Response: The system will be supplied from a combination of four potential sources which will be delivered to the two ponds. 1. Surface water provided by Larimer & Weld Irrigation Company (LWIC Shares) 2. Reservoir water provided by Larimer & Weld Reservoir Company (LWRC Shares) 3. Irrigation well water from the S&F Agency Well 4. CLPWUA Irrigation well water from the Buderus #2 Well The Bloom Development non-potable irrigation system is to be primarily supplied from the LWIC ditch through the Trailhead subdivision. Two wells will be used in conjunction with the Larimer and Weld water. The system will be supplied from two irrigation pump stations. • Pump- A: will draw water from the Recreation Center Park Pond at an approximate peak flow rate of 850 gpm, and will serve all areas North of International Dr. (Approximately 59 acres). • Pump-B: will be supplied from the South Pond at an approximate peak flow rate of 350 gpm, and will serve all areas South of International Dr. (Approximately 24 acres) Water resource reporting requirements by Deere & Ault provides a basis for Raw Water availability, delivery, and average/dry year supply on a reduced volume of water for further review. Please refer to the Deere & Ault report for more information. The non-potable irrigation water system to deliver to the ponds will take place in two main installation steps. At the point the Larimer and Weld water enters the site at Vine Dr., a measurement structure meter, meeting ditch company standards, will be utilized to chart water deliveries to the site and track surface water use. The 1st stage of the build out will consist of a temporary swale to the proposed crossing of the railroad tracks. Water from the Buderus #2 well will flow from the north edge of the property to the northern pond using the same channel. At this point it will enter a structure and cross under the tracks via pipe into a distribution system. This gravity system will divert flows to the proposed northern pond as well as the proposed southern irrigation pond. An additional gate located at the junction to feed the southern irrigation pond will be provided for a continuation of the feed to the south. In the ultimate condition the entire system will be piped from the LWIC Ditch connection point on the north side of the tracks to the railroad track crossing with the route depending on the ultimate layout for that portion of the development located north of the railroad. Each well is permitted to serve a specific area of the project. The S&F Agency Well may serve irrigated landscape on the current Springer Property located on the South side of International drive. The Buderus #2 Well may serve irrigated landscape on the current Whitham Farm which includes areas located North of International Drive. The production of each well may be additionally limited by the CLPWUA should surface water be utilized for irrigation on the project. The Deere & Ault report outlines detailed water supply options as referenced below. Currently the non-potable water system, storage, distribution and irrigation is designed to match the decreed area requirements for each water source. As noted, there are 2 storage ponds provided for the non-pot system. The northern pond which is included with Pond D as defined in the drainage report and the southern pond which is included with Pond E as defined in the drainage report. These 2 ponds consist of irrigation water below the stormwater detention storage. The North Pond irrigation is 9’ deep with a volume of 430,500 CF (9.88 ac-ft) and a top elevation for the irrigation of 4942.50. The South Pond irrigation is 9’ deep with a volume of 174,200 CF (4.00 ac-ft) and a top elevation for the irrigation of 4939.50. Pond water levels will be managed utilizing water level sensors located at the pond. Use of well water will be prioritized during irrigation shoulder seasons, when surface water supplies may not yet be available and when minor mid-season irrigation water requirements arise. Delivery from each well to the pond will be controlled via lake water level sensor and coordinated electronically with surface water deliveries. Each well will include a meter with remote read and monitoring capabilities to manage water supplies. It is expected that the non-potable irrigation water would be utilized within approximately 72 hours and pond drawdown for irrigation would not exceed 24 inches (Essentially the irrigation water volume would reside within the top 24” of each pond). The pond volume above would consist of detention water and specific surface water shares with storage rights. Management of water sources and their applicable use limitations will need to be managed appropriately. Deere & Ault have provided a water supply analysis for the property in 2017. It included three (3) potential water supply options to be reviewed and selected in coordination with the Client. Option 1 in that report is the option chosen by the developer. During an average year, it appears that a combination of surface water & well supplies provide ample water through the irrigation season. In Option 1, Dry Year Yield is the lowest, however supply still appears to exceed estimated peak irrigation demand. In an average & dry year, in each of the available options, the water portfolio provides more than ample supply to meet the estimated irrigation requirements for the site. Daily, efficient irrigation system operation, water management to daily weather based requirements, & timely identification & repair of system failures will provide a 20-30% savings over baseline water use estimates. A description of the non-potable irrigation system infrastructure and its status. Response: No system yet exists on-site. Please see above for a discussion of the current design. Hines will also prepare a full user manual for the non-pot pumphouses and the system on the site. A named point of contact with the Metro District(s) will coordinate with the ditch companies and other supplies for deliveries. Response: Pinnacle will manage the Metropolitan District. (If you have precedence for this) Response: As this is a new development, the Metro District will need to keep five years of data to establish average usage of water. Deere and Ault recommend keeping the following information: • First, last, and total delivery days for LWIC and LWRC • Number of days per week LWRC is delivered • Acre-feet per share of LWIC and LWRC actually delivered • Total amount of well water pumped from each well Additionally, Hines recommends the following records be kept: • A surface water delivery schedule, utilizing average year yields and deliveries by month, should be developed by a water resource engineer as a general guideline. • A monthly recording of irrigation demand requirements will be kept by community management. Water deliveries amounts, from both well & surface water sources should also be provided for reconciliation of supply and demand calculations and reporting. A named point of contact person for ELCO in the future in the event usage records are needed or other questions need to be answered. Response: Pinnacle will track and maintain data on the non-potable system. (or both of us together) Response: Based on conversations with Shawn Hoff, the ditch rider for Larimer and Weld, surface LWIC water is typically delivered beginning in mid-May. It typically continues through the third week of June. LWRC water begins after LWIC water ends and typically runs 4 days a week, during the work week. LWRC water typically runs until demand drops off, generally around Labor Day. The Metro District will call Larimer and Weld to request the water the day before it is needed and Larimer and Weld will then provide it. Water comes through Headgate 4, located in the Trailhead subdivision. Cutting off water deliveries is done the same way. Larimer and Weld may have surplus early- and late-season water, which can be rented if it is available. Shawn Hoff is the best person to discuss availability and his information is below: Shawn E. Response: The following parameters have been utilized to estimate irrigation water use for the project site. Please refer to the irrigation master plan below for Water Use Estimates organized by Project Area. • Landscape water use and irrigation water demands have been calculated using: o Regional evapotranspiration (ET) rates averaged over 30-years o Specific plant coefficients based on proposed landscape material o Irrigation equipment efficiency data based on  Rotor sprinklers serving large turf and native grass  Spray sprinklers serving small turf areas  Drip irrigation serving trees and shrubs o 8-10 hour watering window on common landscape areas • Turf, shrub, & tree plant material will be permanently irrigated • Turf is assumed to be a bluegrass/fescue blend • Native areas will be irrigated for establishment o Irrigate only during an establishment period of approximately 3 years o Following the time for establishment, Native Grasses will be removed from seasonal irrigation pending significant drought. o Removing Native Grass from long-term supplemental irrigation may reduce ongoing irrigation water requirements by nearly 40-acre feet annually. o Hines recommends allotting a portion of annual water use to maintain native grasses in a healthy state of dormancy during significant drought. This may equate to 30% of the above amount noted depending on the quality of establishment, maintenance practices, & severity of drought. Open Space Landscape Area Please refer to the irrigation master plan below for a specific breakdown of landscape areas as provided by the project Landscape Architect. Additional clarifications are provided below. The total landscaped area for the project is 230-acres, 39-acres of which is dedicated to common area open space. 51-acres consist of landscape areas located within private areas of the project. Landscape typologies include: • Manicured turf • Mulched planted beds • ‘Dryland’ Native Seed areas o Receive establishment water for 2-5 years after which supplemental irrigation will be turned off pending severe drought • Annual Project Estimated Water Use: 164 AF • The Springer Fisher portion: o 49 AF to meet annual irrigation requirements • The Whitham portion: o 115 AF to meet annual irrigation requirements Native Grass Irrigation Reduction may be utilized following initial establishment of 2-5 years. As currently designed, the project includes 35-acres of native grasses with a total annual estimated demand of 39 AF per year which may be reduced or eliminated following establishment. Please refer to the Irrigation Masterplan which documents landscape assumptions, & overall water use requirements by landscape type for residential lots & open space areas as described by the landscape architect. Drought Contingency Plan(s). Response: Hines recommends additional, prioritized irrigation drought restrictions within the community to support landscape in a healthy dormancy during the drought, while restricting irrigation water use to meet reduced supplies. Priority planting would include trees and shrub areas, secondly active turf areas and lowest priority would include native seed areas. Hines’ recommendations are generally based on the City of Fort Collins Water Shortage Action Plan, as follows: • Level 1 Potential shortage of 1-15%: Respond with 1-15% Reduction – Achieved by stopping all irrigation to native areas and reducing irrigation of turf grass by 8-10%, • Level 2 Potential shortage of 16-25%: Respond with 16-25% Reduction – Achieved by reducing irrigation of turf grass by 25% and reduction irrigation to trees and shrubs by only 3-5% as these are the high value materials • Level 3 Potential shortage of 26-35%: Respond with 26-35% Reduction – Achieved by reducing irrigation of turf grass by 100%, and irrigation to trees and shrubs by 3-5% Each level would also be subject to water times and day limits as required by the city. ELCO Board approval would reduce ELCO’s Raw Water Requirement (“RWR”) to indoor use only for single-family residential lots in the water service agreement for Filing 1. ELCO Non-Potable Requirements and Criteria To grant a reduction in RWR, the ELCO Board of Directors will need to know that the viability and reliability of the proposed non-potable supply is the same as if the development were served potable water provided by ELCO for landscape irrigation. ELCO will not provide potable water for irrigation should the proposed supplies’ yields not meet landscape irrigation demand in the future. General Information Several developers in the ELCO service area have proposed to implement non-potable systems and supplies as an alternative to using treated water for landscape irrigation. The price of non-potable water rights is often much less than the water rights dedicated to ELCO for treatment at the Soldier Canyon Filter Plant. Dedicating water to ELCO for indoor use only can result in a significant savings for the developer. ELCO has not approved a non-potable water supply since 2015. Overview of a Non-Potable Review ELCO must thoroughly review each non-potable supply proposal to ensure the water supplies for landscape irrigation are as reliable as treated water provided by ELCO. If a proposed development uses potable water from ELCO for outdoor use, the developer must dedicate water rights with yields equal to 1.5 times the annual demand. This 1.5 multiplier is called the Supply Factor and provides for resiliency and certainty through both the natural variability of water supply yields and periods of drought. For example, if the annual allotment for a development is determined to be 40 acre-feet, then a developer must dedicate 60 acre-feet of water rights acceptable to ELCO. (40 acre-feet x 1.5 = 60 acre-feet). In this example, the developer could dedicate 1.0 WSSC share to meet the 60 acre-ft of demand. This is consistent with ELCO’s application of a 1.5x Supply Factor for potable raw water dedications. Information Required to Conduct a Non-Potable Review Water Resources requires the following items to accurately determine if a developer has sufficient water supplies to meet the projected landscape irrigation demand multiplied by the Supply Factor described Page | 2 Bloom Filing 1 Non-Potable Irrigation Analysis 10/10/2022 above. At a minimum, the required information includes the following for both proposed and existing developments: • Projected landscape irrigation demand prepared by a landscape design professional • Actual landscape irrigation use if there are previous filings of the subject development • Surface water sources and copies of ditch or reservoir company share certificates • Groundwater sources and copies of decrees, well permits and documentation of the amount augmented or other restrictions • Decree or reservoir accounting data and submittals where applicable • Proof of water availability during the irrigation season (May 1 through October 31) • Plan of how the irrigation system will be operated Hartford Homes has supplied all the required information for this analysis. Location of Bloom Filing 1 Figure 1 shows the proposed Filing 1 location, which is currently composed of 2 tracts of farmland. Figure 2 shows raw water infrastructure locations and the planned subdivision of the 2 tracts from figure 1. Filing 1 contains two tracts, Whitham and Springer-Fisher, with specific water sources tied to each tract are discussed in detail below. Table 1 summarizes the proposed irrigated acreage and subsequent water demand for each tract as provided by the Hines Irrigation Memo. For this analysis, the larger number was used. Overview of the Non-Potable System Water Supplies Bloom has water rights available through a combination of ground and surface water sources. Bloom consists of two tracts of land, Whitham and Springer-Fisher, and the water rights owned by Hartford for this development can only be used in the tracts to which they are assigned below. Whitham Tract • 4 shares of Larimer & Weld Irrigation Company (“LWIC”) • 4 shares of Larimer & Weld Reservoir Company (“L&WRC”) • Buderus Well Springer-Fisher Tract • 3 shares of Larimer & Weld Irrigation Company (“LWIC”) • 2 shares of Larimer & Weld Reservoir Company (“L&WRC”) • Springer-Fisher Well Surface Water Resources – Larimer & Weld Irrigation Company Per Kim Nelson at the Larimer & Weld Irrigation Company, the long-term average of farm headgate deliveries for LWIC shares is 15 acre-feet per share. LWIC shares typically yield during May and June each year. Surface Water Resources – Larimer & Weld Reservoir Company Kim Nelson also provided the long-term average of farm headgate deliveries for L&WRC shares, which is 12.5 acre-feet per share. L&WRC shares typically yield during July through October each year. Subtracted from the L&WRC shares on the Whitham tract is 10.01 acre-feet required to replace the evaporation from the Northern and Southern Ponds, which are both located on the Whitham tract of land. The amount of water subtracted for evaporative losses from these two ponds is reflected in Table 3 below. Page | 5 Bloom Filing 1 Non-Potable Irrigation Analysis 10/10/2022 Groundwater Resources – Buderus Well The Buderus Well is decreed for 269 acre-feet per year and can only be used on the Whitham tract of land. The well is part of the Cache la Poudre Water Users Association (“CLPWUA”) augmentation plan, meaning the amount of allowable pumping is based on the number of irrigated acres at a rate of 3 acre- ft per acre of irrigated land. Based on the amount of irrigated acreage from the Hines report, Buderus Well is estimated to able to pump up to 194.3 acre-feet per year. This well may only be used to irrigate the Whitham tract. The acreage and volume were confirmed by CLPWUA on 7/25/2022. Groundwater Resources – Springer-Fisher Well The Springer-Fisher Well is decreed for 151 acre-feet per year and can only be used on the Springer-Fisher tract of land. The well is part of the Cache la Poudre Water Users Association (“CLPWUA”) augmentation, meaning the amount of allowable pumping is based on the number of irrigated acres at a rate of 3 acre- ft per acre of irrigated land. Based on the amount of irrigated acreage from the Hines report, Springer- Fisher Well is estimated to able to pump up to 76.3 acre-feet per year. This well may only be used to irrigate the Springer-Fisher tract. The acreage and volume were confirmed by CLPWUA on 7/25/2022. Bloom Filing 1 Water Balance Tables 2 and 3 show the water balance calculations for the Whitham and Springer-Fisher tracts, respectively. Both tracts meet the water supply requirement, which includes the Supply Factor, with excess non-potable water supply remaining. Bloom is divided into two tracts and each tract has its own non-potable irrigation demand and raw water supplies. Based on the analysis of the provided information, both tracts meet ELCO’s requirements for non-potable irrigation. Recommendation Water Resources recommends any approval of the Bloom Filing 1 Non-Potable Irrigation request have the following conditions: • Hartford Homes provides proof of ownership of all water supplies listed prior to signing a water service agreement. • A written guarantee that the water rights will be passed on to the entity managing non-potable irrigation for Bloom Filing 1. • Should a future filing of the Bloom development request to use non-potable water for irrigation, the Filing 1 metro district, or managing entity, will be required to provide irrigation and accounting records for the LWIC, L&WRC, Buderus well, and Springer-Fisher well. • The Colorado Division of Water Resources has been notified of this project. If the non-potable irrigation supply is approved by ELCO, Hartford Homes will need to coordinate with the Division 1 Assistant Engineer and Water Commissioner for approval of raw water measuring devices and state accounting prior to starting the non-potable irrigation system. • Additional conditions may be added to the water service agreement.
