stormwater Inspection Report Template is provided in Appendix A. 4.Records of spills, leaks or overflows that result in the discharge of pollutants must be documented and maintained. Information that should be recorded for all occurrences include the time and date, weather conditions, reasons for spill, etc. A release of any chemical, oil, petroleum product, sewage, etc., which may enter state waters must be reported immediately to the City inspector and the State of Colorado Spill Hotline at 1-877-518-5608. 5.Incidents of noncompliance, such as uncontrolled releases of pollutants including mud, muddy water or measurable quantities of sediment found off-site will be noted, along with a brief explanation as to measures taken to prevent future violations and measures taken to clean up sediment that has left the site. THIS INCLUDES BUT IS NOT LIMITED TO: TREES, SHRUBS, LAWNS, WALKS, PAVEMENTS, ROADWAYS, STRUCTURES, CREEKS, WETLANDS, STREAMS, RIVERS, AND UTILITIES THAT ARE NOT DESIGNED FOR REMOVAL, RELOCATION, OR REPLACEMENT IN THE COURSE OF CONSTRUCTION. 6.AT ALL TIMES THE DEVELOPER SHALL BE RESPONSIBLE TO ENSURE ADEQUATE CONTROL MEASURES ARE DESIGNED, SELECTED, INSTALLED, MAINTAIN, REPAIRED, REPLACED, AND ULTIMATELY REMOVED IN ORDER TO PREVENT AND CONTROL EROSION SUSPENSION, SEDIMENT TRANSPORTATION, AND POLLUTANT DISCHARGE AS A RESULT OF CONSTRUCTION ACTIVITIES ASSOCIATED WITH THIS PROJECT. 7.ALL APPLICABLE CONTROL MEASURES BASED UPON THE SEQUENCING AND/OR PHASING OF THE PROJECT SHALL BE INSTALLED PRIOR TO THOSE CONSTRUCTION ACTIVITIES COMMENCING. 8.AS DYNAMIC CONDITIONS (DUE TO THE NATURE, TIMING, SEQUENCE, AND PHASING OF CONSTRUCTION) IN THE FIELD MAY WARRANT CONTROL MEASURES IN ADDITION, OR DIFFERENT, TO WHAT IS SHOWN ON THESE PLANS, THE DEVELOPER SHALL AT ALL TIMES BE RESPONSIBLE TO IMPLEMENT THE CONTROL MEASURES THAT ARE MOST EFFECTIVE WITH THE CURRENT STATE AND PROGRESS OF CONSTRUCTION. THE DEVELOPER SHALL IMPLEMENT WHATEVER MEASURES ARE DETERMINED NECESSARY, AND/OR AS DIRECTED BY THE CITY EROSION CONTROL INSPECTOR. THE DEVELOPER SHALL INSURE THAT ALL EROSION CONTROL PLANS (MAPS) OR SWMP DOCUMENTS ARE UPDATED TO REFLECT THE CURRENT SITE CONDITIONS, WITH UPDATES BEING INITIALED AND DATED. THESE SITE INSPECTIONS AND SITE CONDITION UPDATES SHALL BE MADE AVAILABLE UPON REQUEST BY THE CITY. 9.ALL LISTINGS, PROVISIONS, MATERIALS, PROCEDURES, ACTIVITIES, SITE WORK AND THE LIKE ARTICULATED IN THIS OR OTHER WRITTEN SITE-SPECIFIC DOCUMENTS (INCLUDING BUT NOT LIMITED TO THE EROSION CONTROL REPORTS, DEVELOPMENT AGREEMENTS, LANDSCAPE, AND DRAINAGE MATERIALS) SHALL MEET OR EXCEED THE MOST RESTRICTIVE LANGUAGE FOR CITY, COUNTY, STATE, AND FEDERAL REGULATIONS WITH REGARDS TO EROSION, SEDIMENT, POLLUTANT, AND OTHER POLLUTION SOURCE CONTROL MEASURES. THE DEVELOPER SHALL BE RESPONSIBLE TO COMPLY WITH ALL OF THESE AFOREMENTIONED LAWS AND REGULATIONS. 10.THE DEVELOPER SHALL ENSURE THAT ALL APPROPRIATE PERMITS (CDPS GENERAL PERMIT STORMWATER DISCHARGES ASSOCIATED WITH CONSTRUCTION ACTIVITY, DEWATERING, CLEAN WATER ACT, ARMY CORPS OF ENGINEERS' 404 WETLANDS MITIGATION PERMIT, ETC.) HAVE BEEN ATTAINED PRIOR TO THE RELEVANT ACTIVITY HAS BEGUN. THESE PERMITS OR COPIES SHALL BE MADE AVAILABLE UPON REQUEST BY THE CITY. 11.THE DEVELOPER SHALL FURNISH ALL CONVENIENCES AND ASSISTANCES TO AID THE EROSION CONTROL INSPECTORS OF MATERIALS, WORKMANSHIP, RECORDS, AND SELF-INSPECTIONS, ETC. OF THE CONTROL MEASURES INVOLVED IN THE CONSTRUCTION ACTIVITIES. 12.THE DEVELOPER SHALL REQUEST CLARIFICATION OF ALL APPARENT SITE CONSTRUCTION ISSUES THAT MAY ARISE DUE TO INCONSISTENCIES IN CONSTRUCTION PLANS FOR THE SITE OR SITE CONDITIONS AROUND THE SELECTED CONTROL MEASURES BY CONTACTING THE EROSION CONTROL INSPECTOR. THE EROSION CONTROL INSPECTOR WILL NOT BE RESPONSIBLE FOR ANY EXPLANATIONS, INTERPRETATIONS, OR SUPPLEMENTARY DATA PROVIDED BY OTHERS. 13.ALL CONTROL MEASURES SHALL BE INSTALLED IN ACCORDANCE WITH THE MANUAL. 14.THE CITY RESERVES THE RIGHT TO REQUIRE ADDITIONAL CONTROL MEASURES AS SITE CONDITIONS WARRANT, TO THE EXTENT AUTHORIZED BY RELEVANT LEGAL AUTHORITY. 15.AS WITH ANY CONSTRUCTION STANDARDS, OCCASIONS MAY ARISE WHERE THE MINIMUM EROSION CONTROL STANDARDS ARE EITHER INAPPROPRIATE OR CANNOT BE JUSTIFIED. IN THESE CASES, A VARIANCE TO THESE STANDARDS MAY BE APPLIED FOR PURSUANT TO THE TERMS, CONDITIONS, AND PROCEDURES OF THE MANUAL. 16.INSPECTION. THE CONTRACTOR SHALL INSPECT SITE POLLUTANT SOURCES AND IMPLEMENT CONTROL MEASURES AT A MINIMUM OF ONCE EVERY TWO WEEKS DURING CONSTRUCTION AND WITHIN 24 HOURS FOLLOWING A PRECIPITATION EVENT. DOCUMENTATION OF EACH INSPECTION SHALL BE RECORDED AND RETAINED BY THE CONTRACTOR. 17.ALL TEMPORARY CONTROL MEASURES SHALL BE CLEANED, REPAIRED, OR RECONSTRUCTED AS NECESSARY IN ORDER TO ASSURE CONTINUAL PERFORMANCE OF THEIR INTENDED FUNCTION. ALL RETAINED SEDIMENTS, PARTICULARLY THOSE ON PAVED ROADWAY SURFACES, SHALL BE REMOVED AND DISPOSED OF IN A MANNER AND LOCATION SO AS NOT TO CAUSE THEIR RELEASE INTO ANY DRAINAGE WAY. 18.ANY CONTROL MEASURE MAY BE SUBSTITUTED FOR ANOTHER STANDARD CONTROL MEASURE SO LONG AS THAT CONTROL MEASURE IS EQUAL TO, OR OF GREATER PROTECTION THAN THE ORIGINAL CONTROL MEASURE THAT WAS TO BE USED IN THAT LOCATION. (EX. SILT FENCE, FOR WATTLES, OR FOR COMPACT BERMS) WATTLE ALONE ON COMMERCIAL CONSTRUCTION SITES HAVE SHOWN TO BE AN INEFFECTIVE SUBSTITUTE FOR SILT FENCE OR COMPACT BERMS UNLESS IT IS ACCOMPANIED BY A CONSTRUCTION FENCE TO PREVENT VEHICLE TRAFFIC. 19.ANY IMPLEMENTATION OR REPLACEMENT OF EXISTING CONTROL MEASURES FOR A NON-STANDARD CONTROL, OR ALTERNATIVE CONTROL MEASURE, SHALL REQUIRE THE REVIEW AND ACCEPTANCE BY THE CITY EROSION CONTROL STAFF BEFORE THE MEASURE WILL BE ALLOWED TO BE USED ON THIS PROJECT. THESE CONTROL MEASURES' DETAILS SHALL BE SUBMITTED, REVIEWED AND ACCEPTED TO BE IN ACCORDANCE WITH THE EROSION CONTROL CRITERIA BASED UPON THE FUNCTIONALITY AND EFFECTIVENESS IN ACCORDANCE WITH SOUND ENGINEERING AND HYDROLOGICAL PRACTICES LAND DISTURBANCE, STOCKPILES, AND STORAGE OF SOILS 20.THERE SHALL BE NO EARTH-DISTURBING ACTIVITY OUTSIDE THE LIMITS DESIGNATED ON THE ACCEPTED PLANS. OFF ROAD STAGING AREAS OR STOCKPILES MUST BE PREAPPROVED BY THE CITY. DISTURBANCES BEYOND THESE LIMITS WILL BE RESTORED TO ORIGINAL CONDITION. 21.PRE-DISTURBANCE VEGETATION SHALL BE IDENTIFIED, PROTECTED, AND RETAINED WHEREVER POSSIBLE. REMOVAL OR DISTURBANCE OF EXISTING VEGETATION SHALL BE LIMITED TO THE AREA REQUIRED FOR IMMEDIATE CONSTRUCTION OPERATIONS, AND FOR THE SHORTEST PRACTICAL PERIOD OF TIME. THIS SHOULD INCLUDE SEQUENCING AND PHASING CONSTRUCTION ACTIVITIES IN A WAY SO THAT THE SOIL IS NOT EXPOSED FOR LONG PERIODS OF TIME BY SCHEDULE OR LIMIT GRADING TO SMALL AREAS. THIS SHOULD ALSO INCLUDE WHEN PRACTICAL ADVANCING THE SCHEDULE ON STABILIZATION ACTIVITIES SUCH THAT LANDSCAPING TAKES PLACE SHORTLY IF NOT IMMEDIATELY AFTER GRADING HAS OCCURRED. VEGETATION EFFORTS SHALL START AS SOON AS POSSIBLE TO RETURN THE SITE TO A STABILIZED CONDITION. SENSITIVE AREAS SHOULD AVOID CLEARING AND GRADING ACTIVITIES AS MUCH POSSIBLE. 22.ALL EXPOSED SOILS OR DISTURBED AREAS ARE CONSIDERED A POTENTIAL POLLUTANT AND SHALL HAVE CONTROL MEASURES IMPLEMENTED ON THE SITE TO PREVENT MATERIALS FROM LEAVING THE SITE. 23.ALL SOILS EXPOSED DURING LAND DISTURBING ACTIVITY (STRIPPING, GRADING, UTILITY INSTALLATIONS, STOCKPILING, FILLING, ETC.) SHALL BE KEPT IN A ROUGHENED CONDITION AT ALL TIMES BY EQUIPMENT TRACKING, SCARIFYING OR DISKING THE SURFACE ON A CONTOUR WITH A 2 TO 4 INCH MINIMUM VARIATION IN SOIL SURFACE UNTIL MULCH, VEGETATION, AND/OR OTHER PERMANENT EROSION CONTROL IS INSTALLED. 24.NO SOIL STOCKPILE SHALL EXCEED TEN (10) FEET IN HEIGHT. ALL SOIL STOCKPILES SHALL BE PROTECTED FROM SEDIMENT TRANSPORT THROUGH THE USE OF SURFACE ROUGHENING, WATERING, AND DOWN GRADIENT PERIMETER CONTROLS. ALL SOIL STOCKPILES SHALL BE PROTECTED FROM SEDIMENT TRANSPORT BY WIND IN ACCORDANCE WITH MUNICIPAL CODE §12-150. ALL STOCKPILES SHALL BE FLATTENED TO MEET GRADE OR REMOVED FROM SITE AS SOON AS PRACTICAL, AND NO LATER THAN THE COMPLETION OF CONSTRUCTION ACTIVITIES OR ABANDONMENT OF THE PROJECT. ALL OFF-SITE STOCKPILE STORAGE LOCATIONS IN CITY LIMITS SHALL HAVE A STOCKPILE PERMIT FROM THE CITY ENGINEERING DEPARTMENT PRIOR TO USING THE AREA TO STORE MATERIAL. IF FREQUENT ACCESS FROM HARDSCAPE TO THE STOCKPILE IS NEEDED A STRUCTURAL TRACKING CONTROL MEASURE SHALL BE IMPLEMENTED. 25.ALL REQUIRED CONTROL MEASURES SHALL BE INSTALLED PRIOR TO ANY LAND DISTURBING ACTIVITY (STOCKPILING, STRIPPING, GRADING, ETC.). ALL OF THE REQUIRED EROSION CONTROL MEASURES MUST BE INSTALLED AT THE APPROPRIATE TIME IN THE CONSTRUCTION SEQUENCE AS INDICATED IN THE APPROVED PROJECT SCHEDULE, CONSTRUCTION PLANS, AND EROSION CONTROL REPORT. 26.ALL INLETS, CURB-CUTS, CULVERTS, AND OTHER STORM SEWER INFRASTRUCTURE WHICH COULD BE POTENTIALLY IMPACTED BY CONSTRUCTION ACTIVITIES SHALL BE PROTECTED WITH CONTROL MEASURES. MATERIAL ACCUMULATED FROM THIS CONTROL MEASURE SHALL BE PROMPTLY REMOVED AND IN CASES WHERE THE PROTECTION HAS FAILED, THE PIPES SHALL BE THOROUGHLY CLEANED OUT. 27.ALL STREAMS, STREAM CORRIDORS, BUFFERS, WOODLANDS, WETLANDS, OR OTHER SENSITIVE AREAS SHALL BE PROTECTED FROM IMPACT BY ANY CONSTRUCTION ACTIVITY THROUGH THE USE OF CONTROL MEASURES. 28.ALL EXPOSED DIRT SHALL HAVE PERIMETER CONTROL. ANY PERIMETER CONTROLS THAT DRAIN OFF OR HAS THE ABILITY TO BE TRACKED ONTO THE NEARBY HARDSCAPE SHALL HAVE SOME FORM OF EFFECTIVE SEDIMENT CONTROL AS THE, OR AS PART OF THE, PERIMETER CONTROL. 29.ALL EXPOSED SLOPES SHOULD BE PROTECTED. ALL EXPOSED STEEP SLOPES (STEEPER THAN 3:1 H:V) SHALL BE PROTECTED FROM EROSION AND SEDIMENT TRANSPORT THROUGH USE OF CONTROL MEASURES. 30.NO SOILS SHALL REMAIN EXPOSED BY LAND DISTURBING ACTIVITY FOR MORE THAN THIRTY (30) DAYS AFTER ACTIVITY HAS CEASED BEFORE REQUIRED TEMPORARY SEEDING OR PERMANENT EROSION CONTROL (E.G. SEED/MULCH, LANDSCAPING, ETC.) IS INSTALLED. THIS IS NOT JUST LIMITED TO PROJECTS THAT ARE ABANDONED; THIS INCLUDES ANY PROJECT THAT IS TEMPORARILY HALTED AND NO IMMEDIATE ACTIVITY IS TO RESUME WITHIN THE NEXT THIRTY (30) DAYS, UNLESS OTHERWISE APPROVED BY THE CITY EROSION CONTROL INSPECTOR. DURING A SEASON WHEN SEEDING DOES NOT PRODUCE VEGETATIVE COVER, ANOTHERTEMPORARY EROSION CONTROL SHALL BE IMPLEMENTED WITH OR UNTIL TEMPORARY SEEDING OR PERMANENT EROSION CONTROL CAN BE PERFORMED. 31.ALL INDIVIDUAL LOTS SHALL HAVE EFFECTIVE SEDIMENT CONTROLS LOCATED ON THE STREET SIDE AND ANY DOWN GRADIENT SIDE. TYPICALLY MOST LOTS DRAIN TO THE FRONT YET ON THOSE CASES WHERE HOUSES ARE ALONG A POND OR DRAINAGE SWALE HAVE THE LOT DRAIN IN A DIFFERENT DIRECTION THAN THE STREET, THOSE INDIVIDUAL LOTS WILL NEED PROTECTION ON THAT DOWN GRADIENT SIDE TO PREVENT SEDIMENT FROM LEAVING THE LOT. SEE THE INDIVIDUAL LOT DETAILS FOR FURTHER CLARIFICATION. VEHICLE TRACKING 32.AT ALL POINTS WHERE VEHICLES EXIT OR LEAVE THE EXPOSED DIRT AREA ON TO A HARDSCAPE OR SEMI HARDSCAPE (CONCRETE, ASPHALT, ROAD BASE, ETC.) SHALL HAVE INSTALLED AT LEAST ONE STRUCTURAL TRACKING CONTROL MEASURE TO PREVENT VEHICLE TRACKING. ALL AREAS NOT PROTECTED BY AN ADEQUATE PERIMETER CONTROL SHALL BE CONSIDERED A POINT WHERE VEHICLES EXIT THE SITE. ACCESS POINTS SHOULD BE LIMITED TO AS FEW ENTRANCES AS POSSIBLE (ALL PERIMETER AREAS SHALL BE PROTECTED FROM TRACKING ACTIVITIES). 33.IN ALL AREAS THAT THE STRUCTURAL TRACKING CONTROL MEASURES FAIL TO PREVENT VEHICLE TRACKING, COLLECTION AND PROPER DISPOSAL OF THAT MATERIAL IS REQUIRED. ALL INLETS LOCATED NEAR ACCESS POINTS AND AFFECTED BY TRACKING ACTIVITIES SHALL BE PREVENTED FROM THE INTRODUCTION OF SEDIMENT INTO THE DRAINAGE SYSTEM. 34.CITY MUNICIPAL CODE §20-62, AMONG OTHER THINGS, PROHIBITS THE TRACKING, DROPPING, OR DEPOSITING OF SOILS OR ANY OTHER MATERIAL ONTO CITY STREETS BY OR FROM ANY SOURCE. CITY MUNICIPAL CODE, §26-498, AMONG OTHER THINGS, PROHIBITS THE DISCHARGE OF POLLUTANTS ON PUBLIC OR PRIVATE PROPERTY IF THERE IS A SIGNIFICANT POTENTIAL FOR MIGRATION OF SUCH POLLUTANT. THEREFORE, ALL TRACKED OR DEPOSITED MATERIALS (INTENTIONAL OR INADVERTENT) ARE NOT PERMITTED TO REMAIN ON THE STREET OR GUTTER AND SHALL BE REMOVED AND LEGALLY DISPOSED OF BY THE DEVELOPER IN A TIMELY AND IMMEDIATE MANNER. DIRT RAMPS INSTALLED IN THE CURB-LINES ARE NOT EXEMPT TO THESE SECTIONS OF CODE AND SHALL NOT BE PERMITTED IN THE STREET RIGHT OF WAY (PUBLIC OR PRIVATE). 35.IF REPEATED DEPOSIT OF MATERIAL OCCURS ON A SITE, ADDITIONAL STRUCTURAL TRACKING CONTROLS MAY BE REQUIRED OF THE DEVELOPER BY THE CITY EROSION CONTROL INSPECTOR. LOADING AND UNLOADING OPERATIONS 36.THE DEVELOPER SHALL APPLY CONTROL MEASURE TO LIMIT TRAFFIC (SITE WORKER OR PUBLIC) IMPACTS AND PROACTIVELY LOCATE MATERIAL DELIVERED TO THE SITE IN CLOSE PROXIMITY TO THE WORK AREA OR IMMEDIATELY INCORPORATED IN THE CONSTRUCTION TO LIMIT OPERATIONAL IMPACTS TO DISTURBED AREAS, VEHICLE TRACKING, AND SEDIMENT DEPOSITION THAT COULD IMPACT WATER QUALITY. OUTDOOR STORAGE OR CONSTRUCTION SITE MATERIALS, BUILDING MATERIALS, FERTILIZERS, AND CHEMICALS 37.ANY MATERIALS OF A NON-POLLUTING NATURE (STEEL, ROCK, BRICK, LUMBER, ETC.) SHALL BE INSPECTED FOR ANY RESIDUE COMING OFF THE MATERIAL DURING ROUTINE INSPECTION AND WILL GENERALLY BE LOCATED WHERE PRACTICAL AT LEAST FIFTY (50) FEET FROM ANY PERMANENT OR INTERIM DRAINAGE WAYS. 38.ANY HIGH ENVIRONMENTAL IMPACT POLLUTANT MATERIALS THAT HAVE A HIGH LIKELIHOOD TO RESULT IN DISCHARGE WHEN IN CONTACT WITH STORMWATER (LUBRICANTS, FUELS, PAINTS, SOLVENTS, DETERGENTS, FERTILIZERS, CHEMICAL SPRAYS, BAGS OF CEMENT MIX, ETC.) SHOULD NOT BE KEPT ON SITE WHERE PRACTICAL. WHEN NOT PRACTICAL, THEY SHOULD BE STORED INSIDE (VEHICLE, TRAILER, CONNEX, BUILDING, ETC.) AND OUT OF CONTACT WITH STORMWATER OR STORMWATER RUNOFF. WHERE NOT AVAILABLE, THEY SHALL BE STORED OUTSIDE IN A RAISED (HIGH SPOTS OR ON PALLETS), COVERED (PLASTIC OR TARPED), AND SEALED (LEAK PROOF CONTAINER) IN SECONDARY CONTAINMENT LOCATION. THE SECONDARY CONTAINMENT OR OTHER CONTROL MEASURE SHALL BE ADEQUATELY SIZED, LOCATED, WHERE PRACTICAL, AT LEAST FIFTY (50) FEET FROM ANY PERMANENT OR INTERIM STORMWATER STRUCTURES OR DRAINAGE WAYS AND SHALL BE MONITORED AS PART OF THE ROUTINE INSPECTIONS. VEHICLE AND EQUIPMENT MAINTENANCE AND FUELING 39.PARKING, REFUELING, AND MAINTENANCE OF VEHICLES AND EQUIPMENT SHOULD BE LIMITED IN ONE AREA OF THE SITE TO MINIMIZE POSSIBLE SPILLS AND FUEL STORAGE AREAS. THIS AREA SHALL BE LOCATED, WHERE PRACTICAL, AT LEAST FIFTY (50) FEET FROM ANY PERMANENT OR INTERIM STORMWATER STRUCTURES OR DRAINAGE WAYS AND SHALL BE MONITORED AS PART OF THE ROUTINE INSPECTIONS. ALL AREAS SHALL KEEP SPILL KITS AND SUPPLIES CLOSE. SIGNIFICANT DUST OR PARTICULATE GENERATING PROCESS 40.THE PROPERTY MUST BE ACTIVELY PREVENTING THE EMISSION OF FUGITIVE DUST AT ALL TIMES DURING CONSTRUCTION AND VEGETATION ACTIVITIES. ALL LAND DISTURBING ACTIVITIES THAT RESULT IN FUGITIVE DUST SHALL BE IN ACCORDANCE WITH MUNICIPAL CODE §12-150 TO REDUCE THE IMPACTS TO ADJACENT PROPERTIES AND COMMUNITY HEALTH. ALL REQUIRED PRACTICES SHALL BE IMPLEMENTED AND ADDITIONAL ONES SHALL BE FOLLOWED. THESE PRACTICES INCLUDE WATERING THE SITES AND DISCONTINUING CONSTRUCTION ACTIVITIES UNTIL THE WIND SUBSIDES AS DETERMINED BY ANY CITY INSPECTORS. CONCRETE TRUCK / EQUIPMENT WASHING, INCLUDING THE CONCRETE TRUCK CHUTE AND ASSOCIATED FIXTURES AND EQUIPMENT 41.ALL CONCRETE AND EQUIPMENT WASHING SHALL USE STRUCTURAL CONTROL MEASURES APPROPRIATE TO THE VOLUME OF WASH AND FREQUENCY OF USE. THESE CONTROL MEASURES SHALL BE LOCATED, WHERE PRACTICAL, AT LEAST FIFTY (50) FEET FROM ANY PERMANENT OR INTERIM STORMWATER STRUCTURES OR DRAINAGE WAYS AND SHALL BE MONITORED AS PART OF THE ROUTINE INSPECTIONS.
