Re: Project Narrative Bloom Tract II
The site is located north of East Mulberry Street, on the east side of Delozier Drive and
is roughly 5 acres in size. Described as Tract II of the Bloom Filing One subdivision, the
site is zoned C-G General Commercial.
The proposal includes development of the site into 4 commercial lots ranging in size
from 1.2 acres to 0.6 acres. The anticipated land uses are listed below. However, please
keep in mind these may change as the developer is only proposing the Project
Development Plan and Subdivision of the site at this time:
• Retail
• Fast Food
• Car Wash
• Coffee Shop
The site will provide a singular access point from the Frontage Road, a private drive is
shown on the interior of the development traveling N/S with a central roundabout
feature. The northern edge of the site serves as detention as well as the A Natural
Habitat Buffer Zone that is required along the ditch. The proposed project is attempting
to meet all requirements of the Land Use Code and no known deviations or variations
are being requested at this stage.
Currently, the land owner is Mulberry SF LLC. Prior to the Project Development Plan
and Subdivision Plat being approved and completed with the City, the ownership will
transfer to MIC TDC Mulberry St Fort Collins, LLC. It is the developer’s intent to sell or
lease the commercial lots to future businesses/land users that will ultimately fully

develop each lot, although at this time we do not have confirmation of the new
ownership.
As part of the Project Development Plan, a Subdivision Plat with the associated Civil
Construction Plans is being provided. The applicant has attended meetings and
exchanged several communications via email and/or virtual meetings with city staff as
well, the milestone meetings are listed below:
• Conceptual Design Review Meeting: April 14, 2023.
• Preliminary Design Review Meeting: A formalized meeting was not conducted,
although this was completed over several email exchanges with City staff and
the applicant team.
• Neighborhood Meeting: November 29, 2023.
