PROJECT DESCRIPTION: Request to annex and zone approximately 16.8392 acres
located south of Lincoln Avenue, west of Lemay Avenue and north of the
Poudre River. The requested zoning is the RC, River Corridor, Zoning Dis-
trict.
RECOMMENDATION: Staff recommends approval of the annexation and zoning
request.
EXECUTIVE SUMMARY: This is a request to annex and zone approximately
16.8392 acres located south of Lincoln Avenue, west of Lemay Avenue and
north of the Poudre River. The requested zoning is the RC, River Corridor,
Zoning District. The property is presently developed as a part of the Link-
N-Greens Golf Course.

1. Background:
The applicants and owners, James P. and Ruth Alice Hoffman, have submltted
a written petition requesting annexation of approximately 16.8392 acres
located south of Lincoln Avenue, west of Lemay Avenue and north of the
Poudre River. The requested zoning is the RC, River Corridor, Zoning Dis-
trict. The property is presently developed as a part of the Link-N-Greens
Golf Course. The property owners have requested annexation in fulfillment
of a previous out-of-city utility agreement for sewer service to the Link-
N-Greens Golf Course which required annexation of the property once it
became eligible for annexation according to State law. This is a voluntary
annexation.
The property is located within the Fort Collins Urban Growth Area. Accord-
ing to policies and agreements between the City of Fort Collins and Larimer
County contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS
URBAN GROWTH AREA, the City will annex property in the UGA when the prop-
erty is eligible for annexation according to State law. The property gains
the required 1/6 contiguity to existing city limits from a common boundary
with the Link-N-Greens Annexation to the west, the Wastewater Treatment
Plant #1 Annexation to the south, and the Northeast Consolidated Annexation
to the north.

pliance with State law. The resolution also initiates the annexation pro-

lic hearing will be held regarding the readings of the ordinances annexing
and zoning the area. Public hearings and second readings of the ordinances
annex�ng and zoning the property will be considered by the City Council on
