I. INTRODUCTION
This Intermediate transportation impact study (ITIS) addresses the capacity,
geometric, and control requirements for the proposed Prospect Sports facility. The
proposed Prospect Sports site is located in the southwest quadrant of the Prospect/Sharp
Point intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the architect
(RB+B Architects), the project civil engineering consultant (United Civil Group), and Fort
Collins Traffic Engineering. This study generally conforms to the format set forth in the
Fort Collins ITIS Guidelines in the “Larimer County Urban Area Street Standards”
(LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff.
The Transportation Impact Study Base Assumptions form and related documents are
provided in Appendix A. The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation

II. EXISTING CONDITIONS
The location of the Prospect Sports is shown in Figure 1. It is important that a
thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily commercial and institutional (Larimer County
Detention Center/related facilities and Liberty Commons School). There are
commercial uses to the north, south, and west of the site. The center of Fort Collins lies
to the west of the proposed Prospect Sports site.
Streets
The primary streets near the Prospect Sports site are Prospect Road and Sharp
Point Drive. Figure 2 shows a schematic of the existing geometry at the Prospect/Sharp
Point intersection.
Prospect Road is to the north (adjacent to) of the proposed Prospect Sports site.
It is an east-west street classified as a four-lane arterial on the Fort Collins Master
Street Plan. Currently, Prospect Road has a two-lane cross section, plus a center
median lane in this area. There is a design to expand Prospect Road to a four-lane
facility. However, the funding for this infrastructure improvement has not been secured.
At the Prospect/Sharp Point intersection, Prospect Road has eastbound and westbound
left-turn lanes, one through lane in each direction, and eastbound and westbound right-
turn lanes. The Prospect/Sharp Point intersection has stop sign control on Sharp Point
Drive. The posted speed limit on Prospect Road is 40 mph in this area.
Sharp Point Drive is east of (adjacent to) the proposed Prospect Sports site. It is
a north-south street classified as a collector street on the Fort Collins Master Street
Plan. Currently, Sharp Point Drive has a two-lane cross section with parking on the
east side of the street. At the Prospect/Sharp Point intersection, Sharp Point Drive is
set up with all northbound and southbound movements in a single lane. The posted
speed on Sharp Point Drive is 25 mph.
Existing Traffic
Recent morning and afternoon peak hour traffic volumes at the Prospect/Sharp
Point intersection are shown in Figure 3. The counts at the Prospect/Sharp Point
intersection were obtained in January and May 2023. Raw traffic data is provided in
Appendix B. The counts shown are for the morning and afternoon peak hours of the
street, which are 7:15-8:15am and 4:15-5:15pm, respectively. However, the proposed

Prospect Sports facility has specific peak hours of operation between 8:00-9:00am and
5:00-6:00pm. Therefore, the morning and afternoon peak hours of the Prospect Sports
facility (8:00-9:00am & 5:00-6:00pm) are shown in Figure 4. The morning and afternoon
peak hours of the Prospect Sports facility (8:00-9:00am & 5:00-6:00pm) will be used in
all subsequent analyses.
Existing Operation
The Prospect/Sharp Point intersection was evaluated, and the peak hour
operation is displayed in Table 1. Calculation forms are provided in Appendix C. The
Prospect/Sharp Point intersection is currently operating acceptably with existing control
and geometry in the morning and afternoon peak hours. The intersection was
evaluated using techniques provided in the Highway Capacity Manual (HCM), 6th
Edition. A description of level of service for unsignalized intersections from the Highway
Capacity Manual (HCM), 6th Edition and a table showing the Fort Collins Motor Vehicle
LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation is
considered to be at level of service D overall and level of service F for any approach leg at
unsignalized intersections. In such areas, it is expected that there would be substantial
delays to the minor street movements at unsignalized intersections during the afternoon
peak hours. This is considered to be normal and acceptable in urban areas.
Pedestrian Facilities
There are sidewalks adjacent to all streets within the pedestrian influence area.
Many of the street cross section elements were built prior to the current standards.
Therefore, some of the sidewalks may be considered to be substandard. The sidewalk
along the west side of Sharp Point Drive is a meandering, four foot wide sidewalk with a
landscaped parkway between the sidewalk and the street. The Poudre Trail multimodal
path is adjacent to the east side of Sharp Point Drive. The sidewalk along the south
side of Prospect Road is a meandering, four foot wide sidewalk with a landscaped
parkway between the sidewalk and the street. The sidewalk along the north side of
Prospect Road is a four foot wide sidewalk with a landscaped parkway between the
sidewalk and the street. The other sidewalks in the area are generally four feet wide,
with some having landscaped parkways and others being directly adjacent to the street.
Bicycle Facilities
There are bicycle lanes along Prospect Road within the study area. These
bicycle lanes connect to other bicycle facilities on Timberline Road and along the
Poudre Trail. Sharp Point Drive, Midpoint Drive, and Prospect Parkway are all collector
streets that were constructed without bicycle lanes prior to the current City of Fort
Collins standards. Bicycles can share the roadway with vehicles on these streets.

Transit Facilities
Currently, this area of Fort Collins is served by Transfort Route 18. Route 18
operates along Prospect Road, Midpoint Drive, and Sharp Point Drive. There is a
transit stop on Sharp Point Drive, approximately 400 feet south of the Prospect Sports
site. There is also a transit stop along Prospect Road, approximately 450 feet west of
the Prospect Sports site.

III. PROPOSED DEVELOPMENT
The Prospect Sports facility is a recreational center development emphasizing
basketball and volleyball sports. There will be other sports facilities such as weight
room, etc. Prospect Sports will be open from 8:00am-9:00pm. During the morning and
early afternoon, the facility will be open for general use. The assumed morning peak
hour for the Prospect Sports facility will be from 8:00-9:00am. In the late afternoon and
evening, there are two practice time slots: one from 3:30-5:30pm and one from 6:00-
8:30pm. This makes 5:00-6:00pm as the peak hour of the facility when patrons will be
leaving and arriving at the facility. Figure 5 shows a site plan of the Prospect Sports
facility. The short range analysis (Year 2028) includes development of the Prospect
Sports site and an appropriate increase in background traffic due to normal growth and
other potential developments in the area. The site plan shows that the Prospect Sports
facility will have access to/from the existing driveway to the south. The Prospect/
Prospect Parkway intersection to the west is signalized.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. A compilation of trip generation information
contained in Trip Generation, 11th Edition, ITE is customarily used to estimate the trips that
would be generated by the proposed/expected uses at a site. A trip is defined as a one-
way vehicle movement from origin to destination. However, since the Prospect Sports
development is a specialized recreational facility, trip generation was estimated based
upon the different sports offered at the Prospect Sports facility. These were assumed to
be basketball/volleyball courts, spectators, weight room, and other general areas of the
facility. This trip generation estimation is the same that was used in the “Prospect Sports
Parking Analysis,” dated April 28, 2023. Table 2 shows the expected trip generation on a
morning and afternoon peak hour basis. The trip generation of the Prospect Sports
development resulted in 390 daily trip ends, 35 morning peak hour trip ends, and 121
afternoon peak hour trip ends.
Trip Distribution/Trip Assignment
Trip distribution for the Prospect Sports facility was based on existing/future
travel patterns, land uses in the area, consideration of trip attractions in Fort Collins, and
engineering judgment. Figure 6 shows the trip distribution for the short range (2028)
analysis future. The trip distribution was agreed to by City of Fort Collins staff in the
scoping discussions.
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 7 shows the site generated morning and afternoon peak hour traffic

assignment at the Prospect/Sharp Point and Sharp Point/Site Access intersections. It is
important to note that all of the trips to/from the west of Prospect Road were assigned to
the Prospect/Sharp Point intersection, even though there is access to the signal at the
Prospect/Prospect Parkway intersection. It is likely that drivers will find that using the
signal at the Prospect/Prospect Parkway intersection would be the more efficient route.
Background Traffic Projections
Figure 8 shows the short range (2028) background traffic projections at the
Prospect/Sharp Point intersection. Background traffic projections for the short range
future horizon were obtained by increasing traffic volumes by approximately two percent
per year. The background traffic growth was agreed to by City of Fort Collins staff in the
scoping discussions.
Total Traffic Projections
Figure 9 shows the short range (2028) total (site plus background) morning and
afternoon peak hour traffic at the Prospect/Sharp Point and Sharp Point/Site Access
intersections.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location until such
time that signal installation warrants are met according to the Manual on Uniform Traffic
Control Devices. For the roads in the vicinity of the Prospect Sports site, four hour and/or
eight hour signal warrants are applicable. These warrants require much data and are
applied when the traffic is actually on the area road system. It is acknowledged that peak
hour signal warrants should not be applied, but since the peak hour forecasts are readily
available in a traffic impact study, it is reasonable to use them to estimate whether other
signal warrants may be met. If peak hour signal warrants will not be met at a given
intersection, it is reasonable to conclude that it is not likely that other signal warrants would
be met. If peak hour signal warrants are met, it merely indicates that further evaluation
should occur in the future as the development occurs. However, a judgment can be made
that some intersections may meet other signal warrants.
The Prospect/Sharp Point stop sign controlled intersection will meet peak hour
signal warrants in the short range (2028) background and total futures, since the minor
street approaches have all movements combined into a single lane. Peak hour signal
warrants are provided in Appendix D. The Prospect/Sharp Point intersection is
approximately 1060 feet east of the Prospect/Prospect Parkway signalized intersection.
This distance does not meet City of Fort Collins signal spacing criteria.

Operation Analysis
Operation analyses were performed at the Prospect/Sharp Point and Sharp Point/
Site Access intersections. The operation analyses were conducted for the short range
future, reflecting year 2028 conditions. The analyses were conducted with both the
existing geometry (two-lane on Prospect Road) and a four-lane facility on Prospect Road.
Using the traffic volumes shown in Figure 8, the Prospect/Sharp Point intersection
operates in the short range (2028) background traffic future as indicated in Table 3.
Calculation forms for these analyses are provided in Appendix E. The Prospect/Sharp
Point intersection will meet the Fort Collins operational criteria with existing control and
geometry in the morning and afternoon peak hours.
Using the traffic volumes shown in Figure 9, the Prospect/Sharp Point and Sharp
Point/Site Access intersections operate in the short range (2028) total traffic future as
indicated in Table 4. Calculation forms for these analyses are provided in Appendix F. As
with the background traffic, the key intersections will meet the Fort Collins operational
criteria with existing control and geometry in the morning and afternoon peak hours.
However, the delay to the northbound left turns is significant. Drivers have the ability to
access the signalized Prospect/Prospect Parkway intersection to the west.
Geometry
Figure 10 shows a schematic of the likely short range (2028) geometry. This is the
existing geometry at the Prospect/Sharp Point and Sharp Point/Site Access
intersections. No additional auxiliary lanes will be required at the Prospect/Sharp Point
and Sharp Point/Site Access intersections. There is a design to expand Prospect Road
to a four-lane facility. However, the funding for this infrastructure improvement has not
been secured.
Pedestrian Level of Service
Appendix G shows a map of the area that is within 1320 feet of the Prospect
Sports site. The Prospect Sports site is located within an area termed as “Transit
Corridor,” which sets the level of service threshold at LOS C for all measured factors,
except for Directness and Security which are LOS B. There will be six pedestrian
destinations within 1320 feet of the Prospect Sports site. These are: 1) Poudre Trail to
the east of the site, 2) the commercial uses to the south of the site, 3) Larimer County
Detention Center to the southwest of the site, 4) the commercial uses to the west of the
site, 5) the commercial uses to the northwest of the site, and 6) the commercial uses to
the north of the site. There are sidewalks along all streets in the area of the Prospect
Sports site. Sidewalks will be built within the development that will connect to existing
nearby sidewalks along Sharp Point Drive and Prospect Road. As mentioned earlier,
many of the street cross section elements were built prior to the current standards.
Therefore, some of the sidewalks may be considered to be substandard.

• Directness – The distance ratio to all pedestrian destinations is less than 1.2
(LOS A) using the existing sidewalk system, except for destination #6. The
distance ratio to destination #6 is approximately 2.0 since a pedestrian crossing
of Prospect Road is necessary. The nearest pedestrian crossing of Prospect
Road is the Poudre Trail underpass. However, the number of pedestrians
desiring to go to/from destination #6 is likely to be nominal.
• Continuity – The sidewalk system to all destination areas has no breaks or
gaps. However, most of the sidewalks were built prior to current standards and
some are built directly adjacent to the streets with no landscaped parkways.
Nevertheless, at least LOS C is achieved for all destination areas.
• Street Crossings – There is one destination area that has a signalized crossing
in their route. In order to get to destination #5, there is a pedestrian/bicycle
signal at the Prospect/Prospect Parkway intersection. In order to get to
destination #6, a pedestrian would likely use the Poudre Trail underpass of
Prospect Road. All other destination areas only required a crossing of the minor
street. At least LOS B can be achieved to all the destination areas.
• Visual Interest and Amenity – The visual interest and amenity will be
acceptable at LOS C for destination areas 2 through 6. For the destination area
#1, the LOS will be A.
• Security – The security is acceptable at LOS B for all destination areas since
most sidewalks are not adjacent to high volume streets and some are separated
by landscaped parkways. The sidewalks along Prospect Road are separated by
landscaped parkways.
Bicycle Level of Service
Appendix G shows a map of the area that is within 1320 feet of the Prospect
Sports development. There will be three bicycle destinations within 1320 feet of the
Prospect Sports development. These are: 1) the commercial area to the west of the
site, 2) the commercial area to the southwest of the site, and 3) Colorado State
University to the north of the site. The Bicycle LOS Worksheet is provided in Appendix
G. The base level of service is C and is B for each of the bicycle destinations. This site
is connected to Prospect Road. Therefore, it is concluded that level of service B can be
achieved.
Transit Level of Service
Currently, this area of Fort Collins is served by Transfort Route 18. Route 18
operates along Prospect Road, Midpoint Drive, and Sharp Point Drive. There is a
transit stop on Sharp Point Drive, approximately 400 feet south of the Prospect Sports
site. There is also a transit stop along Prospect Road, approximately 450 feet west of
the Prospect Sports site.

IV. CONCLUSIONS
This study assessed the impacts of the Prospect Sports on the street system in the
vicinity of the proposed development in the short range (2028) future. As a result of this
analysis, the following is concluded:
- The development of the Prospect Sports is feasible from a traffic engineering
standpoint. At full development, Prospect Sports will generate approximately 390
daily trip ends, 35 morning peak hour trip ends, and 121 afternoon peak hour trip
ends.
- The Prospect/Sharp Point intersection is currently operating acceptably with
existing control and geometry in the morning and afternoon peak hours.
- The Prospect/Sharp Point stop sign controlled intersection will meet peak hour
signal warrants in the short range (2028) background and total futures, since the
minor street approaches have all movements combined into a single lane. The
Prospect/Sharp Point intersection is approximately 1060 feet east of the Prospect/
Prospect Parkway signalized intersection. This distance does not meet City of Fort
Collins signal spacing criteria.
- In the short range (2028) future, given development of the Prospect Sports and an
increase in background traffic, the key intersections will operate acceptably during
the morning and afternoon peak hours.
- The short range (2028) geometry is shown in Figure 10. This is the existing
geometry at the Prospect/Sharp Point and Sharp Point/Site Access intersections.
No additional auxiliary lanes will be required at the Prospect/Sharp Point and
Sharp Point/Site Access intersections. There is a design to expand Prospect
Road to a four-lane facility. However, the funding for this infrastructure
improvement has not been secured.
- Acceptable level of service is achieved for bicycle and transit modes based upon
the measures in the multi-modal transportation guidelines and the Fort Collins
Pedestrian Plan. Many of the street cross section elements were built prior to
the current standards.
