05/07/2018: Based upon the proposed driveway exhibit submitted on 5/3/18, it
appears that the proposed driveway Iocation meets both the spacing criteria
from Sunglow Ct. and the min./max. width criteria. It could not be determined if
the proposed driveway location meets LCUASS Section 9.2.5.0 for driveway
offset from the existing driveways on the north side of Rock Creek (min. 30' or
directly across). Sufficient information needs to be included on the
revised/amended utility plans to make this determination. If the proposed
location does not meet the LCUASS criteria, then a formal variance will need to
be approved. If this is the case, please coordinate with Engineering
Development Review staff as to format, content, etc. of the variance request.
The information provided previously was not adequate.
Engineering would prefer that the applicant explore all site layout options to
allow Lot 1 to access Sunglow Ct., as was previously approved for this filing. I�
it is determined that the proposed configuration is unable to utilize an access to
Sunglow Ct., then a shared direct access to Rock Creek Dr. would be
considered. An access to Rock Creek Dr. would have to meet all applicable

Larimer Countyan Area Street Standards (LCUASS) for I�n, spacing,
width, etc. Specifically refer to Chapters 7 and 9 for detailed criteria. Variance
requests will need to be submitted to Engineering for review and approval.

Revised/amended Sunrise Ridge 2nd Filing utility plans will need to be
submitted for review and approval by the City as part of this project. Utility plans
will need to show existing and proposed driveway locations, existing curb and
gutter removals, driveway details, etc., as well as any other public improvements
proposed/required with this project (stormwater, etc.). It appears that sheets
G1, U1, ST1, W1, R1, DR1 and D1 will need to be revised and submitted for
approval.

review.
If an access is going to be approved to Rock Creek Dr., the existing
Development Agreement (DA) will need to be amended. Currently, the
approved DA specifically prohibits driveway access to Rock Creek Dr.

04/09/2018: LANDSCAPE PLAN: Please replace the 9 Patmore Ash trees
with a non-ash species. The City does not allow the planting of new ash trees as
they are vulnerable to a future emerald ash borer infestation.

Patmore Ash still appears on the second round of submittals. Please remove
this species entirely from the landscape plans and replace with alternative
species such as Kentucky Coffeetree or Hackberry in place of the proposed
Ash. Redlines can be provided.
4/9/2018:
Thank you for providing the approved landscape plan from 2006. Since then,
the City of Fort Collins is not allowing any Ash species to be planted within City
Limits and especially not on City right-of-way. The invasive pest, Emerald Ash
Borer, will eventually reach Fort Collins and kill all untreated Ash trees. In an
effort to diversify the urban forest as well as to prevent the removal of more Ash
trees, please do not plant Fraxinus pennsylvanica as a part of this development.
Please plant an alternative species such as Kentucky Coffeetree or Hackberry
in place of the (9) proposed Ash.

05/07/2018: Please eliminate the furthest south tree along Strauss Cabin Rd to
accommodate the streetlight/ tree spacing requirements. Light and Power
requires a 40 feet separation on both sides of the light between canopy trees
and streetlights. A 15' separation on both sides of the light is required between
ornamental trees and streetlights.

The applicant is still working on the Rock Creek access and will address the
units accordingly. The address may be required to be posted on two sides of
the residence to assist with prompt emergency response

The address for each residence shall be clearly visible from the street. If a
residence has access directly onto Rock Creek but is addressed off Sunglow
Ct it shall have to full address posted on both elevations. Code language
follows:
IFC 505.1: New and existing buildings shall have approved address numbers,
building numbers or approved building identification placed in a position that is
plainly legible, visible from the street or road fronting the property, and posted
with a minimum of eight-inch numerals on a contrasting background.
> IFC 505.1.8: Buildings that are addressed on one street, but are accessible

03/26/2018: The building locations proposed on the site plan encroach into the
setback adjacent to Tract A. This tract contains public stormsewer and
encroaching into this tract will not be acceptable. Please note that fences,
window wells, enhanced landscaping, etc. are not allowable in this 20' tract
between lots 1 and 2.

03/26/2018: The increased density proposed will increase the amount of
impervious area on each lot compared to what was originally planned and
approved. Please show how this increase affects the drainage design for this
subdivision including how water quality and detention volumes are affected as
well as capacities for proposed swales. Is there adequate conveyance capacity
and will detention pond modifications be warranted?

conformance with the original plan. Even maintaining general conformance, the
grading plan will need to be altered to accommodate additional buildings.

04/12/2018: As this proposal is a major amendment, the site is required to
meet current City Code which includes requirements for Low Impact
Development (LID). These were not a consideration in the originally approved

05/01/2018: No erosion control materials received as part of this packet.
Please supply erosion control materials. *Repeat following comment*
03/30/2018: The site disturbs more than 10,000 sq. ft. and therefore Erosion
and Sediment Control Materials need to be submitted. The erosion control
requirements can be located in the Stormwater Design Criteria under the
Amendments of Volume 3 Chapter 7 Section 1.3.3. a copy of the erosion
control requirements can be found at www.fcgov.com/eroison. The Erosion
Control Materials will need to be submitted at time of the first round of FDP.
Erosion Control Materials that were accepted for this site prior were based off
the old standards, therefore Erosion and Sediment Control Materials need to be
reworked and updated to meet the current standards then resubmitted for
review. Based upon the area of disturbance, a State permit for discharge of
stormwater from construction activity will be required since the site is over an
acre and this will need to be pulled before Construction Activities begin. If you
