Final, #2-870, and offers the following comments: 1. The Zoning Department offered the following: a) Site plan needs to show building dimensions and distances to the nearest lot line from building envelope. b) A sidewalk/path should be required form the two cul-de-sacs to the trail leading to Spring Creek Trail. c) More notes are required on the site plan=parking numbers, single family setbacks, etc. d) Development is located in neighborhood sign district, and therefore, must show wall sign elevations of non-residential buildings. e) General note #9 regarding signs violates the neighborhood sign district. It is likely the proposal wiU not be allowed as much signage as is indicated. f) Landscape note #4 refers to phasing. Please show phase lines on all plans. 2. TCI of Fort Collins offered the following: a) TCI of Fort Collins would like to see Tract C platted as "utility, access drainage easement" to allow for rear utility service if needed. b) There is no utility easement between Strider Way and lot #23. 3; Comments from Building Inspections are attached. 4. The Natural Resources Department offered the following comments: a) The offices in lot 32 appear to be too close (approximately 20') to the bike trail. Box 580 • Fort Collins, CO 80522-0580 •(970) 221-6750 FAX (970) 221-6378 � TDD (970) 224-6002 t - � � b) There need to be connections for pedestrians and bicycles from the cul-de-sacs to the bike trail spur. c) The entire site needs a second access point from the Spring Creek bike trail (or enhance the one shown). d) The sidewalk entry point from South Shields Street needs to be "dressed up" so that it places more emphasis on the pedestrian and integrates into the overall design of the proposal. e) There is concem regarding the configuration of the single family lots. Will they have yards? If not, there needs to be some communal outdoor activities. f) Please design the landscaping along the entire east boundary to be native material in a naturalistic design to match the existing wetlands and drainage channel. Don't use pine t�ees, rather, fry chokecherry, wild plum and narrowleaf cottonwood. Along Spring Creek, species— grasses, trees, shrubs, flowers—must be native to the "Plains" zone of Fort Collins. A copy of the Fort Collins Native Plants Handbook is included in the packet. Also, the rock material that gets used in the outfall to Spring Creek should match the existing gray rock along the drainage channel. 5. The Police Department offered the following comments: a) Strider Way needs renamed—sound-a-likes already exist. b) Gandoff Court needs renames (Gandolf already exists). 6. The Mapping Department offered #he following comments: a) This area was originally platted as Wind Trail Condominiums. On this plat a street was spelled Gandalf--=this plat spells it as Gandoff—which � is correct? b) The title should state that this is a replat of Pulse PUD, Filing One. c) Stuart Street should be West Stuart Street (Mapping) 7. Comments from Forestry are attached. 8. Comments from the Engineering Department are attached. 9. Comments for the Stormwater Utilify are attached. 10. Comments from the Water/Wastewater Utility are attached. 11. Comments from Transportation Planning are attached. 12. The Advance Planning Department offered the following comments: � a) Please move the main walkway spine to hit the entrance and widen the raised platform. This would become a great walkway spine. ,- � � -� b) There are some questions about the apparent paths on the landscape plan. It shows some disconnections. What is the access from the east? c) Please see the included red-lines for additional comments. 13. The Poudre Fire Authority offered the following comments: .-� a) Proposed commercial buildings exceeds 5,000 square feet for type V construction and must be fire contained, consfruction type upgraded, orfire sprinklered. b) Proposed 12,000 square foot office building is out of access by fire code definition and must be fire sprinklered. c) An additional fire hydrant may be required at the northwest comer of the proposed supermarket that would also serve as a fire hydrant for the proposed 12,500 square foot retail store. 14. Park Planning states "confer with Craig Foreman on the connection to the City trail system. Neighborhood and community park fees will be assessed on residential units." 15. Traffic Operations offered the following comments: - a) This does not meet the automobile LOS requirements. b) We will support a variance to not extend Hobbit into the Sheely addition. c) All short-term improvements need to be included in the development agreement. d) There is a need to evaluate altemative access to Hobbit. e) You will need to provide a 1to 20 scale of the Stuart/Shields intersection for the redesign of the traffic signal. 16. Comments from Light and Power are attached. 17. Comments frorn Transfort are attached. 18. The Current Planning Department offered the following comments: _ a) Final plans must be in substa.ntial compliance with the approved preliminary plan. Substantial compliance is defined in the LDGS as a final plan that does not: change the general use ofi character of the development, increase the number of residential dwelling units by more than one (1 %) percent, contain changes which would normally cause the development to be disqualified under the applicable criteria of this chapter. The addition of two units results in an 'increase in the number of residential dwelling units that is greater than 1%, and therefore, the final plan as submitted is not in substantial compliance with the preliminary. Under Ordinance No. 161, preliminary plans may not be amended, therefore, it becomes necessary to remove these two � � new units so that the final is in substantial compliance with the approved preliminary plan. b) Bike racks need to be located in front of the supermarket, retail store, office/retail and office space c) Please provide a detail of the trash collection areas. d) The sidewalk along Shields street appears to be close to the parking lots in areas. There needs to be adequate separation (landscaping) to define the pedesfrian space from the parking area. e) Parking islands need to be added to the parking lot located to the west of Strider Way, south of Hobbit Street as well as the parking area for the supermarket. Please see the attached red-lines for these locations. f) Trail connections need to be made from the two cul-de-sacs. g) What is the primary (dominant) color of the split face rock material used on the exterior of the buildings? h) Please provide some benches in front of the supermarket and retaiVoffice areas. i) Please see the attached red-lines for additional comments. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. The plat indicates that a the proposed dwelling units will be single family dwelling units with each unit on an individually owned lot. Section 504 of the 1991 edifion of the Uniform Building Code as adopted by the City of Fort Collins requires that exterior walls of one- and two-family dwellings located closer than 3 feet from a property line be of one-hour fire-resistive construction: No openings are allowed in such exterior walls. This may have an effect on the layout of the office buildings. It may also b.e necessary to design Strider Way as a connector. � No parking stalls shall be within 40 feet or 50 feet (depends on volumes) from the flowline of the travel way. See Table 5 of the Street Standards. Tlus affects parking areas off of Stuart Street and Strider Way. • Northern most access point into parking lot o_ff of Strider Way should be eliminated. Elimination of this will allow for parking stalls 'in the northeastern corner to remain. o Bus pull out needs to be designed in accordance with Transit Design Guidelines to accommodate two busses: • A right turn lane on Sluelds Street at Stuart needs to be provided. • Pedestrian improvements at the Stuart Street and Shields Street intersection need to be shown (a11 corners as necessary to accommodate pedestrian movement through the intersection). • The tra.ffic study indicates that the walk along Shields Street should be a 10 foot wide bike/ped path. Plans are only indicating an 8 foot sidewalk. Is the 10 foot necessary in order to meet the Pedestrian level of seivice standards? The existing street ROW will need to be vacated prior to area being platted again. A ROW vacation will need to go to City Council. The diagrams for the proposed vacations should be submitted with the final utility plans for processing, although the vacation will not be taken to City Council until the project has final Planning and Zoning Board Approval: P and Z Board approval will need to be eonditional based on the completion of the utility plans and the vacation of the existing ROW. Site/ Landscape plan • Correct spelling and grammatical errors in general notes as indicated on plans o Eliminate all street trees from the northern side of Gandoff Court as a sewer line is shown _ . _ _ to run between the curb and the sidewalk precluding the placement of trees in this area. � A few other trees have been marked out as they also conflict with shown water or sewer lines. Plat � Additional easements will need to be provided along both sides of Gandoff Court to accommodate utilities that are normally placed behind the curb where water/ sewer facilities are being placed. • Need to define what the tracts are and who is to own and maintain them. _ _ __ _ . • Additional ROW needs to be provided on Shields Street - 57.5 feet half ROW per new street standards plus 12 more feet where right turn is needed. � Additional ROW needs to be provided on Stuart Street where it should be designed as a collector. Utility Plans � All access drives off of the publie streets shall be built with concrete to the property lines with maximum 15 foot radii. o Need to make sure that the sewer line behind the sidewalk (south side) on Gandoff Court is located a minimum of 3 feet behind the ROW. This will allow for the placement of street trees within the parkway, meeting the 10 foot separation requirement from said sewer line. • Plans are incomplete and were not checked/ reviewed in detail. o Items to note though: What is the width of Shield Street? It doesn't even appear to be meeting old standards. • Provide striping plan for Shields Street and Stuart Street. • See Plans for additional comments. • J , � � Vacation of R.i�hts�of-vVay and Easernents A request for vacation of easements or rights-of-way may be submitted to the Devetopment Review Center at any time. The processing time for a routine vacation request is approximately 8 weeks. The following procedure should be followed in vacating a public right-of-way or easement: St- en l: Application , An application is filed with the Development Review Center at any time, containing the following information: . A. A written request with details describing the proposed vacation and justification of why the proposed vacation is necessary. • B. A sketch that accurately shows the proposed vacation. Sten 2: Routing for Comments Thc Development Review Center staff routes the vacation request to relevant City departments and public agencies for their review. Approximately 2 weeks later, the review comments are returned to the Development Review Center and a recommendation�is made by the staff on therequest. The staff of the Development Review Center will conCact the applicant to discuss these comments and the recommendation. Additional information to support the request may be required. St_ eo 3; Legal Description If City staff supports the request for vacation, the a_pplicant shall be required to submit a legal descripfion of the proposed vacation prepared by a licensed land surveyor. Steo 4: City Council or Planning and Zoning Board Consideration � Upon receipt of the legal descriptio.n, the Development Rev"iew Center staff will prepare a written reporE for City Council (for� right-of-way vacations) or Planning and Zoning Board (for easement vacations). City Council will consider an ordinance for the vacation request and approve or deny the request on first reading. If approved on first reading, the City Council considers the second reading of the vacation ordinance at their next regularly scheduled meeting. City Council meets on the first and third Tuesday of every month. If the ordinance is approved on second reading, it becomes official after the tenth business day following approyal on second reading and upon filing of the ordinance with the Garimer County Clerk and Recorder. It aprears that the floodplain may back flow into the site. Please consider this possible back flow in the site drainage desi�n. RESPONSE: 8. Flow to concentration point D, at the cul-de-sac of Gandoff Court does not appear to have an outlet from the cul-de-sac or any means to be conveyed to the water quality pond. Please show details.
