Dear Mr. Rutherford:
Staff has reviewed the preliminary PUD plan for the North College PUD and
offers the following comments:
1. The improvement of the existing access to Highway 287 will require a
State Highway Access Permit. Application for this permit is made through
the City of Fort Collins. Jim Newell or Mike Herzig will assist in this
process. Application must be made prior to final submittal.
2. The landscape plan shows landscaping within the state highway right-
of-way. This is allowed provided that it is maintained by the private
property owner and it does not impair sight distance at the access or pre-
sent a safety hazard.
3. Staff_ is applauds the area set aside for an access to the north adja-
cent property. However, to guarantee that this access will be available in
the future, this access easement should be placed in a dedicated easement.
4. The Light and Power Department requests a minimum of an 8 foot wide
easement along the east property line to provide for future underground
capability of the existing overhead utilities in the alley.
5. The Poudre Valley Fire Authority requests that any existing under-
ground storage tanks not in use must be removed.
6. There should be a landscaped island at the east end of the row of
parking. Also, one space should be designated as handicapped, one space
designated as motorcycle parking. Bicycle racks should also be provided.
7. All signs must comply with the sign code. Please describe all signage
on the site.

8. The site plan should contain a land use data table describing in both
square footage and percentage of the total the characteristics of the site
such as building area, landscaped area, and parking, drive, and circulation
area.
This concludes staff comments at this time. Please note the following
deadlines for the September Planning and Zoning Board hearing:
Plan revisions are due September 10, 1987
PMr's, colored renderings, and 10 prints due September 21, 1987
