II. PRQTECT DESCRIPTION:
The property is an agricultural garcel with existing imp�ovgnents. The
applicant praposes to divide 33.18 acres into two sep�arate parcels of
10.587 acres and 21.6 acres creating a ne�w building site on the larger
parcel. The proposal lies adjacent t�o Cbunty Road 17 and 54 and nort.hwest
of Terry Lake. The Jackson Ditch runs through the property.
III. CON�ATIBILITY:
The surroimding p�operty is primarily residential with several parcels
ranging in size fran 4 to 14l1J acres. These parcels were created by
previous exei�rptions. Zfie proposed land division is adjacent to four
residential subdivisions with an average density of 1.5 du/ac.
IV. r'�,JOR QO�TCF�TS AND ISS[JES:
1. The proposed land division is consistent with the requirements for

Subdivision Resolution concerning zoning, nunber of lats, access;
water, and sanitation.
2. There is an existing single family residence and several outbuildings
on L�t 1 of this proposal. The use of all buildings must be properly
identified on the plat prior to recording.
3. The O�unty Health Departrneent states that Water arxi se�wer ap�pear
adequate for the existing impro�vanents on Lat l. L�t 2 is suitable
for a residential septic system. The Health Department has no
objections to the proposal if danestic �rater (separate tap) is
available to IAt 2.
4. Water service is avai.lable fran East Larimer Coimty Water District
via a 6-inch water line locate�i in Qounty Rraad 54. �he district
appraves the shared use of the existing water tap pravided the
property c�mership ranains the saane. However, the praposed land
division may result in separate ownership in the future. A separate
water tap must be obtained for Lot 2 and a letter nuist be suYmitted
from the water district verifying the availability of the additional
tap.
5. The Pbudre Fire Authority states that a 6-inch v�rater line is locateci
in QoLmty R�ad 54 north of the site. A fire hydrant irnust be
inStalled an this water line capable of providing a minisrn.4n 5fd�
G.P.M. at 20 PSI residual pressure.
Pla�s and collateral for the fire hydrant must be included in a
Subdivisian Improvanents Agreenent prior to final plat appro�val.
6. CoLmty �gineering 1)e�partmerit:
a. QoLmty Road 17 (North 5hields) and CoLmty R�ad 54 are classified
as major collectors and each require a t�ot�l right-of-way of
10H'. Provision must be ma�de with this plat for a half right-
of�ray of 50' along the frontage of each road.
b. The final plat must make provision for an access easemP.nt to Lot
2 fran Lot 1. Accesses on a major collector are limited to one
per 17fdfd' so the existing drive will prwide access to each lot
frcxn O�unty Road 17.
c. TPxms of the current draft of the Offsite Road Policy require
payment of a Street ?m�aact Fee arxi a Sec_,tion 2.8 Fee at building
pernlit stage for each lot. No fee will be collected for Lat 1
since a single faanily residence already exists.
The Street Impact Fee will be that fee in effect at the time of
application for building permit and will be used for capacity
improvements to the road systeqn in this area .
The Sec.�tion 2.8 Fee is this developer's proportionate share of

Section 2.8 Fee for Lot 2 is $2f�0 ar�l will be used only for

�imty Parks Department:
The Cotmty Parks Departsnent requests that the full Larimer County
Park Fee for the Fort Qollins U.G.A. be collectecl at the time of
building permit issuance for each dwelling �it o�nstructed. A riote
to this effect should be placeci on the final plat.
Public Service Ca�any has the following oannents:
There is an existirig privately owned gas line that parallels the
n�rth side of the driveway to the existing house at 35Q14 North
Shields Street and may cross the southeast oorner of proposed Lat 2.
If so, the final plat should deriicate a utility easement centereci on
this gas line where it crosses the oorner of proposed Lot 2.
The Jackson Ditch Qampany rights are as follows:
No buildings, fences, roads or any kind of structures within 20

No crossing of our ditch of any kind without a written contract

'Ihe City of Fbrt Qollins Planning Staff recannerrls approval with the
follawing aonditions:
a. Since North Shields and Cotmty Road 54 are both arterial streets
on the Master Street Plan. Staff reca�tends that the property
owner dedicate 2fd feet of rightrof�aay for each street.
b. City Planning Staff also reca�rr3s that the praperty owner
o�nstruct curb, gutter, sidewalk and paving impmvements along
their frontage and construct needed off-site impravanents to
HigY�aay 287 o�n Shields Street .
The �unty F�gineer has revieweci this request and recaitnerr3s payment
of fees in lieu of these off-site road impro�vs�ients.
11. Any new structure constructed on Lot 2 miust ca�ly with rec.�nmenda-
tions as o�ntained in the Soils R�eport furnished by applicant and on
file in the Planning Departntent. A note to this effect neast be

Residential Develapnents contained in the Larimer Ootmty Subdivision
Resolution concerning ninnber of lots created, zoriing, access, and
availability of utilities.

conditions as stated will nat adversely impact adjacent property, the
natural enviror�ent, or provision of services and transportation.
