As this investigative research has just begun, the Parish is in the process of conducting numerous information gathering meetings with the Parish and would like to invite you, as one of our neighbors to participate in sharing any concerns or ideas that you may have before the actual design process begins. Saas Subject: St. Elizabeth Ann Seton Catholic Church Fort Collins, Colorado Eidos Project No. 16014 � MEMORANDUM The purpose of the meeting was to meet with the neighbors within an 800 ft. circle of the church to share with the neighbors the programmatic information that has been developed to date and ask them if they had any specific concerns or questions about modifying the property at St. Elizabeth Ann Seton. Of the 474 invitations that were sent out to the neighbors, approximately 30 people showed up and shared the following information. • The main concern that was immediately shared were from the people on the east side of the site that face the golf course as weil as capiure the mountain view to the west, their concern is that the height of the building, should not exceed the existing church, so it does not block their view of the mountains. One particular gentleman asked everyone in the room who was concemed about the Mountain View would ralse their hand and 18 people raised their hands as their primary concern was the possibie loss of their Mountain View. The same gentleman shared that all total there probably were about 2D households that potentially could be affected by construction blocking their mountain �iews from their residences. They also shared their concern that if these mountain views were lost not only would they be disappointed but they felt that their property values would drop because of the loss of the Mountain View. • A gentleman was concerned about the overall schedule for the project. It was shared that the whole process between design, construction documents and actual construction would take in the neighborhood of 2-1/2 to 3 years to complete. • One person expressed a concern that a bell tower would be buili with minimal concern about blocking mountain views but major concern that the bells would be playing and she felt that the bell ringing would be completely unacceptable. • One of the neighbors expressed that on Sunday traffic backs upon Seton Street and that the Parishioners park along Seton Street rather than in the parking lot. They didn't feel this was an issue, they were just surprised that people would park along the street. With regard to the traffic they were concerned that most of the people wanted to exit the site along Seton Street so they did not have to wait at the stop and go light at the south end of the site. In addition, they mentioned the left turn from Seton Street onto Lemay is dangerous as traffic is visually blocked from the hill as people tum left to go downhill and becomes a safety concern. . The same neighbor had questions about the retention pond in ihe southwest corner of the site wondering ff the entire slope was part of the retention pond. Eidos explained that just the bottom portion of the basin is actually the retention area and although the rest of it is sloped in that direction, it is done to direct drainage towards the basin. The same neighbor expressed they were concern that if any type of building took place on the existing structure rnoving west towards Lemay that construction would block their mountain views and were concerned that construction potentially would take place in this area. • Father Toledo then shared that the use of the parking lot is an issued for the church as well as many of the neighbors use the parking lot as a short cut to avoid the stop and go light at the southwest corner of the site. Therefore, in order to avoid that they cut through the parking lot and exit onto Seton Street and then onto Lemay. At certain times this has become a dangerous situation and a few pe�ple have had minor injuries because of people utilizing the parking lot as a short cut. eidosarch.com 5400 Greenwood Plaza Blvd., Greenwood Village, CO 80111 r 720 200 0630 F 720 200 . 0631 � • • One of the neighbors indicated again they were concerned about the loss of their mountain views and shared a photograph taken from their deck which was a winter photograph which showed a more open view as the trees were not in bloom. Eidos shared that they will attempt to be very sensitive about the impact of the neighbors views and ask permission to walk their property edges and film their views so we will be able to implement the design into the actual visual condition to confirm how the building, if any, will affect their mountain view. . One neighbor suggested that the church higher traffic personnel to direct people exiting the property to control congestion onto Seton Street. • One neighbor asked about the process for approvals through the City of Ft. Collins. Eidos responded indicating that as the design is developed the project will be going through a design review process with the Planning Department which needs to be approved prior to beginning construction. The same person then asked what the zoning was in the area. Eidos responded identifying the zone as low density, single famiiy housing, which a church is a compatible use in that zone district. Therefore, rezoning will not be required and there will not be any changes to the use of the building which will be primarily for worship, fellowship gatherings and religious education. . One neighbor asked if the church would be adding additional parking ff the seating capacity is increased. Eidos responded indicating that there is a desire to add additional parking and as part of the design process, we will not only be lo�king for additional parking but more efficient use of the existing parking lot that has already been built. • One neighbor suggested that part of the reason that people are cutting through the parking lot as well as exiting after Sunday Mass onto Seton Street is the length of the light at the south end of the site which is South Ridge Boulevard. Perhaps some compromise can be coordinated with the City of Ft. Collins to shorten the light which will encaurage people to stay on the street as opposed to cutting through the church's property.
