A. Second Reading of Ordinance No. 103, 1997, Annexing Property Known as the Link-N-
Greens Annexation to the City of Fort Collins, Colorado.
B. Second Reading of Ordinance No. 104, 1997, Amending the Zoning District Map of the
Code of the City of Fort Collins and Classifying for Zoning Purposes the Property Included
in the Link-N-Greens Annexation to the City of Fort Collins, Colorado.
On July 1, 1997, Council unanimously adopted Resolution 97-9� Setting Forth Findings of Fact and
Determinations Regarding Link-N-Greens Annexation.
On July 1, 1997, Council also unanimously adopted Ordinance No. 103 and 104, 1997, which annex
and zone an enclave of approximately 2 acres of the Cache La Poudre River and adjacent bike trail,
located between Riverside and Lemay Avenue. The recommended zoning is C-C-R, Community
Commercial - Poudre River District.

This is an annexation and zoning of an enclave of approximately 2 acres of the Cache La Poudre
River and adjacent bike trail, located between Riverside and Lemay Avenue. The recommended
zoning is C-C-R, Community Commercial - Poudre River District.

BACKGROUND:
The Link-N-Greens 4th property is approximately 2 acres of the Cache La Poudre River and
adjacent bike trail, between Riverside and Lemay Avenue. It is located within the Fort Collins Urban
Growth Area (UGA). According to policies and agreements between the City of Fort Collins and
Larimer County, contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT

COLLINS URBAN GROWTH AREA, the City will agree to consider for annexation property m
the UGA when the property is eligible for annexation according to State law.
The surrounding zoning and land uses are as follows:
N: C-C-R; Link-N-Greens Golf Course
E: C-C-R and R-C; Link-N-Greens Golf Course, sewage treatment plant
S: R-C and R-D-R; sewage treatment plant, pickle factory
W: P-O-L; vacant
Enclave areas become eligible for annexation when they have been completely surrounded, for at
least three years, by properties that are within the City limits. The area to be annexed has been an
enclave for at least three yeazs and is therefore, eligible for annexation. The area became completely
surrounded through the following anneYations:
N: Link-N-Greens Annexation - October 30, 1987
S: East Lincoln Avenue 2nd Annexation - July 26, 1991
E: Lincoln-N-Greens Znd Annexation - April 15, 1988
W: East Lincoln Avenue 2nd Annexation - July 26, 1991
This area became eligible for involuntary annexation into the City on July 26, 1994. It was left out
of the previous Link-N-Greens annexations. This two-acre area is a stretch of the Cache La Poudre
River, south of the Linlc-N-Greens Golf Course. Annexation of this enclave is for housekeeping
purposes - when surrounding area were annexed, the plat boundaries did not match resulting in this
enclave.
The proposed zoning for this annexation is the C-C-R, Community Commercial - Poudre River
District. The C-C-R District is for downtown fringe areas in the Cache La Poudre River corridor.
A copy of the C-C-R zoning district is attached. The surrounding area is zoned C-C-R, R-C and P-
O-L. The proposed zonina is consistent with the City Structure Plan and is compatible with the
surrounding zoning.
FINDINGS OF FACT:
1. The annexation of this area is consistent with the policies and agreements between Larimer
County and the City of Fort Collins, as contained in the INTERGOVERNMENTAL
AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA.
2. The area meets all criteria included in State law to qualify for annexation by the City of Fort
Collins.
3. The recommended C-C-R, Community Commercial - Poudre River District is in
conformance with the City Structure Plan.
