Vaught-Frye Architects 1113 Stoney Hill Drive Fort Collins, CO. 80525 Dear Frank, Staff has reviewed your planning request submittal for the Chili�s - P.II.D., Final, and has the following comments to offer: 1. Please see attached Stormwater Utility comments. 2. The "Chili's Grill & Bar" sign on the front awning does not comply with City Code. It cannot project from or above awning. 3. The control monuments and the outer boundary monuments must be described on the plat. - 4. There are easements shown on the plat that cannot be located in the field without additional information. �. 5. Some of the easement on the south side of the property, along East Horsetooth Road, was vacated by Ordinance #30-1982 on April 6, 1982. - 6. An updated traffic impact study, as requested by the City- Transportation Division, has not yet been received. 7. There is existing damaged curb, gutter, and sidewalk along the frontage to this site. The shopping center will be notified by the Engineering Department that they are responsible for the necessary repairs; however, that portion of the damaged curb, gutter, and sidewalk adjacent to Chili's (Lot 2) will become Chili's responsibility after the property ownership changes hands. 8. Design and detail for the retaining wall must be provided so that Engineering can see what is happening between the sidewalk and wall. 9. U.S. West has stated that the owner is responsible for provision of all conduit for telephone facilities within the project, and the owner provided terminal room space and power for the main terminal at the site. Contact the U.S. West engineer for conduit specifications. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 10. The developer needs to coordinate electric facilities installation with Light & Power at a very early stage of this process. 11. A commercial one form must be completed so Light & Power will be able to proceed with the billing and engineering of the proj ect . 12. For the developer's information, the existing natural gas distribution line adjacent to Chili's development is on the south side of East Horsetooth Road. A gas line will have to be _. bored across East Horsetooth by Public Service in order to supply natural gas to Chili's. 13. A fescue blend sod for reduced water consumption is being recommended. 14. All landscaping is to be maintained by the owner, including that in the public right-of-way. 15. Landscaping for screening and buffering of the service yard should be provided in the two painted islands east of the building. Landscaping could be provided in all of the trafic control islands in the parking lot. 16. Additional street trees along East Horsetooth Road and trees on the north side of the building should be provided. There is adequate room for another Littleleaf Linden along East Horsetooth. The overall landscaping interior to the site appears to be very low, with no significant vertical element. 17. An overall shared parking analysis for the Square must be provided for review. 18. Are the parapet walls high enough to screen the rooftop mechanical, or will the be additional screen walls? � 19. The drainage report as submitted is not sufficient. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on the agenda for the July 27, 1992 Planning and Zoning Board hearing: Plan revisions are due July 1, 1992 by 12:00 noon. Final documents (includinq the signed development agreement, applicable mylars and utility plans) are due July 23, 1992 by 12:00 noon.
