The traffic study that was submitted with the revisions has a lot of "holes" in it, related primarily to the vehicular movement at the existing divided access/exit to and from the Square from East Horsetooth Road. These issues must be addressed and resolved at this time: * the width of this access/exit driveway, and * the allowable movements to the east, west, and south on and across East Horsetooth Road. A parking analysis to be provided by Matt Delich, as referred to in your letter of 7/1/92, has not yet been received. It is considered to be important to have a"coordination meeting" as soon as possible, preferably involving the Little Caesars Pizza developer, to discuss the future of the intersections of East Horsetooth Road and South College A�renue and future Mitchell Drive/access to the Square. 2. The total signage allowance for this property is 568 square feet, based on the linear front footage on both South College Avenue and East Horsetooth Road. There appears to be a discrepancy between the typical building elevations on the revised P.U.D. Site Plan dated 7/1/92 and elevations that were provided to City Zoning by Heath and Company. Is signage planned for the rear (east) elevation? This is unclear. The City's calculations for building signage as shown on the Heath elevations approaches the maximum allowable signage for the entire site, not leaving much allowance for the monument sign on the South College Avenue frontage. Information about the height, size, materials, and colors of the monument sign should be provided for review. Box 580 • Fort Collins, CO 80522-0580 •(303) 221-67�0 . �, _. � w The following language should be added to the Site Plan, in place of General Note 10, to insure controls within this P.U.D.: "All signage on this P.U.D. is restricted to the number, type, location, and size as specifically noted on this P.U.D. Any changes or deviations shall be reviewed, in advance, by the City of Fort Collins by the Administrative Review procedure, including at the Planning Director's discretion, referral to the Planning and Zoning Board. As a condition of approval of this P.U.D., there shall be no painted window signs or other temporary window signs or advertising allowed." 3. No specific information about the building has been submitted to date, other than the building will be a maximum height of 18'. What about materials, colors, lighting, etc? 4. Information about the overall lighting package for this site should be submitted, to include parking and security lighting and all exterior wall mounted fixtures. 5. A sidewalk connection, with handicapped ramp, should be made at the street intersection, to allow pedestrian movement to the south across East Horsetooth Road. A handicapped ramp should be included in the "existing sidewalk connection to College Avenue" (as shown on the Site Plan). 6. The striped islands at the west ends of the two banks of parking on the east side of the building should be modified to include curb, gutter, and landscaping. 7. Additional plant materials should be incorporated in the triangular island adjacent to the diagonal sidewalk to the Square, as screening material around the transformer, and in the turfgrass area along the south side of the parking lot. The parking area needs more screening from the arterial street. 8. There are two Ash and one Hackberry shown to be existing south of the parking lot along East Horsetooth Road. Would it be better to stay with one or both of those trees, for� continuity, rather than to introduce the Lindens into this area? � � � 9. There are concerns about the ability for this request to stay on the Planning and Zoning Board agenda for July 27th as a Final due to the significant transportation issues that still must be resolved.
