HomeMy WebLinkAboutHEARTSIDE HILL ACCESSORY BUILDING AND CHILD CARE CENTER - FDP240007 - SUBMITTAL DOCUMENTS - ROUND 1 - Project Narrative Page 1 May 05, 2024 Project Information and Design Narrative Project Title: Heartside Hill Community Building Past Meeting Dates: Conceptual Review meeting held on July 20, 2023 Type I Hearing held on April 8, 2024 General Information: Heart of the Rockies Christian Church and CARE Housing are proposing another collaborative project that will create an onsite accessory building with a resident clubhouse as Phase 1 and an early childhood learning center as Phase 2. The plan proposes the following: • 4,012 resident clubhouse / flex space. • 458 square feet covered patio space. • 8,249 square foot childcare center with 6 classrooms. • The new center will provide a program of play and learning activities for children ages six week to 5 years. The .639- acre property is on Lot 1, Block 2 of the Heart of the Rockies Fourth Subdivision and is owned by Community at Heart, LLC. The site is served by South Fort Collins Sanitation District and Fort Collins - Loveland Water District for sewer and water, respectively. Site Design: The site design is infill between the existing church, parking lot and the CARE Housing apartments. It includes the Phase 1 and 2 building, outdoor fenced play yards, sidewalks, and low retaining walls. Site Circulation and Access: Primary access to the proposed phase 1 building and childcare center will be from the parking lot that connects to Brittany Street. Pedestrian circulation is provided via a series of connecting walkways on two sides of the building, with a connection to the existing church on the north side. Walkway connections are planned from each building’s entry to the public street sidewalk system. Storm Drainage: The site generally drains from southwest to northeast. Runoff is proposed to be routed through a level spreader and sheet flow northeast to the rain garden and detention pond Page 2 within Heartside Hill. All stormwater quality and detention were anticipated and is provided for the proposed improvements. Landscape Concept: The proposed landscaping for the site will consist of street trees in tree lawns and foundation plantings consisting of shrubs and ornamental grasses. Most of the outdoor activity spaces will consist of irrigated turf, with water-wise native seed in the remaining open space areas. Architectural Design: The Heartside Hill Accessory Building and Child Care Center Building is a 1-story, multi- phase building that includes a phase 1, 4,012 SF A-3 assembly occupancy community room that includes a kitchenette, restrooms and shower rooms and a future Phase 2, 8,249 SF E- occupancy childcare facility with classrooms and support spaces for children aged from infants to pre-school age. The overall building concept is designed to relate to the existing and adjacent Heart of the Rockies church directly to the northeast by utilizing similar building forms and materials. The proposed roof is primarily a flat roof with parapets and includes a raised shed roof element at the Phase 1 entrance. The proposed materials include stucco with raised stucco accents, synthetic CMU stone masonry, horizontal lap siding, aluminum storefront glazing, and architectural asphalt shingle roofing at the shed roof. The placement, proportions and detailing of synthetic stone veneer and stucco were also designed to further complement the existing church. The phase 1 portion of the building was designed to work as a standalone building from both a functional and an aesthetic architectural standpoint. The primary entrance faces west to the existing parking lot and includes a secondary entrance at the northwest corner. The east side includes a direct entrance dedicated to the church along with a covered patio outdoor space. There is another secondary entrance from the common area on the east side as well. The phase 2 portion of the building is similar to phase 1 in architectural design, form and materials and includes a stepped down parapet to reduce the scale based on the childcare use. The phase 2 primary entrance is identifiable and unique from the phase 1 entrance and also faces the existing parking lot to the west. The classrooms along the south and east sides of the building have their own secondary entrances to the adjoining playground areas.
