07/15/2015: Staff is prepared to support the request. The primary reason is that
this property is not important as a potential component of this N-C district, according
to the policies for N-C districts in City Plan.
The NC designation at this location was never a particularly good fit with N-C
policies, because of disconnections in surrounding existing industrial development
that separates the shopping center from neighborhoods.

07/15/2015: A second reason for staff support is that the extension of C-L uses can
be compatible with existing uses surrounding the land, which include industrial uses
and the rear service area of the abutting shopping center.
Access to the property is highly constrained, and the designation would increase the
feasibility of cross-access among adjacent properties.

07/14/2015: No comments on the re-zone. It is important to recognize that while
city staff will work with the applicant on options, a full movement access is not
guaranteed.
