RE: Downtown Planned Unit Development Overlay Zone

Earlier this year the Board of Directors considered a proposal from the City Planning Department regarding the overlay of planned unit development regulations for any project in the downtown in excess of 40,000 square feet.
The Board suggested that the Planning and Zoning Board delay action on this item until completion of the Downtown Land Use Plan and that it might be appropriate if specific zoning and land use policies were developed for the downtown which would provide incentives to guide and control la rger projects without necessarily hampering their implementation. Staff sent a memo to the Planning and Zoning Board January 13 explaining the DDA's position.
The item has been placed on the March Planning and Zoning Board agenda without any changes to the original proposal. The Board may wish to restate its position prior to the hearing of the item.
Attached are copies of the proposed PUD overlay, the orginal DDA staff memo to the Board rega rding the proposal, and the memorandum to the Planning and Zoning Board expressing the DDA Board's position.
