Staff recommends approval of the annexation and zoning request. The
Planning and Zoning Board voted 7-0 to recommend approval of the annexation
and requested zoning.

6. Second Reading of Ordinance No. 150, 1987, Zoning Approximately 36.05
Acres, Known as the Link-N-Greens Annexation, into the RC, River
Corridor, Zoning District.
On October 6 after holding a hearing to make determinations and findings
concerning this annexation, Council adopted Resolution 87-134 setting forth
the findings. These Ordinances, which were adopted 5-0 on First Reading on
October 6, annex and zone approximately 36.05 acres, located south of
Lincoln Avenue and west of Lemay Avenue. The requested zoning is RC, River
Corridor. The property is presently used as a golf course.

This is a request to annex and zone approximately 36.05 acres, located
south of Lincoln Avenue and west of Lemay Avenue. The requested zoning is
RC, River Corridor. The property is presently used as a golf course.

BACKGROUND:
The applicant, Ms. Dorothy Whisler, is requesting annexation of
approximately 36.05 acres, located south of Lincoln Avenue and west of
Lemay Aver�ue. The property is presently used as a golf course. This is a
vo�untary�annexation.
The property is located within the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort Collins and
Larimer County contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT
COLLINS URBAN 6ROWTH AREA, the City will annex property in the UGA when the
property is eligible for annexation according to State law. The property
gains the required 1/6 contiguity to existing city limits from a common
boundary with the Buckingham Place Annexation (1906), East Lincoln Avenue
First Annexation (1973), and the Northeast Consolidated Annexation (1974).
The requested zoning for this annexation is the RC, River Corridor Zoning
District.
Zonina•
The requested zoning for this annexation is RC, River Corridor Zoning
Oistrict. The District was established as a recommendation of the Poudre
River Plan. Among the uses allowed are "recreational uses" under which the
Link-N-Greens golf course falls under.
Findings:
1) The annexation of this area is consistent with the policies and
agreements between Larimer County and the City of Fort Collins
contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN
GROWTH AREA.
2) The area meets all criteria included in State law to qualify for a
voluntary annexation by the City of Fort Collins.
3) On September 1, 1987, the Gity Council passed Resolution 87-111
initiating the annexation process for this property.
4) The requested RC, River Corridor Zoning District, is in conformance
with the policies of the City's Comprehensive Plan.
STAFF RECOMMENDATION
Staff recommends approval of the annexation and requested zoning.
PLANNING AND ZONING 60AR0 RECOMMENDATION
At their regular monthly meeting on August 24, 1987, the Planning and
Zoning Board voted 7-0 to recommend approval of the annexation and
requested zoning as part of the Board's Consent Agenda.

The purpose of this report is to satis.fy the requirements of CRS
31-12-108.5 which indicates a municipality shall prepare an annexation
impact report and file a copy of the report with the Boarr3 of County Com-
missioners governing the area proposed to be annexed. Attached to this
report are the following:
(aI) A map showing the present and proposed b�undaries of the City of
Fort Collins in the vicinity of the above referencec9 annexation. The pro-
posed boundaries of the City of Fort Collins are depicted by the Urban
Growth Area boundary as agreed to by the Larimer County Boa�i of Commis-
sioners and the Council of the City of Fort Collins and contai.ned in the
INTERGOVERNMEI�TTAL AGREEMEI�T.[' FOR THE FORT COLLINS URBAN GROWTH ARF,A. ( See
Exhibit A).
(aII) A map showing present streets, major water trunk lines, sewer
interceptors and outfalls, other utility lines and ditches, and the pro-
posed extension of such streets and utility lines in the vicinity of the
above referenced annexation. (See, Fort Collins Urban Growth Area Master
Street Plan for present and propaSed extension of streets; Water Master
Plan 1986 for present and proposed extension of water utility lines; Sewer
Master Plan 1986 for present and proposed extension of sewer utility lines;
and Exhibit B for other utility lines and ditches).
(aIII) A map showing the existing and proposed land use pattern of the
areas to be annexed as part of the above referenced annexation. (See Exhi-
bit C).
(b) There is no pre-annexation agreement between the petitioner and the
City of Fort Collins associated with the above referenced annexation. The
applicant was obligated to annex af ter receiving out-of-city sewer service
which required the property to annex at the City's request. A request was
made and an annexation petition filed by the applicant.
(c) The City of Fort Collins has already extend municipal services into
the area of the above referenced annexation. These municipal services are
financed from the City's General Fund.

(f) The applicant has developed approximately 36 acres of the area to
be annexed into a Par 3 golf course. There will be no residential units
developed on the property and, therefore, no impact on the school system.
