The primary reason is that this property is not important as a potential component of this N-C district, according to the policies for N-C districts in City Plan. The NC designation at this location was never a particularly good fit with N-C policies, because of disconnections in surrounding existing industrial development that separates the shopping center from neighborhoods. Access to the property is highly constrained, and the designation would increase the feasibility of cross-access among adjacent properties.
