There are a couple of other small trees that might be considered where the
Western River Birch are shown on the plans. Please contact the City Forester
for more information on these trees or to view some local examples.
1. Sucker Punch Chokecherry is a newly released cultivar that has summer
purple foliage and does not produce suckers. It's being grown as a single stem
tree.
2. Rocky Mountain Glow Bigtooth maple is a western native that is listed as a
25 foot height and 15 foot spread.
Western River Birch is an adaptable, native plant. It is very spreading and is
listed as 15-20 height and 15-20 feet wide. Typically it will have 8-15 stems.

242, 264, and 272 N. College Avenue, were reviewed in March 2016 to
determine individual eligibility for designation, and all have been determined not
eligible.

11/08/2016: This project has the potential to affect several properties that are
designated, on the National Register of Historic Places and on the Colorado
Register of Historic Properties, as well as Fort Collins Landmarks. The area of
adjacency would include the Pine Street buildings between Walnut and
Jefferson Street and the Northern Hotel, all which are within the designated Old
Town Historic District. Therefore the project would be reviewed for compliance
with LUC Section 3.4.7, Historic and Cultural Resources.

pertaining to use of the dominant building material of historic structures as the
primary material for new construction (in this case, brick); and (F)(4), which

neighborhood focal points.

11/08/2016: The east elevation of the container shown on the east side of the
project will face the Pine Street historic buildings and ideally should be treated
as another farade, rather than as a rear elevation, in terms of exterior finishes.
What can be seen from the vantage point of Pine Street and Old Firehouse
Alley is important in terms of impact on the character of the Old Town District.
This may require further discussion with historic preservation staff to explore the
options that would mitigate the quantity of steel/metal shown in the current plans.

11/08/2016: On the south building, the use of brick is advantageous in terms of
compliance with 3.4.7(F)(3)--primary building materials. While color
compatibility is not specifically required in this section, it can help to provide
visual ties to important adjacent historic buildings, e.g. the use of white in this
area would provide a strong tie to the Northern Hotel.

11/08/2016: To receive a recommendation to the decision maker regarding the
project's compliance with section 3.4.7 of the Land Use Code, the CDNS
Director may issue a written determination that the plans would not have a
significant impact on the historic area of adjacency. Otherwise, if some impact
must be considered, the project should proceed to the Landmark Preservation
Commission for the recommendation. Please contact historic preservation staff
to set up a brief ineeting to clarify the above comments and determine the next
steps regarding this required recommendation.

PFA has not been able to evaluate a vehicle turning movement for the various
options of entering and exiting the alley.

As follow up to the staff meeting on 1/4/17, PFA needs the project team to
consider the issue of wayfinding and addressing. The creation of a pedestrian
plaza with a College address will lead to increased traffic obstructions on a
major arterial with regard to emergency response. PFA does not allow fire
access from College Ave and an alternative method for access and staging is
needed. The question of fire apparatus staging during calls is also in question.
A follow up discussion on naming the alley is recommended.

Carried Over: January 4, 2017: There are two fixtures, designated in the

not specified. Please specify as not exceeding 3,OOOK. And, I'm not seeing
where there is a time where lights will either be dimmed or turned off. With the
extent of cafe lighting, these parameters need to be set.
