Buffer Zone (NHBZ) between the development and the canal, with a standard
buffer for irrigation ditches of 50'. The NHBZ needs to be delineated on the site,
grading, utility, and landscape plans. And an Environmental Planner signature
line needs to be added to all utility plans that show the buffer.

determine if the existing landscaping within the buffer zone is incompatible with

02/17/2016: Thank you for providing a photometric plan with this PDP
submittal. Current plans do not appear to show light spillage into the delineated
50' natural habitat buffer zone; however, the photometric plan does not
accurately label the NHBZ. Please update to show the NHBZ line as on the site,
landscape and utility plans. With respect to lighting, the City of Fort Collins Land
Use Code, in Article 3.2.4(D)(6) requires that "natural areas and natural
features shall be protected from light spillage from off-site sources." Thus,
lighting from the buildings or other site amenities shall not spill over to the buffer
areas. In regard to LED light fixtures, cooler color temperatures are harsher at
night and cause more disruption to circadian rhythms for both humans and
wildlife. Please c�er a warmer color temperature (3000K)1�our LED light
fixtures. Please also consider fixtures with dimming capabilities so that light
levels can be adjusted as needed.
