Potable Water:
Based on the requirements and criteria established in Ordinance 121-2023, the applicant has
provided an executed “Will Serve Letter” that has been provided by the East Larimer County Water
District (ELCO), and is hereby requesting confirmation that the potable water adequacy
determination has been satisfied.
1) Ordinance 121-2023, Section 4, the Land Use Code amended definition for Established
potable water supply entities states that East Larimer County Water District(ELCO) is
an established potable water supply entity.
2) Per Ordinance 121-2023, Section 3.13.4.A.1(b), and due to ELCO being an established
potable water supply entity per Section 4 above, that applicant is deemed to have met
all criteria for the subsection (b) exemption for potable water, and is therefore not
required to provide the letter and/or associated materials referenced in subsection (a)
or (b).
3) Per Ordinance 121-2023, Section 3.13.4.A.2, and due to the exemption in Section (b),
applicant will only be required to provide a “Will Serve Letter” from ELCO as the
established potable water supply entity for the Bloom Filing 4 apartment project, and
said letter shall suffice for establishing and satisfying the water adequacy requirement
for potable water for the project.
