STREETS VARIANCE REQUEST - MINIMUM K-VALUE FOR VERTICAL CURVES CRITERIA
NORTHERN PROJECT #1971-001
City staff:
The following is an official variance request to Section 7.4.B.4 in Larimer County Urban Area Street Standards
(LUCASS) that states “K-values for design shall conform to Table 7-3” for Collector Streets. General information
about the project is presented below and detailed information about the nature of this request follows.
General Information
The project site is located along N Mason Street in between Hickory Street and Hibdon Court in Fort Collins.
The site is currently vacant with an interim N Mason Street alignment and road section. The proposed
development will include a regional detention pond, 2 lots for future commercial development and the
ultimate N Mason Street alignment.
Variance Description
The criteria in question is Section 7.4.B.4 of LCUASS and the K-values for a vertical curve in a Collector Street
(40mph design = 44(crest) and 64(sag)). This variance request is to allow the Mason Street Infrastructure
project to reduce the minimum K-values for N Mason Street from ‘Minor Collector’ to meet the ‘industrial
local’ required K-values (30mph design = 19(crest) and 37(sag)). See the attached exhibit showing the
locations of the vertical curves with the requested modifications.
Justification
This project will construct the ultimate alignment of N Mason Street and the Hickory Regional Detention
Pond. Due to the City planned high water elevation for the regional pond the adjacent N Mason Street and
surrounding future developments need to be raised in elevation to allow for water treatment and
conveyance to the regional pond. The raised elevation in Mason Street will also allow for adequate cover
over proposed storm and sanitary sewer. The vertical curve requirements and K-values for the ‘Collector
Street’ limit the elevation change on N Mason Street and the required elevations cannot be met due to the
tie-in elevations along the south property and Hibdon Court. The reduced K-values will allow N Mason
Street to meet the needed elevations through this property to improve drainage to the regional pond and
utility cover. This section of N Mason will have a reduced posted speed limit of 25mph(30mph design) which
will meet the criteria for the reduced K-values. These reduced speeds and cross-section will prevent any
excess speeds along this alignment and maintain driver safety and control through the vertical curves.
This variance requested in this letter will not be detrimental to public health, safety, or welfare. The
variance will help optimize drainage and provide needed cover on utilities while maintaining driver safety
with the reduced speed limit. The requested variance will not have an adverse impact on the City’s capital
and maintenance costs, nor are they expected to reduce the design life of the roadway improvements.
