Comment Number: 2 04/25/2023: SUBMITTAL: As part of your resubmittal, you will respond to the comments provided in this letter. This letter is provided to you in Microsoft Word format. Please use this document to insert responses to each comment for your submittal, using a different font color. When replying to the comment letter please be detailed in your responses, as all comments should be thoroughly addressed. Comments requiring action should NOT have a response such as noted or acknowledged. You will need to provide references to specific project plans, pages, reports, or explanations of why comments have not been addressed [when applicable]. Comment Number: 3 1 04/25/2023: SUBMITTAL: Please follow the Electronic Submittal Requirements and File Naming Standards found at https://www.fcgov.com/developmentreview/files/electronic submittal requirements and file naming standards_v1_8 1 19.pdf?1566857888. File names should begin with the file type, followed by the project information, and round number. Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf File type acronyms maybe appropriate to avoid extremely long file names. Example: TIS for Traffic Impact Study, ECS for Ecological Characterization Study. Reach out to me if you would like a list of suggested names. *Please disregard any references to paper copies, flash drives, or CDs. Comment Number: 4 04/25/2023: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". When you are preparing to resubmit your plans, please notify me with an expected submittal date with as much advanced notice as possible. Comment Number: 7 04/25/2023: INFORMATION: ANY project that requires four or more rounds of review would be subject to an additional fee of $3,000.00. Comment Number: 8 04/25/2023: FOR FINAL APPROVAL: The Director shall issue a written decision to approve, approve with conditions, or deny the development application based on compliance with the standards referenced in Step 8 of the Common Development Review Procedures (Section 2.2.8). The written decision shall be mailed to the applicant, to any person who 2 provided comments during the comment period and to the abutting property owners and shall also be posted on the City's website at www.fcgov.com. Comment Number: 9 04/25/2023: FOR FINAL APPROVAL: If the project is approved by the Director, there is a twoweek appeal period from the date of the decision. The project is not able to be recorded until it is confirmed there are no appeals. Comment Number: 10 04/25/2023: FOR FINAL APPROVAL: All "For Final Approval / For Approval" comments need to be addressed and resolved prior to moving forward with the final documents and recording of this project. I will provide a recording checklist and process information when we are closer to this step. Department: Planning Services Contact: Kai Kleer, 9704164284, kkleer@fcgov.com Topic: General Comment Number: 1 04/25/2023 FOR APPROVAL: Thank you for the ILC. In reviewing the ILC the surveyor statement indicates that the improvements shown are entirely within the boundary of the site, however, it only indicates that it is only valid for use by Paulette Haley and not the City of Fort Collins. The original intent or the ILC request was to ensure that the existing site improvements are not built over exiting parcel boundaries or boundaries created by the plat. Please either update that ILC language to address this. The language has been updated as requested. Please see the updated Plat and Topographic Exhibit attached. Comment Number: 2 Staff is also concerned about the building to the east that is not represented on the ILC, can this be represented on the ILC to ensure the proposed property boundary is not being platted over the building? Please see updated Plat and Topographic Exhibit attached. Department: Engineering Development Review Contact: John Gerwel, jgerwel@fcgov.com Topic: General Comment Number: 1 04/19/2023: FOR FINAL APPROVAL: The alignment of Hull needs a 9foot utility easement. Utility Easements have been updated. Please see the updated Plat and Topographic Exhibit. Comment Number: 2 04/19/2023: FOR FINAL APPROVAL: Staff would like the alignment of Fisch/Swallow to be shifted down. See redlines. The alignment I marked up will allow the lot to the east of the 3 applicant's home to retain access, create a more acceptable spacing between Fisch and Hull, and it is more consistent with the City's Master Street Plan. Alignments have been updated. Please see the updated Plat and Topographic Exhibit. Comment Number: 3 04/24/2023: FOR FINAL APPROVAL: A consequence of the shifting of the Fisch/Swallow rightofway (ROW) dedication shifting to the south is that the lots to the east of the applicant's home will need access to the street network. So the existing portion of Fisch will have to dedicated as a public access easement. The plat can contain language (similar to that of a temporary turnaround) that can trigger the vacation of the easement, i.e. if Swallow road gets developed and that property has approved access to Swallow, then ROW is vacated. If and when that does happen, it is recommended that the applicant should still formerly request that the easement be vacated just to remove any subjectivity from any potential disputes in the future. This does not preclude the possible requirement of a study in the future, upon any subsequent development of the parcels that are being created with this subdivision. Thank you for your time. Comment Number: 2 04/23/2023: FOR INFORMATION: Access for the newly separated parcels must be taken off of a lower classified street adjacent to those parcels, and a direct access onto the arterial roadway (Taft Hill) will not be available. Access locations will more than likely be determined within the future development of that property and will need to meet the standards and guidelines within the Larimer County Urban Area Street Standards and the City of Fort Collins Land Use/Development Code. Not applicable at this time. If a building permit is later sought and the disturbance area would exceed 10,0000 square feet, then an Erosion and Sediment Control Plan would be required. A 20ft drainage easement will need to be dedicated to the channel for the lot split. A grading and utility plan will be needed to show that the drainage channel is fully contained within the easement. The direction of stormwater drainage on the attached topographic exhibit is indicated by arrows combined with elevation contours. Comment Number: 2 04/25/2023: FOR APPROVAL: It is unclear whether the northern lot drains to the southern lot or vice versa. A grading and utility plan will be need to be created to clarify the existing drainage patterns on the properties, which will help determine the required easements for the site. Please verify that the hydrant is within a utility easement. A combined grading/utility plan will be needed to verify the hydrant is contained fully within a utility easement.
