EXECUTIVE SUMMARY: This is a request to annex and zone approximately 5.85 acres located south of Harmony Road and east of Lemay Avenue, the site is the location of a single-family house, which is presently an enclave of county area completely surrounded by incorporated area of the City of Fort Collins. The following annexations to the City of Fort Collins created the enclave: N: Fox Ridge Annexation, September 1980 E: Fox Ridge Annexation, September 1980 S: Fox Ridge Annexati4n, September 1980 W: Keenland Annexation, August 1980 The property has thus, been eligible for involuntary annexation into the city since September 1983. On January 14, 1987, staff sent a letter to the property owners informin� them of the pPnding annexation, potential zoning district designation, and meeting date of review by the Planning and Zoning Board. Staff has received no subsequent contact from the property owners. 2. Zoning The requested zone for this annexation is the R-L-P, Low Density Planned Residential, Zoning District. The surrounding property is zoned R-L-P to the north, east, and south, and R-P, Planned Residential, to thP west. RECOMMENDATION: Findings 1. The annexation of this area as a county enclave is consistent with the policies and agreements between L.arimer County and the City of Fort Col- lins contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. 2. The area meets all criteria included in State law to qualify for a county enclave eligible for involuntary annexation by the City of Fort Collins. 3. The R-L-P zoning district is in conformance with the City's Comprehen- sive Plan.
