I. INTRODUCTION
This transportation impact study (TIS) addresses the capacity, geometric, and
control requirements at and near the proposed The Landings at Lemay development. The
proposed The Landings at Lemay site is located in the northeast quadrant of the
Lemay/Duff intersection in Fort Collins, Colorado. The Landings at Lemay is a market
housing development.
During the course of the analysis, numerous contacts were made with the owner
(Thompson Thrift Residential), the project engineer (Northern Engineering), the project
planning consultant (Ripley Design), and Fort Collins Traffic Engineering. The
Transportation Impact Study Base Assumptions form and related documents are provided
in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS
Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). Due to the
trip generation, this is a full transportation impact study. The study involved the following
steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation
This TIS is a revision of the “The Landing at Lemay Transportation Impact Study”
dated February 2023. It addresses City staff comments.

II. EXISTING CONDITIONS
The location of The Landings at Lemay development is shown in Figure 1. It is
important that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential and industrial. There are
residential uses to the west and south of the site. There are industrial uses to the east
of the site. There is open space to the north of the site. The proposed The Landings at
Lemay site is currently vacant. The center of Fort Collins lies to the southwest of the
proposed The Landings at Lemay site.
Streets
The primary streets near The Landings at Lemay site are Lincoln Avenue, Lemay
Avenue, Cordova Road, Buckingham Street, Duff Drive, Plumwood Lane, and Link
Lane. Figure 2 shows a schematic of the existing geometry at the Lincoln/Cordova-
Buffalo Run Access, Lemay/Buckingham-Duff, Duff/Plumwood, and Cordova/Duff
intersections.
Lincoln Avenue is to the south of the proposed The Landings at Lemay site. It is
an east-west street classified as a two-lane arterial according to the Fort Collins Master
Street Plan. Currently, Lincoln Avenue has a two-lane cross section. The
Lincoln/Cordova-Buffalo Run Access intersection is a single lane roundabout. The
posted speed limit in this area of Lincoln Avenue is 35 mph.
Lemay Avenue is to the west of (adjacent to) the proposed The Landings at
Lemay site. It is a north-south street classified as a four-lane arterial according to the
Fort Collins Master Street Plan. Currently, Lemay Avenue has a four-lane cross
section. At the Lemay/Buckingham-Duff intersection, Lemay Avenue has a northbound
and a southbound left-turn lane, two through lanes in each direction, and a northbound
right-turn lane. The Lemay/Buckingham-Duff intersection has stop sign control on
Buckingham Street-Duff Drive. The posted speed limit in this area of Lemay Avenue is
35 mph.
Buckingham Street is to the west of the proposed The Landings at Lemay site. It
is an east-west street classified as a two-lane collector according to the Fort Collins
Master Street Plan. Currently, Buckingham Street has a two-lane cross section. Ninth
Street is the west leg of the Lemay/Buckingham-Duff intersection. At the
Lemay/Buckingham-Duff intersection, Buckingham Street has an eastbound left-
turn/through lane and an eastbound right-turn lane. The posted speed limit in this area
on Buckingham Street is 30 mph.

Duff Drive is to the south of (adjacent to) the proposed The Landings at Lemay
site. It is an east-west street classified a two-lane collector according to the Fort Collins
Master Street Plan. Currently, Duff Drive has a two-lane cross section. Duff Drive is
the east leg of the Lemay/Buckingham-Duff intersection. At the Lemay/Buckingham-
Duff intersection, Duff Drive has a westbound left-turn lane and a westbound
through/right-turn lane. At the Duff/Plumwood intersection, Duff Drive has all
movements combined into single lanes. At the Cordova/Duff intersection, Duff Drive
has all movements combined into single lanes. The Duff/Plumwood and Cordova/Duff
intersections have stop sign control on Plumwood Lane and Duff Drive, respectively.
The posted speed limit in this area on Duff Drive is 25 mph.
Cordova Road is/will be to the east of (adjacent to) the proposed The Landings at
Lemay site. It is a north-south street classified a two-lane arterial according to the Fort
Collins Master Street Plan. Currently, Cordova Road has a two-lane cross section with
a two-way left-turn lane. At the Cordova/Duff intersection, Cordova has a two-way left-
turn lane and a through/right-turn lane in each direction. The posted speed limit in this
area of Cordova Road is 30 mph.
Plumwood Lane is to the south of the proposed The Landings at Lemay site. It is
a north-south street-like private driveway. Plumwood Lane only has a south leg at the
Duff/Plumwood intersection. Currently, Plumwood Lane has a two-lane cross section.
At the Duff/Plumwood intersection, Plumwood Lane has all movements combined into
single lanes. There is no posted speed limit on Plumwood Lane.
Link Lane is/will be to the north of (adjacent to) the proposed The Landings at
Lemay site. It is an east-west street classified a local street according to the Fort
Collins Master Street Plan. Currently, Link Lane has a two-lane cross section. Link
Lane terminates at the future Cordova Road right-of-way. The posted speed limit in this
area of Link Lane is 25 mph.
Existing Traffic
Recent morning and afternoon peak hour traffic volumes are shown in Figure 3.
The traffic counts at the Lincoln/Cordova-Buffalo Run Access, Lemay/Buckingham-Duff,
and Cordova/Duff intersections were obtained in July 2022. The traffic counts at the
Duff/Plumwood intersection were estimated based off the counts at the
Lemay/Buckingham-Duff and Cordova/Duff intersections. Raw traffic count data are
provided in Appendix B.
Existing Operation
The Lincoln/Cordova-Buffalo Run Access, Lemay/Buckingham-Duff,
Duff/Plumwood, and Cordova/Duff intersections were evaluated using techniques
provided in the 2016 Highway Capacity Manual, 6th Edition. Using the morning and

afternoon peak hour traffic shown in Figure 3, the peak hour operation is shown in Table
1. Calculation forms are provided in Appendix C. The key intersections meet the City
of Fort Collins Motor Vehicle LOS standards with existing control and geometry in the
morning and afternoon peak hours. At the Lemay/Buckingham-Duff intersection, the
calculated delay for the afternoon peak hour eastbound left-turn/through lane and
westbound left-turn lane was commensurate with level of service E and F, respectively. A
description of level of service for signalized and unsignalized intersections from the
2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS
Standards (Intersections) are also provided in Appendix C. Acceptable operation at
signalized intersections during the peak hours is defined as level of service E or better
for each movement and leg, and level of service D or better overall. At arterial/arterial
and collector/collector stop sign controlled intersections, acceptable operation is
considered to be at level of service E, overall and level of service F, for any approach
leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled
intersections; acceptable operation is considered to be at level or service D, overall and
level of service F, for any approach leg.
The Cordova/Duff intersection is unconventional T-intersection with the through
street, Duff Drive, having the stop sign control. The Highway Capacity Manual does not
allow analysis of this type of configuration. Therefore, the Cordova/Duff intersection
was analyzed as a four-legged intersection with the north leg, Cordova Drive, having
zero vehicles. This was also done at the Cordova/Link intersection in the short range
(2028) future, since it will be similarly configured with the expectation of Cordova Drive
continuing north in the future.
Pedestrian Facilities
There are sidewalks along Lemay Avenue, Lincoln Avenue, Cordova Road, and
Plumwood Lane. There are sidewalks along the south side of Duff Drive. It is expected
that as properties in this area are developed or redeveloped, sidewalks will be installed
as part of the street/property infrastructure.
Bicycle Facilities
Bicycle lanes exist along Lemay Avenue, Lincoln Avenue, Cordova Road, and
Duff Drive within the study area.
Transit Facilities
Currently, this area of Fort Collins is served by Transfort routes 5 and 14.

III. PROPOSED DEVELOPMENT
The Landings at Lemay is a multifamily housing development with 336 dwelling
units. Figure 4 shows a site plan of The Landings at Lemay development. The short
range analysis (Year 2028) includes the full development of the site and an appropriate
increase in background traffic due to normal growth and other potential developments in
the area. This development will build Cordova Street along The Landings at Lemay
property. The long range future analysis year is considered to be 2045. In the short
range (2028) future, the site plan shows that The Landings at Lemay will have a full
movement access to Duff Drive at the Duff/Plumwood intersection and a full movement
access to future Link Lane west of the future Cordova/Link intersection.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. Trip generation information contain in Trip
Generation, 11th Edition, ITE was used to estimate the trips that would be generated by the
proposed/expected uses at a site. A trip is defined as a one-way vehicle movement from
origin to destination. Table 2 shows the expected trip generation on a daily and peak hour
basis. The trip generation of The Landings at Lemay development resulted in 2,230 daily
trip ends; 127 morning peak hour trip ends; and 165 afternoon peak hour trip ends.

Trip Distribution
Trip distribution for The Landings at Lemay was based on existing/future travel
patterns, land uses in the area, consideration of trip attractions/productions in the area,
and engineering judgment. Figure 5 shows the trip distribution for the short range
(2028) and long range (2045) analysis futures. The trip distribution was agreed to by
City of Fort Collins staff in the scoping meeting.

Background Traffic Projections
Figure 6 shows the short range (2028) background peak hour traffic forecasts.
These forecasts assume that the current street network and Cordova Street, between
Duff Drive and Link Lane, exist in this area. Background traffic projections for the short
range were obtained by reviewing the North Front Range Regional Transportation Plan,
engineering judgment, and various traffic studies prepared for this area of Fort Collins.
Based upon these sources, it was determined that the traffic volumes would increase by
approximately 2.0 percent per year. The north leg of the Cordova/Duff intersection will
be built with this development, the connection to Link Lane will enable some traffic
to/from the industrial park to have an alternative route to Lincoln Avenue. This is
reflected in Figure 6.
Figure 7 shows the long range (2045) background peak hour traffic forecasts.
This reflects completion of the Cordova Road, as shown in the Fort Collins Master
Street Plan.
Trip Assignment/Total Traffic
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 8 shows the site generated peak hour traffic assignment. Figures 9 and
10 show the respective short range (2028) and long range (2045) total (site plus
background) peak hour traffic assignment.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. For the streets in the
vicinity of The Landings at Lemay development, four hour and/or eight hour signal
warrants are applicable. These warrants require much data and are applied when the
traffic is actually on the area street system. It is acknowledged that peak hour signal
warrants should not be applied, but since the peak hour forecasts are readily available in a
traffic impact study, it is reasonable to use them to get an idea whether other signal
warrants may be met. If peak hour signal warrants will not be met at a given intersection,
it is reasonable to conclude that it is not likely that other signal warrants would be met. If
peak hour signal warrants are met, it merely indicates that further evaluation should occur
in the future as the development occurs. However, a judgment can be made that some
intersections will likely meet other signal warrants.
Using the short range (2028) total peak hour traffic (Figure 9), the
Lemay/Buckingham-Duff intersection will not meet the peak hour warrant in the morning or
afternoon peak hours. Using the long range (2045) total peak hour traffic (Figure 10), the
peak hour signal warrant will be met at the Lemay/Buckingham-Duff intersection in the

afternoon peak hour. Therefore, the Lemay/Buckingham-Duff intersection was analyzed
with stop sign and signal control in the long range (2045) future. The peak hour signal
warrant analyses are provided in Appendix D. The Lemay/Buckingham-Duff intersection
was scheduled for signalization within the Lemay Overpass project. Final installation of
the signal will occur once signal warrants are met.
The Lemay Avenue corridor runs on an actuated coordinated 110 second cycle
in the morning peak hour and a 120 second cycle in the afternoon peak hour. At the
Lemay/Buckingham-Duff intersection, the operation using the SYNCHRO software
shows that the eastbound and westbound approaches will be commensurate with level
of service E using the existing corridor cycle lengths. The SYNCHRO software has
limitations to calculating the minor street delay and level of service with a timing cycle of
110 and 120 seconds. Regardless of how much green time is given to the minor street
approaches, level of service E could not be mitigated. In some instances, the more
green time given to the minor street approaches, the worse the delay became.
Geometry
Figures 11 and 12 show a schematic of the short range (2028) and long range
(2045) geometry, respectively. This is existing geometry at the existing key intersections.
Cordova Road, north of Duff Drive, should have a three lane cross section with a two-way
left-turn lane.
Operation Analysis
Operation analyses were performed at the Lincoln/Cordova-Buffalo Run Access,

Access, and Cordova/Link intersections. The operations analyses were conducted for
the short range and long range futures, reflecting year 2028 and 2045 conditions,
respectively. The long range (2045) analysis is provided for informational purposes and to
identify potential operational and/or geometric issues.
Using the traffic volumes shown in Figure 6, the Lincoln/Cordova-Buffalo Run
Access, Lemay/Buckingham-Duff, Duff/Plumwood, and Cordova/Duff intersections
operate in the short range (2028) background traffic future as indicated in Table 3.
Calculation forms for these analyses are provided in Appendix E. The key intersections
will meet the Fort Collins criteria with regard to operation using the existing control and
geometry. At the Lemay/Buckingham-Duff intersection, the calculated delay for the
morning eastbound left-turn/through lane and westbound left-turn lane will be
commensurate with level of service E; and for the afternoon peak hour eastbound left-
turn/through lane and westbound left-turn lane will be commensurate with level of service
F: and for the afternoon the westbound approach will be commensurate with level of
service E with stop sign control. This is considered to be normal during the peak hours at
stop sign controlled intersections along arterial streets.

commensurate with level of service F; and for the morning westbound approach will be
commensurate with level of service E with stop sign control. At the Lemay/Buckingham-
Duff intersection, the calculated delay for the afternoon eastbound left-turn/through lane
and westbound approach will be commensurate with level of service F; and for the
afternoon eastbound approach will be commensurate with level of service E with stop sign
control. The Lemay/Buckingham-Duff intersection will operate acceptably with signal
control.

Pedestrian Level of Service
Appendix I shows a map of the area that is within 1320 feet of The Landings at
Lemay development. There are five pedestrian destinations within 1320 feet of The
Landings at Lemay development. These are: 1) the residential area and Sugar Beet
Park to the northwest of the site; 2) the transit stops at the Lemay/Lincoln intersection;
3) the restaurants/breweries on Lincoln Avenue to the southwest; 4) the residential area
(The Cottages) to the south of the site; and 5) the industrial area to the southeast of the
stie. The Landings at Lemay site is located within an area termed as “other,” which sets
the level of service threshold at LOS C for all other measured categories.
Directness – The distance ratio to all pedestrian destinations is less than 1.6
(LOS C).
Continuity – The continuity to all pedestrian destinations will be acceptable at
LOS C, since Lemay Avenue and Cordova Road have sidewalk with landscaped
parkways and Duff Drive will have sidewalk on both sides with completion of The
Landings at Lemay development.
Street Crossings – The street crossings to all pedestrian destinations will be
acceptable at LOS C or better, since the street crossings are all five lanes or
fewer.
Visual Interest and Amenity – The visual interest and amenity to all pedestrian
destinations is acceptable at LOS B, since most of the sidewalks have a
residential neighborhood character.
Security - The security to all pedestrian destinations is acceptable at LOS B,
since most of the sidewalks are adjacent to residential land uses and the area
has a residential neighborhood character.
Acceptable pedestrian level of service will be achieved for all pedestrian
destinations within 1320 of The Landings at Lemay. The Pedestrian LOS Worksheet is
provided in Appendix I. The Landings at Lemay development will install the curb &
gutter and sidewalk along the Cordova Road and Duff Drive adjacent to the site.
Bicycle Level of Service
Appendix I shows a map of the area that is within 1320 feet of The Landings at
Lemay development. There are four bicycle destinations within 1320 feet of The
Landings at Lemay development. These are: 1) the Sugar Beet Park to the northwest
of the site; 2) the transit stops at the Lemay/Lincoln intersection; 3) the
restaurants/breweries on Lincoln Avenue to the southwest; and 4) the industrial area to
the east of the site. The Bicycle LOS Worksheet is provided in Appendix I. The
minimum level of service for this site is C. This site is connected to bike lanes on
Lemay Avenue, Duff Drive, and Cordova Road. Therefore, it is concluded that level of
service A can be achieved.

Transit Level of Service
This area of Fort Collins is served by Transfort Routes 5 and 14 with bus stops at
the Lemay/Lincoln intersection.

IV. CONCLUSIONS
This study assessed the impacts of The Landings at Lemay on the street system in
the vicinity of the proposed development in the short range (2018) and long range (2045)
futures. As a result of this analysis, the following is concluded:
- The development of The Landings at Lemay is feasible from a traffic engineering
standpoint. The Landings at Lemay development will generate approximately
2,230 daily trips, 127 morning peak hour trip ends, and 165 afternoon peak hour trip
ends.
- Current operation at the Lincoln/Cordova-Buffalo Run Access,
Lemay/Buckingham-Duff, Duff/Plumwood, and Cordova/Duff intersections meet
the City of Fort Collins Motor Vehicle LOS standards with existing control and
geometry in the morning and afternoon peak hours. At the Lemay/Buckingham-
Duff intersection, the calculated delay for the afternoon peak hour eastbound left-
turn/through lane and westbound left-turn lane was commensurate with level of
service E and F, respectively.
- The Lemay/Buckingham-Duff intersection will not meet the peak hour warrant in the
morning or afternoon peak hours in the short range (2028) future. In the long range
(2045) future, the peak hour signal warrant will be met at the Lemay/Buckingham-
Duff intersection in the afternoon peak hour.
- In the short range (2028) future, given the development of The Landings at Lemay
and an increase in background traffic, the Lincoln/Cordova-Buffalo Run Access,
Lemay/Buckingham-Duff, Duff/Plumwood-Site Access, Cordova/Duff,
Cordova/Site Access, and Cordova/Link intersections will meet the Fort Collins
criteria with regard to operation using the existing control and geometry. At the
Lemay/Buckingham-Duff intersection, the calculated delay for the morning
eastbound left-turn/through lane and westbound approach will be commensurate
with level of service E and the westbound left-turn lane will be commensurate with
level of service F; and for the afternoon peak hour eastbound left-turn/through lane,
westbound left-turn lane, and westbound approach will be commensurate with level

eastbound left-turn/through lane, westbound left-turn lane, and westbound

Lemay/Buckingham-Duff intersection will operate acceptably with signal control.
- The short range (2028) geometry is shown in Figure 11. The long range (2045)
geometry is shown in Figure 12. This is existing geometry at the existing key
intersections. Cordova Road, north of Duff Drive, should have a three lane cross
section with a two-way-left-turn lane.
- Acceptable level of service is achieved for pedestrian, bicycle, and transit modes
based upon the measures in the multi-modal transportation guidelines and future
improvements to the street system in the area. The practical limits of pedestrian
improvements would be on The Landings at Lemay site itself.
