MASTER PLAN
Statement of Planning Objectives
July 5, 1989
The 166 acre Vine Business Park is located at Vine Drive and
Interstate 25; immediately south of the Anheuser Busch property.
This is a location that may become an important entryway to Fort
Collins.
A number of considerations by public and private agencies have
indicated the need to formulate a Master Plan for the property.
These considerations include:
- The need to establish anticipated land use, access
(automobile and rail), traffic circulation, utility, and
drainage systems. This will lay the foundation for more
detailed Master Traffic Studies, Drainage Plans, and Utility
Plans, which will be provided for City review with the plat.

- The Vine Business Park Master.Plan is intended as a tool to
assist in:
* Determining a collector street system that will serve
the area as it develops; allowing adequate Interstate
2.5, rail, and community access.The extension of Busch
Drive between the Vine Business Park and County Road
50; and the potential to extend Busch Drive south to
Canal Drive is key to the area -wide circulation
system. -
* Allowing an on -site circulation system that can
function effectively.
Providing a desirable mix of land uses in an attractive
industrial park setting.

* Providing Fort Collins with a site that can compete for
major regional employeers that may locate in northern
Colorado. The Vine.Business Park, located between the
Mountain View and Colorado 14 interchanges, represents:
- A plan comprising a number of options for a user,
seeking a large [30 to 70 acre] site.
An excellent location to deal with regional
traffic with minimal impact on local streets, on a
site that is within convenient driving distance.
for local employees, visitors, and shoppers.
The land use pattern indicated on the Vine Business Park Master
Plan is consistent with the adopted Land Use Policies Plan of the
City of Fort Collins regarding the location of
industrial/distribution center uses, retail (regional/community
shopping centers), and similar. uses.
It should be noted that the City of Fort Collins has an adopted
Land Use Policy of promoting development in this area. The
specific policy states:,
to .. the City could provide incentives such as utility and
infrastructure improvements, streets, power, etc., in order
to direct growth in desired directions or areas. The
City can best reduce the cost of development by absorbing
the front-end costs of major improvements to the land, such
as water and sewer extensions, street construction and
improvements, and light and power improvements."
At this time, there is no definite phasing or development
schedule for the site. It is possible though, that development
of the northerly portion of Parcel 'A' may begin in 1989, with
other site development continuing beyond the year 2000. The land
uses indicated could provide employment for an estimated 2,500 to
4,000 persons.
