Comment Summary: Department: Engineering Development Review Contact: Katie Andrews, 970-221-6501, kandrews(afcgov.com Topic: General Comment Number: 1 Comment Originated: 03/19/2018 03/30/2018: Based on our staff review meeting discussion, please add additional ROW annexation for the full width of CR 38E in accordance with our standard annexation practice. Make sure to include the intersection area in this annexation. 03/19/2018: It appears that County Road 38 is not included in the annexation - this is in the growth management area so it seems like we'd be annexing this with this project. Is there a reason this has been excluded? This includes use of low-water-use plants and grasses in landscaping or re-landscaping and reducing bluegrass lawns as much as possible. Native plants and wildlife-friendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are also encouraged. See City of Fort Collins Natural Areas Department for guidance on native plants is: http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf or City of Fort Collins Plant List : https://www.fcgov.com/forestry/plant_list.pdf. Comment Number: 4 Comment Originated: 03/28/2018 03/28/2018: Applicant confirmed Molly Roche with City Forestry met them on site prior to assess trees. Remember to include a tree mitigation plan. Contact Ralph Zentz, Senior Urban Forester (970-221-6302 or rzentz@fcgov.com) with questions. Comment Number: 5 Comment Originated: 03/28/2018 03/28/2018: If tree removal is necessary, please include the following note on the tree mitigation plan and/or landscape plan, as appropriate: "NO TREES SHALL BE REMOVED DURING THE SONGBIRD NESTING SEASON (FEBRUARY 1 TO JULY 31) WITHOUT FIRST HAVING A PROFESSIONAL ECOLOGIST OR WILDLIFE BIOLOGIST COMPLETE A NESTING SURVEY TO IDENTIFY ANY ACTIVE NESTS EXISTING ON THE PROJECT SITE. THE SURVEY SHALL BE SENT TO THE CITY ENVIRONMENTAL PLANNER. IF ACTIVE NESTS ARE FOUND, THE CITY WILL COORDINATE WITH RELEVANT STATE AND FEDERAL REPRESENTATIVES TO DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE REMOVAL AND CONSTRUCTION APPLY." Comment Number: 6 Comment Originated: 03/28/2018 03/28/2018: In regard to lighting, especially LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. Site light sources shall be fully shielded and down-directional to minimize up-light, light spillage and glare [see LUC 3.2.4(D)(3)].
