Comment Number: 6 04/15/2024: SUBMITTAL: I noticed that the Lighting Plan, Drainage Report and Environmental Site Assessment had not been flattened with the Round 1 submittal. Please be sure to flatten all PDF documents in future submittals. All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Department: Historic Preservation Contact: Jim Bertolini jbertolini@fcgov.com 970-416-4250 Topic: General Comment Number: 1 04/08/2024: NO HISTORIC REVIEW REQUIRED: This proposal does not require historic review because there are no designated historic resources on the site and the nature of the project does not impact any historic resources that may lie on the development site or within 200 feet of the site. Department: Engineering Development Review Contact: John Gerwel jgerwel@fcgov.com Topic: General Comment Number: 1 04/15/2024: FOR FINAL APPROVAL: Per section 3(a) of the access agreement with Advanced Energy, this development will need to get approval for the construction work on Lot 6. Since specifics of construction are already stated in the agreement, we don't need to see a signed temporary construction easement. But we will want to see confirmation that they approve of the plans as proposed. This can be submitted separately via email. RB+B Response: Plans for improvements to the easement area were submitted for review to the Owner of Lot 6 and a representative of the Owner of Lot 6 on May 7, 2024. The Owner’s representative confirmed verbally that the plans were received and were being reviewed. Per the access agreement, a written response was required from the Owner of Lot 6 within ten business days of the receipt of the plans. A written response was not received, so the Owner of Lot 6 shall be deemed to have approved such plans. Comment Number: 2 04/15/2024: FOR FINAL APPROVAL: I know the easements weren't going to be submitted this round, but I want to 4 confirm the needed easements that need to be submitted - (1) Emergency Access Easement (parking lot), (2) Utility Easement (west side for water main), (3) Utility Easement (electric line), (4) Drainage Easement (for north bioretention pond), (5) Drainage Easement (for south bioretention pond), (6) Drainage Easement (offsite to east for drainage structure), (7) Temporary Construction Easement (offsite to east for drainage structure, don't need to review just need to see it's been recorded). I'll reiterate that a plat would be more cost effective here. UPDATE - I spoke with Survey and they have no preference. UCDG Response: It was determined that a Temporary Construction Easement wasn’t going to be necessary because both properties have the same owner. Drafts of separate instrument documents for all easements have been provided with the second submittal. Comment Number: 3 04/15/2024: FOR FINAL APPROVAL: A reference to the soils report should be shown on the cover sheet of the utility plans. UCDG Response: A reference to the geotechnical report has been added to the cover. Comment Number: 4 04/15/2024: FOR FINAL APPROVAL: Please clarify existing and proposed easements on sheet C2 of the utility plans. See redlines. UCDG Response: These call outs have been revised to clarify whether the easement is existing or proposed. Comment Number: 5 04/15/2024: FOR FINAL APPROVAL: The fire service line seems to call out the existing water main size incorrectly on Sharp Point. The plans call for an 8"x6" tap, but the existing main appears to be a 12" tap. UCDG Response: You are correct. This has been revised to a 12”x6” tap. Comment Number: 6 04/15/2024: FOR FINAL APPROVAL: Please identify the limits of construction in the legend or with a callout. UCDG Response: Limits of construction/disturbance are shown and called out on plans. Comment Number: 8 04/15/2024: FOR FINAL APPROVAL: I believe the range should be 68 on the legal description of the utility plans. UCDG Response: Correct, this has been revised to Range 68 West. Comment Number: 9 04/15/2024: DEVELOPMENT AGREEMENT: I am not seeing Max West, Inc registered to do business with the CO Secretary 5 of State. They will need to register to do so, and we will need a signed Statement of Authority showing that whoever is signing on behalf of Max West is authorized to do so. The Traffic Memo provided is signed and stamped, but the Intermediate TIS is an older version (May 2023) and we will need the final one (July 2023) with it signed and stamped. Comment Number: 2 04/26/2024: FOR FINAL RECORDING: Noticed a spelling error in the Traffic Signing and Pavement Marking Notes on Page 2 number 18 of the Utility Plans. Signs not sings. UCDG Response: This has been corrected. Comment Number: 3 04/26/2024: INFORMATION: Any signs or pavement markings removed during construction or utility tie ins are the responsibility of the contractor/developer to replace. Please have your contractor/project manager coordinate with our Signs and Pavement Manager in Traffic Operations to go over details when this is needed. Comment Number: 4 04/26/2024: INFORMATION: The signs for the ADA parking on the north side of this lot would be better if placed at the back of sidewalk, opposed to behind the curb. This allows for entry into the rear of a vehicle if it is backed into the spot, and doesn't require placement in the sidewalk. UCDG Response: These sign locations have been revised. Comment Number: 5 04/26/2024: INFORMAITON: Continued efforts should be considered to limit any conflicts with patrons form your facility using the neighboring parking lot of the business to the south. If necessary and with their approval, additional signs may need to be considered at the entrances to their lot to help guide your patrons where parking is and is not allowed. RB+B Response: Acknowledged. The project’s design team is actively communicating with the facility managers of the business to the south, the property’s owner and the property manager to address any 6 potential concerns. Department: Stormwater Engineering – Erosion Control Contact: Andrew Crecca acrecca@fcgov.com Topic: Erosion Control Comment Number: 1 04/30/2024: INFORMATION: This project is located within the City's MS4 boundaries and is subject to the erosion control requirements located in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosion. This project was evaluated based upon the submittal requirements of FCSCM. Based upon the provided materials we were able to determine a total disturbed area. Based upon the area of disturbance or this project is part of a larger common development, State permits for Stormwater will be required should be pulled before Construction Activities begin UCDG Response: Noted. Comment Number: 4 04/30/2024: FOR FINAL APPROVAL : Thank you for providing the requested erosion control plans, report and escrow calculation. All submitted erosion materials are accepted. Prior to recording you will be notified via email with instructions to submit fees and escrow along with the required forms. This email will also have instructions for requesting an initial erosion control inspection when you are ready you start your project. If the nature, scope, size or design of this projects deviates from the submitted materials updated Erosion Control Plans, Report and Escrow calculation may be requested as well as a recalculation of Erosion Control and Stormwater inspection fees. UCDG Response: Thank you. Updated plans, Erosion Control Plan and Escrow have been provided as minor revisions have been made to each. Topic: Fees Comment Number: 3 04/30/2024: INFORMATION - FEES: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 1 lot, 2.46 acres of disturbance, 1 year from demo through build out of construction and an additional 2.00 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1,172.09. Please note that as the plans and any subsequent review modifications of the 7 above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Please respond to this comment with any changes to these assumed estimates and why, so that we may have a final fee estimate ready for this project. The fee will need to be provided at the time of erosion control escrow. The Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for this project. Based on the plans we identified 0 number of porous pavers, 2 number of bioretention/level spreaders, 0 number of extended detention basins, and 0 number of underground treatments, results in an estimate of the Stormwater LID/WQ Inspection fee to be $ $630.00. Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Please respond to this comment with any changes to these assumed estimates and why, so that we may have a final fee estimate ready for this project. Topic: Landscape Plans Comment Number: 2 04/30/2024: FOR FINAL APPROVAL: Please see redlines in the landscape plan concerning floatable mulch in a Stormwater conveyance. Please replace with cobble. Please see redlines on the irrigation plans concerning irrigation infrastructure within the rain gardens. UCDG Response: A note has been added to the detailed grading plan discussing the use of non-floatable mulch in drainage swales with larger flows and referring to the landscape plans for exact locations and specs of the mulch. Considering that RiskMAP may revise the floodplain and eliminate floodproofing/elevation requirements prior to building permit, there may be no need for a floodplain/floodproofing exhibit. However, it is advised that floodproofing plans are assembled in case of a delay in RiskMAP, causing elevation and floodproofing requirements to be effective at time of Building Permit. These requirements include Section 26-306 Wastewater Discharge Permit Requirements and Section 26-332 Prohibitive Discharge Standards. A permit may be required depending on activities on the site; however, discharge standards apply to every customer, both large and small, regardless of what activities take place on the site.
