RECOMMENDATION: Approval EXECUTIVE SUMMARY: This project is for preliminary and final approval t0 loCate an 80-foot communication tower at the City's Utility Services Center. The tower would operate as a back-up to the existing communications tower located at the Drake Road SuUstation. Back�round: The surrounding zoning and land uses are as follows: N: T, O; existing gravel pit (in Larimer County) S: B-P, R-M; existing residence, Concrete Products Company E: I-G; Lee Martinez Park W: C; vacant lumber facility (in Larimer County) The site is zoned C-Commercial and houses the City's Utility Services Center, which consists of facilities for Streets and Traffic, Water and Sewer and the Light and Power Department, as well as the warehouse. 2. Land Use: This proposal is for preliminary and final approval to locate an 80-foot communication tower at the city's Utility Services Center. The placement of such a tower would typically be considered an accessory use to the present Service Center use and in the C-Commercial District, no planning review would be necessary; however, since the proposed tower exceeds the 40' height limit, a Planned Unit Development is required. The proposed tower would function as a back-up to the existing communica- tions circuit located in the Drake Road SubStation. A back-up tower presently exists at the Power Plant on North College Avenue. The proposed tower loca- tion would provide an optimum location for the strongest signal levels to all service areas, should the main comunications link be interrupted. Removal of the existing tower at the Power Plant would free the Power Plant Visual Arts Center from utility use. The communications tower is operated on a UHF frequency and several filters are incorporated, so that there is no interference with local radio or television interference. FCC approval has been obtained for the tower placement. 3. Design: There are no changes to the existing Utility Services Center parking, circula- tion or access ways needed to accommodate the proposed tower. Placement of the tower is at the northeast corner of the existing warehouse, in an area presently used for outside storage. The tower consists of a 60' tri-tower (22"x19"x19") anchored to a five foot square by five foot deep steel reinforced concrete foundation. A 20' fiberglas antenna (similar to a car antenna in shape) would be mounted on top of the 60' tri tower, for a total tower height of 80'. Upori approval, the project will be compl.eted by October 1988. The ar.ea is currently zoned (C) Commercial. Tt�e back�.ip radio communication tower is not expected to impact the surroundiiig area and will maintain and preserve the character of the iieighborhood as described in Section 118-82(C) of the City of Fort Collins Ordinance. The new commtinication tower and antenna system will replace the system at the PowerPlant Visual Arts Center at 430 North College which utilizes a leased communications data circuit from Mountain Bell. This action is necessary in order to: 1) improve personnel safety and system reliability; 2) provide a reliable non-interruptible backup comm�inications link between Light and Power operations dispatcher and the service/emergency crews-; 3) provide an optimum location for the strongest signal levels to all areas of the service area should the main communications link be inteLrupted; and 4) provide maximum utilization of system investment, and free the PowerPlant Visual Arts Center from utiliL-y use consistent with the relocation of the electric substation. A twenty (20) foot fiberglass enclosed collinear array amni-directional anL-enna wi_11 be mounted on top of the sixty (60) foot triangular shaped (T�'i-Towe�:) tower for an overall antenna height of eighty (80) feet.
