Since this is a eity Parks and Recreation project, we took the initiative to conduct public
hearings without the assistance of C�rrent Planning. Two public meetings were held in
June to solicit general comments from Fort Gollins citizens. These meetings were we�l-
publicized in the local media, held at The Fann, with a total of 25 people attending.
During July, we held our meetings to solicit eomments from the surrounding
neighl�orhood. For the first series of two meetings, 'invitations were mailed to a114(� �
addresses within 1/2 mile of our project. The list was split approximately in order to keep
the meetings to a more manageable size, and because the potential issues between the two
areas differed somewhat. A total of 41 people attended the two meetings. Two follow up
neighborhood meerings were held two weeks later to allow additional people to attend and
to respond to the comments voiced at the first two meetings. A f fth neighborhood me�ting
was held in late Augusr to share our revised plans (responding to continued eoncerns by
some neighbors). Detail on the concerns expressed by the neighbors is included in the
attached Statement of Planning Objectives, #8.
As an additional method of soliciting public comments, we also have had a web site up and
running since June, which includes detailed information about the proje�t and the proposed
design, with various means listed for providing eomments.
We have attached a list of names and addresses of all property owners within 1;000 feet of
our project, as requested in the submittal requirements. This amounts to about 120
addresses. Realize, however, that our solicitarion of public comment was more extensive
than that, resulting in about 400 addresses within a lh mile radius.

The City of Fort Collins Parks and Recreation Department is the applicant and the owner
of the project development plan. Jim Clark, Community Horticulturist with the City of
Fort Collins, is the project manager.

This item is not applicable to this project. Although we did have a conceptual review in
October of 1999, we were not assigned a planner sinee this was a Pazks and Recreation
project. Therefore, a conceptual review letter was not written or delivered to us.

The Community Hortieulture Center is a public/private partnership. The facility will be
city-owned and operated, and approximately $2.25 million in sales tax revenue has been
appropriated towards its construction, as part of the city's Building Community Choices
capital improvement program. The cost for the entire project, however, is significantly
more, estimated to be $7.5 million if it was built with convenfional labor and material
costs. We aze anticipating that the "out-of-pocket" expenses will be quit� a bit lower than
that, through in-kind donadons, discounts on plant and material purchases, and volunteer
labor, particularly with planting, Still_, we are anticipating that we will need to raise
several million dollars in grants, donations, and earned revenue before we will be able to
construct the entire project.
The first phase of construction, however, will occur immediately after receiving a building
permit, and will be funded with the city's $2.25 million, in addition to any private funds
secured by that time. At the minimum, with only the city's funding, we anticipate that the
first phase of construction will inelude the following: the main building, rough grading of
the enare site, relocation of the Sherwogd Lateral, the parking lot, the required length of
Rolland Moore Drive, gardens and landscaping immediately around the building and along
Centre Avenue, the irrigation infrastructure, preliminary restoration of the Spring Creek
conidor, temporary seeding of the future garden areas, the neighborhood park, the bike
trail, primary landseaping features such as walkways and paths, benches, lighting, etc.,
and artwork funded through Art in Publie Places. This first pYiase of construction is
expected to take approximately 8 months. The attached Phasing Diagrarn depicts this area.
Construction of the remaindec of the project will occur on a gazden by garden basis, as
private funds become available to establish them. It is our goal that the entire site will be
developed with the desired gardens and landscaping within 10 years.

j. Hazardous Materials Impact Analysis (4 copies):

k. Required environmental studies:
A Preble's Meadow Jumping Mouse Survey Report was required and Gonducted. A copy
of tha.t report is attached. No other formal environmental study was required. The City of
Fort Collins Natural Resource Department did conduct an informal assessment of the site.
