All plans should be saved as optimized/flattened PDFs to reduce file size and
remove layers. This DOES NOT include redline responses.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the
PDF file.
The default setting is "1" ("on") in AutoCAD. To change the setting and remove
this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and
newer) in the command line and enter "0".

Street Infrastructure plans, the Fort Collins Rescue Mission plans will need to be
updated based on the final infrastructure conditions approved with the Mason
Street Infrastructure project.

This project is dependent on the finalization of the Mason Street Infrastructure
project in regard to adjacent frontage and roadway improvements. In order to
meet the Pedestrian Level of Service for this project, an extension of the
sidewalk along the south side of Hibdon will need to connect to Mason. This is
is planned within the infrastructure project but is necessary for this project to proceed.

The conclusion that Mason should be considered as a Local street is
appreciated, but the City plans to keep this as a Collector roadway within the
Master Street Plan regardless of future volumes. The City has allowed for a
modified street standard but prefers a design similar to the Collector standards
that will better accommodate bikes and pedestrians in the future compared to
the Local standards.

the north parking lot to indicate to motorists that the roadway doesn't continue,

11/28/2023: FOR HEARING - REVISED:
A 30-foot unobstructed stormwater easement, along the north edge of site, must
be provided for a future City storm main to connect between the upstream end
of the Hickory Pond and N Mason Street (near Hibdon). The proposed site plan
has only provided a 20-foot easement and the City will need 30-feet for a future
project. Alternatively, there may also be an option to provide the 30 -foot
easement and route for the Hickory Pond inlet along the east side of N Mason
Street. Please disucss with me if you want to pursue this concept further. This
may align with one solution to the Tract A drainage issue.
**This is a repeat comment from concept review and from the Infrastructure
Project and the ODP. This item will need to be addressed before the project review can proceed further.

monitoring wells to remain so that groundwater depths can be monitored in the
future for the ultimate design of the Hickory Pond.

c) Annual estimated indoor water use for WSR fee.
d) BOD and TSS strength estimate for the sewer PIF fee.

Street Trees – which project will be installing the street trees along N Mason?
We need to discuss which site owners will be providing maintenance and
irrigation of these trees along the Hickory Pond frontage.
Ripley Design Response: The street trees along N Mason is designed with the Mason Street Infrastructure PDP. The Trees will be installed per those de signs
with the Lot 2 development. The owner of Lot 2 will be responsible for the ongoing maintenance and irrigation of these trees (see note 17 of the general
landscape notes). Trees along the Hickory Pond frontage have been removed.

TURNING RADII
- IFC 503.2.4 and Local Amendments: The required turning radii of a fire
apparatus access road shall be a minimum of 25 feet inside and 50 feet outside.
Some of the corners do not meet the minimum requirement. A turning exhibit
can be submitted as an alternative to meeting minimum requirements.

FIRE LANE LOADING - IFC Appendix D102.1 amendment
Fire lanes shall be designed as a flat, hard, all-weather driving surface capable
of supporting 80,000 pounds. Private drives used for fire lanes shall provide
information confirming the design can handle fire truck loading. A note shall be
added to the civil plans indicating all areas dedicated as EAE are capable of supporting 80,000 pounds.

FIRE LANE SIGNS
The limits of the fire lane shall be fully defined and fire lane sign locations should
be indicated on future plan sets. Refer to LCUASS detail #1418 & #1419 for
sign type, placement, and spacing. Appropriate directional arrows required on

all signs. Posting of additional fire lane signage may be determined at time of
fire inspection. Code language provided below.
- IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with
permanent NO PARKING FIRE- LANE signs
complying with Figure D103.6. Signs shall have a minimum dimension of 12
inches wide by 18 inches high and have red letters on a white reflective
background. Signs shall be posted on one or both sides of the fire apparatus
road as required by Section D103.6.1 or D103.6.2.
- IFC D103.6.1; ROADS 20 TO 26 FEET IN WIDTH: Fire lane signs as
specified in Section D103.6 shall be posted on both sides of fire apparatus
access roads that are 20 to 26 feet wide.
- IFC D103.6.1; ROADS MORE THAN 26 FEET IN WIDTH: Fire lane signs as
specified in Section D103.6 shall be posted on one side of fire apparatus
access roads more than 26 feet wide and less than 32 feet wide.

WAYFINDING – IFC section 505.1.1 amendment
Where possible, the naming of private drives is usually recommended to aid in
wayfinding. New and existing buildings shall be provided with approved
address identification. The address identification shall be legible and placed in
a position that is visible from the street or road fronting the property. Address
identification characters shall contrast with their background. Address numbers
shall be arabic numbers or alphabetical letters. Numbers shall not be spelled out.
The address numerals for any commercial or industrial buildings shall be
placed at a height to be clearly visible from the street. They shall be a minimum
of 8 inches in height unless distance from the street or other factors dictate
larger numbers. Refer to Table 505.1.3 of the 2021 IFC as amended. If bronze
or brass numerals are used, they shall only be posted on a black background for
visibility. Monument signs may be used in lieu of address numerals on the
building as approved by the fire code official. Buildings, either individually or
part of a multi- building complex, that have emergency access lanes on sides
other than on the addressed street side, shall have the address numbers and
street name on each side that fronts the fire lane.
Site plan note #16 indicates six inch numerals. This shall be corrected to 8 inch.

This property is in close proximity to a Natural Habitat Buffer Zone (NHBZ).
Please consider the use native landscaping species adjacent to the NHBZ to
provide an ecologically appropriate transition.
In addition, there is a fire road that is adjacent to the NHBZ please use more
natural products to aid in this transition. Permeable pavers are preferred to concrete.

11/13/2023: INFORMATION:
Although not required by City code, rain gardens are excellent opportunities to
plant as pollinator resources with a high diversity of species to promote bloom
times across the growing season. There are several rain gardens on site, some
could use a seed mix while others are vegetated with perennials. The City of
Fort Collins has a seed mix that serves the purpose of rain garden and
pollinator garden that could be used in some of the pollinator nodes. Please
consider adjusting your rain garden seed mix to include some of these species.
Please consider other bedding areas for a pollinator garden as well. Large
connected habitats are better than small patchy ones. It is important to have a
variety of flowering species planted as groups/swaths in the landscape rather
than as single plants. A pollinator garden can provide habitat for pollinators,
reduce the heat island effect in a city, and improve air quality. These gardens
can also provide corridors for pollinators as they move to an area. This is a
great opportunity to maximize bloom times and colors in this section of your
plan. Included is a resource for design ideas supporting Nature in the City
program efforts when considering a pollinator garden: Attracting Native
Pollinators, The Xerces Society, 2011.

We appreciate that you are bringing natural features back to this landscape.
Green infrastructure is another item that could be considered in this planning
stage that has many benefits. Green roofs can help regulate a building’s
internal temperature, reduce stormwater runoff, and mitigate the urban heat
island effect. Green roofs offer significant economic benefits, including a longer
roof life and heating and cooling energy savings. Green roofs also provide an
opportunity for urban food production, and increasing urban biodiversity. If
well-designed and cared for, green roofs can offer people the psychological
benefits of nature.
Green walls would be another innovative approach for this project and provide
similar benefits to green roofs, but also include: aesthetic appeal, improved air
quality, reduced energy consumption, noise reduction, increased biodiversity,
improved mental health, and improved indoor air quality.

City of Fort Collins Land Use Code [Section 3.2.1 (E)(3)], requires that to the
extent reasonably feasible, all plans be designed to incorporate water
conservation materials and techniques. This includes use of low --water-use
plants and grasses in landscaping or re -landscaping and reducing bluegrass

INFORMATIONAL ITEMS:

· City of Fort Collins adopted International Fire Code (IFC) and amendments to the 2018/2021 IFC
