RECOMMENDATION:
Staff recommends approval of the annexation and zoning request. The
Planning and Znning B�ard vote�i 7-0 to recommPnd apprnval of the annexation
and requested zoning.
EXECUTIVE SUMMARY:
A. Hearing and First Reading of Ordinance No. 57, 1987, Annexing
Appr�ximatPly 5.85 AcrPs, Known as the Pine RidgP Annaxatinn.
B. Hearing and First Reading of Ordinance No. 58 , 1987, Zoning
Appr�ximately 5.85 AcrPs, Known as the Pine Ridge Annexation. Into the
R-L-P, Low Density Planned Residential, Zoning District.
This is a request to annPx an�i z�ne appr�ximately 5.85 acres located south
of Harmony Road and east of Lemay Avenue, the site is the location of a
single-family hoiisP, which is prasently an enclave of cnunty area
completely surrounded by incorporated area of the City of Fort Collins. The
raquPstP�1 zoning is the R-L-P, Low Density Planned Residential, Zoning
District.

BACKGROUND:

Fort Collins created the enclave:

The property has thus, heen eligible f�r involuntary annexation into the
city since September 1983. On January 14, 1987, staff sent a letter to the
prnperty owners infnrming them nf the pPn�ling annPxation, potential zoning
district designation, and meeting date of review by the Planning and Zoning
Board. Staff has received no subsequent cantact from the property owners.
Zoning
The requested zone for this annexation is the R-L-P, Low Density Planned
Resi�iential, Zoning District. The surrounding prnperty is zoned R-L-P to
the north, east, and south, and R-P, Planned Residential, to the west.

Findings
1. The annexation nf this area as a county enclave is consistent with the
policies and agreements hetween Larimer County and thP f,ity of Fort
Collins contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT
COLLINS URRAN GROWTH AREA.
2. The area meets all criteria includ?d in State law to qualify for a
county enclave eligihle for involuntary annexati�n by the City of Fort
Collins.
3. The R-L-P zoning district is in conformance with the City's
ComprehensivP Plan.
STAFF RECOMMENDATION
Staff recommends approval of the annexation and requested zoning.
PLANNING AND ZONING BOARD RECOMMENDATION
The Planning and 7_nning Boar�i, at their rAgular monthly meating on March
23, 1987, voted 7-0 to approve the annexation and requested zoning, as part
�f the Roar�i's ConsPnt Agenda.

ORDINANCE N0. 57 , 1987
� OF THE COUNCIL OF THE CITY OF FORT COLLINS
ANNEXING APPROXIMATELY 5.85 ACRES OF PROPERTY
KNOWN AS THE PINE RIDGE ANNEXATION
WHEREAS, the property hereinafter described below has been entirely
contained within the boundaries of the City of Fort Collins for more than
three (3) year prior to this date; and
WHEREAS, the Council of the City of Fort Collins has determined that
it is in the best interests of the citizens of the City of Fort Collins to
annex said area to the City, as required by the terms of the Inter-
governmental Agreement between the City and Larimer County, Colorado, dated
August 3, 1983; and
WHEREAS, Resolution 87-39 setting forth the intent of the City Council
to annex said area has heretofore been adopted; and
WHEREAS, notice of this annexation has been given pursuant to the
annexation laws of the State of Colorado.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That the following described property
SA tract of land located in the SW 1/4 of Section 6, Township 6
North, Range 68 West of the 6th P.M., County of Larimer, State of
Colorado, being more particularly described as follows:
Considering the West line of the SW 1/4 of Section 6 as bearing N
00°03'20" E and with all bearings contained herein relative
thereto: Commencing at the SW corner of said Section 6; thence
along the said West line North 00°03'20" East 727.59 feet to the
True Point of Beginning. Thence continuing along the said West
line, N 00°03'20" East 474.13 feet; thence S 83°17'50" East
641.37 feet; thence South 00°03'20" East 399,89 feet; thence
North 89° 56'40" West 637.06 feet to the True Point of Beginning.
The above described parcel contains 5.85 acres more or less and
subject to all easements and rights-of-way now existing, or of
record.

said City, to be known as the Pine Ridge Annexation.
Section 2. That in annexing said territory to the City of Fort
Collins, the City of Fort Collins does not assume any obligation respecting
the construction of water mains, sewer lines, gas mains, electric service
lines, streets or any other services or utilities in connection with the
territory hereby annexed except as may be provided by the ordinances of the
City of Fort Collins.

Section 3. That no building permit shall be issued for any of the
lands herein described unless said lands have been zoned under the zoning •
ordinances of the City.

AMENDING CHAPTER 118 OF THE CODE
OF THE CITY OF FORT COLLINS,
COMMONLY KNOWN AS THE ZONING ORDINANCE AND
CLASSIFYING FOR ZONING PURPOSES THE PROPERTY INCLUDED
IN THE PINE RIDGE ANNEXATION TO THE
CITY OF FORT COLLINS, COLORADO
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1. That the Zoning District Map adopted by Chapter 118 of
the Code of the City of Fort Collins be, and the same hereby is, changed
and amended by including the property known as the Pine Ridge Annexation to
the City of Fort Collins, Colorado, in the R-L-P, Low Density Planned
Residential, Zoning District:

Colorado, being more particularly described as follows:
