Comment Number: 2 SUBMITTAL: As part of your resubmittal, you will respond to the comments provided in this letter. This letter is provided to you in Microsoft Word format. Please use this document to insert responses to each comment for your submittal, using a different font color. When replying to the comment letter please be detailed in your responses, as all comments should be thoroughly addressed. Comments requiring action should NOT have a response such as noted or acknowledged. You will need to provide references to specific project plans, pages, reports, or explanations of why comments have not been addressed [when applicable]. Page 2 of 7 Comment Number: 3 SUBMITTAL: Correct file naming is required as part of a complete submittal. Please follow the Electronic Submittal Requirements and File Naming Standards found here: https://www.fcgov.com/developmentreview/files/electronic-submittal-requiremen ts-and-file-naming-standards_v1_8-1-19.pdf?1680306305. File names should have the corresponding number, followed by the file type prefix, project information, and round number. For example: 1_SITE PLAN_Project Name_FDP_RD1. A list of numbers and prefixes for each file can be found at the link above. Comment Number: 4 SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". When you are preparing to resubmit your plans, please notify me with an expected submittal date with as much advanced notice as possible. Comment Number: 6 INFORMATION: Please resubmit within 180 days, approximately 6 months, to avoid the expiration of your project. Comment Number: 9 MINOR SUBDIVISION FOR FINAL APPROVAL: The Director shall issue a written decision to approve, approve with conditions, or deny the development application based on compliance with the standards referenced in Step 8 of the Common Development Review Procedures (Section 2.2.8). The written decision shall be mailed to the applicant, to any person who provided comments during the comment period and to the abutting property owners and shall also be posted on the City's website at www.fcgov.com. RESPONSE: Yes, the setback is 5’. Comment Number: 2 12/22/2023: FOR APPROVAL: Please provide the detail with specifications for the retaining wall included in the plans. The heights and material information should be provided. RESPONSE: Color and material details were added to sheet LS08. Comment Number: 3 12/22/2023: FOR APPROVAL: The total tree count on site should remain the same. Please replace the two trees that were removed along the private street. RESPONSE: Trees have been placed back along private drive. Comment Number: 4 12/22/2023: FOR APPROVAL: Please refer to the Planning Redlines for additional planning comments to be addressed. The wall spans Lot 1 and Tract A. How will the maintenance for the retaining wall be handled and where will the designation for the maintenance be explained? RESPONSE: A maintenance easement is added to both sides of the wall in the event access and maintenance is required. I discussions with the owner, the wall remains within Lot 1, Block 1 and Tract A. The ownership and maintenance is by the owner of Tract A and note has been added to the plat stating: MAINTENANCE EASEMENT ALONG THE WEST SIDE OF LOT 1, BLOCK 1, AND WITHIN THE NORTHEAST CORNER OF LOT 1, BLOCK 3 IS FOR THE MAINTENANCE OF THE RETAINING WALL WITHIN AND ALONG THE WEST SIDE OF LOT 1, BLOCK 1. THE OWNER OF TRACT A IS RESPONSIBLE FOR THE MAINTENANCE OF THE RETAINING WALL. Comment Number: 2 12/11/2023: In looking at the location of the spillway upstream from lot one, it appears that the contours downstream of the pond will allow the water to spread over the southern portion of the lot. Will lot one need a drainage easement to allow the spreading of the flow? What will the finished floor of the structure located on Lot 1 end up being constructed ? Will the structure be protected? Will water drain away from the garage? Will the roadway contain the flow without encroaching into the lot? RESPONSE: In the event that the outlet is clogged or a stormwater event exceeds the estimated 100-yr runoff rate, runoff will be contained within the emergency overflow and directed towards the shared private drive. Runoff is directed away from Lot 1, Block 1. Please reference the additional detail and profiles provided for the retaining wall and spillway route. Any overflow spill from the rain garden must be prevented from overflowing over the wall and into the existing modular or whatever might replace the modular in the future. Page 5 of 7 Topic: Easements Comment Number: 1 12/29/2023: FOR APPROVAL: Will the rain garden be in its ultimate location with this configuration ? If yes, then please provide a drainage easement for the area encompassed by the rain garden and the outlet pipe and overflow from spillway path. RESPONSE: Easements are now shown within the church parcel to encompass the rain garden. Topic: Erosion Control Comment Number: 3 12/29/2023: FOR APPROVAL: Please call out slopes below retaining wall and provide permanent erosion control measures where steeper slopes necessitate it. RESPONSE: Slopes below the retaining wall do not exceed 4:1 slope. The entire spillway and toe of retaining wall RW-01 are proposed to be reinforced with buried riprap. These trees were previously stated to be preserved and protected onsite. RESPONSE: These trees will not be impacted with MA. Note was added to protect trees and refer to Tree Protection Notes. Comment Number: 2 12/20/2023: FOR APPROVAL What will be the impacts to the 4 ginkgos proposed in the landscape area that is to be reduced from 17' to 5'? New landscape standards state that parkways should be 8 ft wide. Can you reduce the parkway to 8' instead of 5'? RESPONSE: We are unable to increase the parkway width to 8’, and discussed with city staff at Staff Review meeting. Page 6 of 7 Comment Number: 3 12/20/2023: FOR APPROVAL In the parkway on the east side of the private street there is still room for trees to be planted. Please add the two trees removed in this LP back to that parkway. RESPONSE: Trees were added back to east side of this parkway. Comment Number: 4 12/20/2023: FOR APPROVAL The parkways on either side of the private drive have been changed from irrigated turf to river rock cobble. Please consider other groundcover material than rock for this landscape. Gravel is not an ideal groundcover and can add to urban heating effects much like concrete or asphalt. Coupled with weed fabric rock can greatly decrease plant health by reducing the capacity to build soil, reducing water infiltration, and increasing the surface temperature. Wood mulch without weed fabric is a preferred groundcover. RESPONSE: Turf will be placed in these parkways. Comment Number: 5 01/03/2024: FOR APPROVAL The table showing the number of trees to be planted on both the round 4 FDP LP and the MA LP are both incorrect. They both show 184 total trees being planted, and with the MA there are 156. Please adjust the table. RESPONSE: Table has been updated on MA LP.
