The requested zon- ing is the R-L-P, Low Density Planned Residential, Zoning Qistrict. RECOMMENDATION: Staff recommends approval of the annexation and zoning request. EXECUTIVE SUMMARY: This is a request to annex and zone approximately 5.85 acres located south of Harmony Road and east of Lemay Avenue, the site is the location of a single-family house, which is presently an enclave of county area completely surrounded by incorporated area of the City of Fort Collins. The following annexations to the City of Fort Collins created the enclave: N: Fox Ridge Annexation, September 1980 E: Fox Ridge Annexation, September 1980 S: Fox Ridge Annexati4n, September 1980 W: Keenland Annexation, August 1980 The property has thus, been eligible for involuntary annexation into the city since September 1983. On January 14, 1987, staff sent a letter to the property owners informin� them of the pPnding annexation, potential zoning district designation, and meeting date of review by the Planning and Zoning Board. Staff has received no subsequent contact from the property owners. 2. Zoning The requested zone for this annexation is the R-L-P, Low Density Planned Residential, Zoning District. The surrounding property is zoned R-L-P to the north, east, and south, and R-P, Planned Residential, to thP west. RECOMMENDATION: Findings 1. The annexation of this area as a county enclave is consistent with the policies and agreements between L.arimer County and the City of Fort Col- lins contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. 2. The area meets all criteria included in State law to qualify for a county enclave eligible for involuntary annexation by the City of Fort Collins. 3. The R-L-P zoning district is in conformance with the City's Comprehen- sive Plan. M� ��• • DESCRIPTION OF PINE RIDGE ANNEXATION A tract of land located in the SW 1/4 of Section 6, Township 6 North. Ran�e 68 West of the 6th P.M.. County of Larimer, State of Colorado, being more particularly described as follows: Con- sidering the West line of the SW 1/4 of said Section 6 as bearing North 00 03'20".East and with all bearings contained herein rela- tive thereto: Commencing at the Southwest corner of said Section 6, thence along the said West line North 00 03'20" East 727.59 feet to the true point of beginning. Thence continuing along the said West line, North 00 03'20" East 474.13 feet; thence South 83 17'S0" East, 641.37 feet; thence South 00 03'20" East 399.89 feet; thence North 89 56'40" West 637.06 feet to the true point of beginning. That not less than one-sixth of the perimeter of the area proposed to be annexeci is contiguuus with the boundaries of the City of Fort Collins. 4. That a community of interest exists between the area proposed to be annexed and the City of Fort Collins. 5. That the area to be annexed is urban or"will be urbanized in the near future. 6. That the area proNosed to be annexed is integrated with or capable of being integrated with the City of Fort Collins, 7. That the petitiuners herein comprise more than fifty percent (50p) of the landowners in the area and own more than fifty percent (50%) of the area to be annexed, excludiny public streets, alleys and lands owned by the City of Fort Collins. WNEREFORE, said petitioners request the Council of the City of Fort Collins approve the annexation of said area. Furthermore, the petitioners reyuest that said area be placed in the ��,,t% zoning district pursuant to Chapter 118 (Zoning) of the Code of the City of Fort Collins. .
