Box 580 Fort Collins, Colorado 80522 Dear Mr. Waido: We have reviewed the Vine Business Park Annexation and Zoning, and we have the following comments. This proposed annexation is partially located within the "Vine Corridor," which is one of the corridors under consideration in the Supplemental Environmental Impact Statment (SEIS) for the Fort Collins Expressway east of State Highway 287. The corridor alternatives are shown on the enclosed map with the subject property shaded red. We are quite concerned about the potential development of this property in relation to the Expressway. The Vine Corridor has been supported by the Larimer County Commissioners and is favored in recent studies of transporation in northeastern Fort Collins. Since annexation and zoning of this property would typically be a prelude to its development, we cannot support any city Action which would conflict with the viability of this corridor. It is our understanding that the establishment of specific zoning for this property must occur as part of the annexation process. If the Vine Corridor is recommended through SEIS process and a route through this property is selected, the cost of right of way would be higher as a result of this proposed rezoning.
