Staff recommends approval of the annexation and zoning request. The
Planning and Zoning Board voted 7-0 to recommend approval of the annexation
and requested zoning.

Acres, Known as the Link-N-Greens Annexation, into the RC, River
Corridor, Zoning District.
This is a request to annex and zone approximately 36.05 acres, located
south of Lincoln Avenue and west of Lemay Avenue. The requested zoning is
RC, River Corridor. The property is presently used as a golf course.

BACKGROUND:
The applicant, Ms. Dorothy Whisler, is requesting annexation of
approximately 36.05 acres, located south of Lincoln Avenue and west of
Lemay Avenue. The property is presently used as a golf course. This is a
voluntary annexation.
The property is located within the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort Collins and
Larimer County contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT
COLLINS URBAN GROWTH AREA, the City will annex property in the UGA when the
property is eligible for annexation according to State law. The property
gains the required 1/6 contiguity to existing city limits from a common
boundary with the Buckingham Place Annexation (1906), East Lincoln Avenue
First Annexation (1973), and the Northeast Consolidated Annexation (1974).
The requested Zoning for this annexation is the RC, River Corridor Zoning
District.
Zoninq:
The requested zoning for this annexation is RC, River Corridor Zoning
District. The District was established as a recommendation of the Poudre
River Plan. Among the uses allowed are "recreational uses" under which the
Link-N-Greens golf course falls under.
Findings:
1) The annexation of this area is consistent with the policies and
agreements between Larimer County and the City of Fort Collins
contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN
GROWTH AREA.
2) The area meets all criteria included in State law to qualify for a
voluntary annexation by the City of Fort Collins.
3) On September 1, 1987, the City Council passed Resolution 87-117
initiating the annexation process for this property.
4) The requested RC, River Corridor Zoning District, is in conformance
with the policies of the City's Comprehensive Plan.
STAFF RECOMMENDATION
Staff recommends approval of the annexation and requested zoning.
PLANNING AND ZONING BOARD RECOMMENDATION
At their regular monthly meeting on August 24, 1987, the Planning and
Zoning Board voted 7-0 to recommend approval of the annexation and
requested zoning as part of the Board's Consent Agenda.

RESOLUTION 87-134
OF TNE COUNCIL OF THE CITY OF FORT COLLINS
SETTING FORTH FINDINGS OF FACT AND DETERMINATIONS
REGARDING THE LINK-N-GREENS ANNEXATION
WHEREAS, annexation proceedings were heretofore initiated for property
to be known as the Link-N-Greens Annexation; and
WHEREAS, following Notice given as required by law, the City Council
has held a hearing on said Annexation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That the City Council hereby finds that the petition for
annexation complies with the provisions of Section 31-12-107, C.R.S.
Section 2. That the City Council. hereby finds that the requirements
of the applicable parts of Sections 31-12-104 and 31-12-105, C.R.S., have
been met.
Section 3. That the City Council further finds and determines that an
election pursuant to Section 31-12-107(2) or 31-12-112(1), C.R.S., is not
� required.
Section 4. That no additional terms and conditions are to be imposed
upon the area proposed to be annexed.
Section 5. That the City Council further finds that notice was given
and hearing was held regarding the annexation in accordance with Sections
31-12-108 and 31-12-109, C.R.S., as applicable.
Section 6. That the City Council concludes that the area proposed to
be annexed in the Link-N-Greens Annexation is eligible for annexation to
the City of Fort Collins and should be so annexed.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 6th day of October, A.D. 1987.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ANNEXING PROPERTY KNOWN AS THE
LINK-N-GREENS ANNEXATION
TO THE CITY OF FORT COLLINS, COLORADO
WHEREAS, Resolution 87-117, finding substantial compliance and
initiating annexation proceedings, has heretofore been adopted by the
Council of the City of Fort Collins; and
WHEREAS, the Council of the City of Fort Collins has found and
determined and does hereby find and determine that it is in the best
interests of the City of Fort Collins to annex said area to the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the following described property, to wit:

A tract of land situate in the Southeast 1/4 of Section 12,
Township 7 North, Range 69 West of the Sixth P.M., Larimer
County, Colorado, which considering the East line of the said
Southeast 1/4 as bearing S 00 05 03 W and with all bearings

lines, streets or any other services or utilities in connection with the
property hereby annexed except as may be provided by the ordinances of the
City of Fort Collins.

BEING AN ORDINANCE
AMENDING CHAPTER 29 OF THE CODE OF THE
CITY OF FORT COLLINS, COMMONLY KNOWN AS THE
ZONING ORDINANCE, AND CLASSIFYING FOR ZONING PURPOSES
THE PROPERTY INCLUDED IN THE LINK-N-GREENS ANNEXATION
TO THE CITY OF FORT COLLINS, COLORADO
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
Section 1. That the Zoning District Map adopted by Chapter 29 of the
Code of the City of Fort Collins be, and the same hereby is, changed and
amended by including the property known as the Link-N-Greens Annexation to
the City of Fort Collins, Colorado, in the "RC," River Corridor Zoning
District:
A tract of land situate in the Southeast 1/4 of Section 12,
Township 7 North, Range 69 West of the Sixth P.M., Larimer
County, Colorado, which considering the East line of the said

NOTICE is hereby given that, on October 6, 1987, at 6:30 p.m., or as
soon thereafter as the matter may come on for hearing in the Council
Chambers in the City Hall, 300 Laporte Avenue, Fort Collins, Colorado, the
Fort Collins City Council will hold a public hearing on the zoning of land
known as the Link-N-Greens Annexation.
The Link-N-Greens Annexation is described as follows:
