Comment Number: 4 03/20/2024: *AutoCad SHX Text on Plat. 06/02/2023: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Comment Number: 8 06/02/2023: FOR HEARING: All "For Hearing" comments need to be addressed and resolved prior to moving forward with scheduling the Hearing. Comment Number: 9 03/20/2024: FOR RECORDING – PLAT & SITE PLAN - UPDATED: You can remove the “, 20___.” from the date line also. The digital signature date will provide the month, day, and year. If you could also make the date update to the site plan. The line for the City Clerk signature has not been removed from the plat. Again, this is not necessary as The City Clerk does not sign the plat. Additionally, kindly ensure there is sufficient space between the signature line and the title line to accommodate the digital signature. If you need an example, please let me know. 02/20/2024: FOR RECORDING - PLAT: Could you please update the City signature blocks on the plat? Instead of using "this _______ day of ______A.D., 20____," could you opt for "on this day, _____________" for the date? This alternative format facilitates smoother date input with digital signatures. Additionally, kindly ensure there is sufficient space between the signature line and the title line to accommodate the digital signature. If you need an example please let me know. The City Clerk does not sign the plat, you can remove their dedicated signature line. Thank you. Northern Response: Plat signature has been revised. Department: Engineering Development Review Contact: Sophie Buckingham sbuckingham@fcgov.com Topic: General Comment Number: 18 03/25/2024: FOR HEARING REVISED-: Per offline coordination with the applicant team, the interim and future grading along the east side of Mason Street will be included in the final utility plan. The future design will need to show that the grading will not impact the trees' critical root zones. The design engineer is already working on updated grading sheets and cross-sections to include in the final utility plan. We have discussed several design options, including sloping the east sidewalk away from the street, increasing the east side of the street cross -slope to 3 or 4 percent, implementing a multi-use path instead of separate bike and pedestrian facilities on the east side, and the possibility of a boardwalk instead of a traditional concrete sidewalk on the east side. An additional pre-Hearing round of review is strongly recommended, to prevent multiple rounds after the Hearing. Northern Response: Road cross section and future grading has been coordinated , reviewed, and approved by city staff. A 2-ft shoulder from the curb and gutter will be proposed along the east side of Mason Street. 4 Comment Number: 19 03/25/2024: FOR FINAL APPROVAL & RECORDING: Per offline coordination with the applicant team, cross -sections for Mason Street will be included in a post-Hearing round of review. The design engineer has already created the cross-sections to include in the final utility plan. I will need to review the design in detail in a postHearing- round of review. Northern Response: Road cross section and future grading has been coordinated , reviewed, and approved by city staff. A 2-ft shoulder from the curb and gutter is currently proposed along the east side of Mason Street. The cross-sections are included in this latest submittal. Comment Number: 20 03/26/2024: INFORMATION: The City's right-of-way contractor has obtained signed License to Enter Agreements from the three properties where the City will be acquiring right-of-way and easements. Likely solutions, to document and memorialize the transfer and deferral of NHBZ mitigation to the future Hickory Pond, include DA items and an Inter-Department Agreement approved by Directors. 01/09/2024: FOR HEARING - UNRESOLVED: Hickory Pond – NHBZ Transfer (Follow up from Stormwater Comment 3f) - Previous Comment: The “transfer” of NHBZ requirements to the City pond parcel will need further coordination and discussion regarding the identification, documentation, and monumentation of these requirements for the ultimate implementation of the future pond. - Updated Comment: The transfer of NHBZ mitigation requirements to the City’s Hickory Pond will need further discussion. Northern Response: Acknowledged thank you for your continued assistance. 5 Comment Number: 34 03/25/2024: FOR FINAL APPROVAL - FOLLOW UP: For approval you will need to provide a plan for groundwater monitoring before and during the construction. Preferably updated groundwater monitoring will be in progress before project approvals. 02/20/2024: INFORMATION: Follow up on Groundwater – When do you expect to be able to reestablish the groundwater monitoring wells and resume the measuring and reporting? This needs to be completed as part of the project design. We will allow for this to continue into construction, however want to get reporting during the high groundwater months (July – Sept) of this year (2024). Our allowance for this to continue into construction will be included in the DA. Northern Response: A groundwater investigation report has been included with this submittal and the report details the installed monitoring well and measured values. Per the report, measurements will be obtained monthly and coordinated with city staff. Comment Number: 35 03/25/2024: FOR FINAL APPROVAL - UNRESOLVED: 02/20/2024: FOR HEARING: The post-construction groundwater monitoring well detail needs to be upgraded to a standard well type. The Geotech should provide input on recommended depth. Please see redlines on the detail sheet of the Utility Plans for more comments Northern Response: A typical well detail has been added to sheet D7. A groundwater investigation report has been included with this submittal and the report details the installed monitoring well. Reference to the monitoring well has been included in the construction plans. See redlines on these exhibits as well as the UT plans for comments. 06/19/2023: FOR APPROVAL: The City will consider aiding in procuring the necessary offsite easements for the proposed sanitary sewer running parallel to the 36-inch water main. Prior to the FDP approval please provide an cost estimate of the landscaping costs for the Natural Habitat Buffer Zone, including materials, labor, monitoring for a minimum of three years, weed mitigation and irrigation. We then use the approved estimate to collect security at 125% of the total amount for final approval. Ripley Response: An estimate will be provided prior to recording. Comment Number: 24 03/26/2024: FOR HEARING: Please change the following note on L01.03 of the Site and Landscape plan, "NOTE: NEW LANDSCAPE IN THE NHBZ WILL BE ESCROWED AND INSTALLED AT THE TIME OF FUTURE PROPOSAL TO LOT 2." to "NOTE: The Developer shall ensure that all landscaping and restoration activities within the Natural Habitat Buffer Zone (NHBZ) are properly installed and maintained until the performance criteria outlined by the Development Agreement is met. If City of Fort Collins Utilities is ready to construct the ultimate Hickory Pond before the developer has met the NHBZ performance criteria, the obligation to maintain the NHBZ transfers to Utilities and City of Fort 8 Collins Environmental Planning will release security to the Developer and transfer NHBZ performance criteria to Utilities. When Fort Collins Utilities begins construction on the final condition of the Hickory Detention Pond, Utilities will accept the NHBZ maintenance at the time that a development application is submitted to the Planning Department for the final construction of the Hickory Detention Pond." Northern Response: The grading has been adjusted and a 2 -ft shoulder from curb and gutter is currently proposed along the east side of Mason Street to provide as much space to the existing trees as possible. Additional tree protection notes are also on the Existing Conditions sheet. Comment Number: 29 03/26/2024: FOR FINAL APPROVAL: Please address the comments noted in the Restoration Plan Summary on the Site and Landscape Plan. In addition to these comments, please add the following details as well: 1) Add a comment about communicating (email and report) the results after each monitoring visit to City of Fort Collins Environmental Planning, the developer, and the contractor. 2) Please make note of when Fort Collins Environmental Planning should be contacted prior to further work. This should occur prior to the commencement of grading showing proof of equipment cleaning. Also, prior to seeding an Environmental Planning inspector needs to confirm proper seed bed preparation and seed mix details are appropriate. Additionally, make sure all these changes are made to the full Restoration Plan as well. Cedar Creek Response: These updates have been made to the full restoration plan and Restoration Plan Summary on the Site and Landscape Plan, where applicable.
