HomeMy WebLinkAboutENERGY CONSERVATION IN LDGS - 06-91 - SUBMITTAL DOCUMENTS - ROUND 1 - Legal Documents I ORDINANCE NO. 31, 1991 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 29-526 (LAND DEVELOPMENT GUIDANCE SYSTEM) OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO ENERGY CONSERVATION METHODS WHEREAS, the Council of the City of Fort Collins has determined that energy conserving methods and measures in non-residential planned unit developments should be encouraged; and WHEREAS, the Council has determined that it is in the best interest of the City that clear, detailed and specific standards be established for evaluating energy conservation methods and awarding energy conservation points for non- residential planned unit developments. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 29-526 of the Code of the City be amended as follows: Section 1. That Section 29-526(C) (3)(b) of the Code of the City of Fort Collins is hereby amended to read as follows: Lettered Criteria. The development plan is evaluated against each of the applicable lettered criteria and assigned a SCORE. A criterion is considered to be applicable if it is reasonably capable of being applied to the development. Several criteria are applicable to any development proposal and have been pre-checked on the relevant chart. The numerical SCORE is assigned based upon the following: YES (+1) = for an adequate job of implementing the criterion; VERY WELL (+2) = for an excellent job of implementing the criterion or for doing the best job possible, given the constraints and opportunities of the site; and NO (0) = for no effort or failure to implement the criterion. A separate calculation shall be used to determine the appropriate number of points to be awarded for the Energy Conservation Criterion. This calculation shall be based upon either of the two Energy Conservation Methods, as specified in Appendix G. Points awarded for the Energy Conservation Criterion range from 0-4 points. Each lettered criterion has been preassigned a MULTIPLIER which determines the relative importance of that criterion to the other criteria. The meaning of each MULTIPLIER is as follows: 5 - indicates that the criterion is of exceptional importance; 4 - indicates that the criterion is very important; 3 - indicates that the criterion is important; 2 - indicates a criterion of normal importance; and 1 - indicates a minor criterion. The points earned for each criterion are the product of multiplying the SCORE times the MULTIPLIER. The MAXIMUM POINTS POSSIBLE in each chart are added together and the POINTS EARNED are added to get TOTALS. By dividing the TOTAL POINTS EARNED by the TOTAL MAXIMUM POINTS POSSIBLE, the PERCENTAGE EARNED is determined. The PERCENTAGE EARNED must be at least the minimum percentage specified for that ACTIVITY category. Section 2. That Section 29-526(D) of the Code of the City of Fort Collins is hereby amended so that Criteria (3)(j) of Activity Category Chart B (Neighborhood Service Center) ; Criteria (3)(g) of Activity Category Chart C (Community/Regional Shopping Center); Criteria (3) (g) of Activity Category Chart D (Auto-Related and Roadside Commercial) ; Criteria (2)(g) of Activity Category Chart E (Business Services) ; and Criteria (4)(d) of Activity Category Chart F (Industrial Uses) ; shall read as follows: Does the activity reduce non-renewable energy usage through the application of alternative energy systems or through energy conservation measures beyond those normally required by the Model Energy Code as adopted by the City? Refer to Appendix G for Energy Conservation Methods to use for calculating energy conservation points. Section 3. That Section 29-526(D) of the Code of the City of Fort Collins is hereby amended so that Criteria (4)(j) of Activity Category Chart I (Downtown River Corridor) and Criteria (2)(i ) of Activity Category Chart J (Neighborhood Convenience Shopping Center) are hereby added, which Criterion shall read as follows: Does the activity reduce non-renewable energy usage through the application of alternative energy systems or through energy conservation measures beyond those normally required by the Model Energy Code as adopted by the City? Refer to Appendix G for Energy Conservation Methods to use for calculating energy conservation points. Section 4. That Section 29-526(0) of the Code of the City of Fort Collins is hereby amended so that Activity Category Chart B (Neighborhood Service Center) ; Activity Category Chart C (Community/Regional Shopping Center) ; Activity Category Chart D (Auto-Related and Roadside Commercial ) ; Activity Category Chart E (Business Service Uses) ; Activity Category Chart F (Industrial Uses) ; Activity Category Chart I (Downtown River Corridor) ; and Activity Category Chart J (Neighborhood Convenience Shopping Center) are hereby repealed in their entirety and reenacted to read as follows: Section 5. That Section 29-526(G)(3)(a)[4] [g] of the Code of the City of Fort Collins is hereby repealed in its entirety and reenacted to read as follows: [g] Completed Energy Conservation Worksheet, using either Energy Conservation Method One or Two, as described in Appendix G, calculating the number of energy conservation points to be awarded. Section 6. That Section 29-526 of the Code of the City of Fort Collins be amended by the addition of Appendix G, Energy Conservation Methods and Worksheet, to read as follows: APPENDIX G ENERGY CONSERVATION METHODS METHOD ONE: (Direct comparison to Model Energy Code.) This method awards points based on the extent to which the proposed building exceeds the minimum standard as established in the Model Energy Code using the systems approach. Certification by a professional engineer, licensed in Colorado, will be required to demonstrate that the annual energy consumption will be a certain percentage less than the same building just meeting the minimum standard as defined in the Model Energy Code. 15 - 25% less (than Model Energy Code minimum) 1.0 point 26 - 35% 2.0 points 36 - 45% 3.0 points 46% or more 4.0 points METHOD TWO: Points will be given for the implementation of one or more of the energy conservation measures listed below. The use of Method Two requires that the final approved PUD plans and the construction plans submitted for a Building Permit, must specify all of the energy conservation measures for which points have been awarded in the approved plan. The total number of energy conservation points earned will be based upon the following table: r � 0.6 - 1.5 1 point 1 .6 - 2.5 2 points 2.6 - 3.5 3 points 3.6 or more 4 points Method Two Energy Conservation Measures: 1 . Long axis of building is East/West (building oriented to south, with majority of windows on south wall) 0.2 2. Ratio of exterior wall area to interior floor area is less than 1.5 0.3 3. Mass of exterior building walls greater than 30 lb/sq ft 0.2 4. Passive solar heating utilized by building heating system with a minimum savings fraction of 0.4 (using orientation that maximizes solar gain and window coverings) 3.0 5. Natural daylighting utilized, with automatic insulated covers, with minimum R value of 2.5 0.3 6. Overall wall U value is < 0.2 1 .0 7. Overall roof U value is < 0.06 0.3 8. Reflective glass or film used on all windows 0.2 9. Vestibules, air locks, or revolving doors used on all entrances 0.2 10. Automatic night/weekend temperature setback is provided 0.4 11. "Free Cooling" (using outside air) used for fan systems of less than 5000 CFM 0.2 12. Low leakage outside air and exhaust air dampers used; 1% leakage max. at 5" W.C. 0.3 13. Variable air volume system used, with inlet vanes or variable speed drives 0.5 14. High efficiency motors (as labeled by manufacturer) used 0.1 15. Please choose one of the two methods below. Be realistic in determining your commitment for energy conservation mea- sures. Failure to fulfill a commitment made for energy conservation measures may result in disqualification of a project under the applicable criteria of the LDGS.
