Memorandum Regarding Heartside Hill Community Center Phase 1 and Transportation Impacts
The City of Fort Collins has requested additional information regarding the development proposal
submittal for the Heartside Hill Community Center Phase 1.
REQUEST: The city wants information on how this proposal conforms to the Transportation Impact
Study for the Heartside Hill Overall Development Plan in terms of overall trip generation. In particular,
the city wants more information about the use and anticipated trips with the Community Center, and
how this differs from the Daycare center.
RESPONSE:
1. The Heartside Hill Community Center Phase 1 will primarily serve as a resident clubhouse for
Heartside Hill Apartment resident programs and activities. It will also include some auxiliary
space for the Heart of the Rockies Church to use for some of their programs and activities. The
function of these spaces will not impact the transportation study previously completed because
the use is intended for the apartment residents already located onsite at the Heartside Hill
community, and for already existing church activities. This Phase 1 will not add traffic beyond
what is already accounted for in the Heartside Hill development.
2. The Daycare Center trip generation calculation was included in the Traffic Impact Study
submitted with the ODP. There are no changes to that expected impact. The Daycare Center will
be developed as a separate Phase 2 of the Community Center at a later date that has not yet
been determined.
