The following is a discussion of the comments received after the previous submittal and
responses to each comment that was addressed by TST, Inc. Please note that those
comments addressed by Vaught-Frye will be noted by "V-F".
Planning:
Site grading for this site has changed substantially. New grading still includes
drainage along west property line. This grading is shown on Site and
Landscape plans, as well as grading and drainage plans.
2. In a phone conversation with Basil Hamdan, on May 18, 2000, Mr. Hamdan
stated that an update to the SWMM model would not be necessary until final
plans are submitted. Also please refer to the drainage report, section 3.2.1,
Detention Pond design for details. The approach taken at this preliminary
stage is conservative. New rainfall criteria have been used to design the pond,
and a SWMM model update will not increase required detention volume from
that used for design. Easements for drainage have been adjusted on the plat to
reflect current design.

b. Detention requirements have been calculated using 0.5 cfs/acre. Both
existing and proposed conditions have been run using the new rainfall
criteria. Conservatively, the volume required for detention is 7.3 ac-ft.
Refer to drainage report for explanation.
Refer to attached letter from Donald L. Dustin, dated November 23,
1999.
d. Refer to Stormwater comment 2b, Planning comment 2, and Drainage
Report.
Plat has been revised to show necessary easements.
f. Plans for aeration and water supply will be included in final design.
Permanent water surface elevation is shown on Preliminary Drainage
Plan. The Condo HOA will own the pond area and will be responsible
for its maintenance, except for the parcel on the northwest corner of
the intersection of Boardwalk and Lemay, which is not owned by the
applicant. The plat has been revised to show the pond area as a tract.
g. The grading and storm sewer layout are shown on the plans to indicate
how water will be conveyed across the southern part of the site. If the
City is interested in enclosing the system completely in pipe, that
portion of work on City property (in the Park) should be paid for by
the City.
h. A pipe is shown to convey water under the gate.
A swale/surface drainage system is shown on plans for conveying
drainage to the detention pond as in the historic case. A meeting was
held w/ Janet Meisel-Burns, Basil Hamdan, Mike Sollenburger and
Mark Anderson on January 20, 2000 to discuss park drainage issues.
The present drainage approach came from that meeting.
j. Finish Floor elevations are shown on the grading plan.

Dear Mark,
This letter is to update the comments made for the preliminary subm�ttal of The L.adge at
Miramant PUD dated October 22, 1999. Comment 3 indi�atec� that the City may war�t to
upsize the exisdng detention pond to prevent the pond from overtopping due to new
rainfal� criteria considerations. The City has analyzed the pond with the new rainfall
criteria using topographical information pr�vided by TST. The results of the analysis
show that the pond will not overtop in the 100-year event. Therefore, the City is no
longer interested in upsizing this pond. The pond will sti11 need to be expanded to meet
the needs of the proposed development (see comment 2 frorn 10/22/99}. Also, the
regional SWMM will need to be updated to show the proposed changes to the pond (see
comment I from 10/22/99). If you have any questions regarding this letter or the
