To the City Council of the City of Fort Collins, Colorado:
I(We), the undersigned, do hereby respectfully petition and
request that the City Council amend the zoning ordinance of the
City of Fort Collins by changing the zoning of the hereinafter
described parcel, containing approximately 23.37 acres, more or
less, from T-Transition zoning district to h-b (Highway Business)
zoning district: (Legal description) P.u.D.
See Exhibit "A" attached hereto
Reason for Request: Please see Exhibit "B" attached hereto and
by this reference incorporated herein.
A listing of names and addresses of all persons owning land
(as per Larimer County Assessor's office on date of request)
within 500' of any portion of the area under petition for
rezoning is attached.

EXHIBIT B
Reason for Rezoning Request
Petitioner is requesting h-b (F�ighway-Business P.U.D.) based
on the location and proposed use of the property. The property
is located immediately east of College Avenue and south of Trilby
Road. Its proposed use is a shopping center.
The Highway Business District is for automobi_le-oriented
business, traditionally adjacent to major collectors and
arterials. The uses permitted as uses by right are R-M
(Medium-Density Residential) and B-L (Limited Business) uses,
with all other uses permitted only with a P.U.D. Petiti.oner
believes that the f�ighway Busiriess zone accurately reflects the
nature of the uses intended for the site.
Petitioner is aware of and concurs with concerns that
College Avenue, as the major arterial i.n the City, be carefully
p] anned with regard to uses and the design of the uses to avoid
the "strip commercial" syndrome adjacent to many major arterials.
Petitioner is therefore requesting Highway Business with a P.U.U.
condition. This designation would require that approval of an�
development be in accordance with the standards of the Land
Development Gu.idance System with full public review and input on
uses and design.
Petitioner believes that the requested h-b designation will
allow the City the control its needs to insure the aesthetic and
funct.ional quality of College Avenue, while appropriately
reflecting the location and proposed uses of the property
adjacent to a super arterial.
