Collins) City of Fort Collins P.O. Box 580 DOH File 45100 Fort Collins, Colorado 80522 Dear Mr. Frank: We have reviewed the Vine Business Park Master Plan, and we have the fol- lowing comments. As indicated in the copy of our June 28, 1987, comments on the Vine Business Park Annexation and Zoning, this proposed development is located within the "Vine Corridor" which is one of the alternatives under consideration for the Fort Collins Expressway. This corridor includes two possible align- ments with interchanges at Interstate 25 to the north and south of Vine Drive. The northerly alignment would run approximately through the middle of this property in an east -west direction. The Master Plan and supporting traffic study do not include a corridor through this property for the alternative alignment north of Vine Drive. The traffic study indicates that an alignment along Vine Drive appears to be the best for area property owners and identifies Vine Drive as the preferred Fort Collins Expressway route. The traffic study correctly states that no decision has yet been made regard- ing an expressway alignment, and, for this reason, we would like to keep all identified options open. This plan proposes industrial development which would seriously affect the viability of the alignment north of Vine Drive. Appropriate measures should be taken to accommodate this alignment until a final recommendation is made through the Supplemental Environmental Impact Statement process. At the present time, this recommendation is expect- ed to be made in the fall of 1990. Thank you for the opportunity to review this master plan. We have reviewed the Vine Business Park Annexation and Zoning, and we have the following comments. This proposed annexation is partially located within the "Vine Corridor," which is one of the corridors under consideration in the Supplemental Environmental Impact Statment (SEIS) for the Fort Collins Expressway east of State Highway 287. The corridor alternatives are shown on the enclosed map with the subject property shaded red. We are quite concerned about the potential development of this property in relation to the Expressway. The Vine Corridor has been supported by the Larimer County Commissioners and is favored in recent studies of transporation in northeastern Fort Collins. Since annexation and zoning of this property would typically be a prelude to its development, we cannot support any city action which would conflict with the viability of this corridor. It is our understanding that the establishment of specific zoning for this property must occur as part of the annexation process. If the Vine Corridor is recommended through SEIS process and a route through this property is selected, the cost of right of way would be higher as a result of this proposed rezoning.
