Good morning Pete,
This e-mail string is a forwarded e-mail I sent the developer's engineers regarding the drainage. These drainage
comments below, along with the traffic comments here, constitute our official comments.
1. CDOT has reviewed the Delich & Associates traffic study dated February 2018 and has no objections to the study.
CDOT agrees with the assessments found in the summary & in figure 12 that both a left turn deceleration lane for
southwest traffic and a right turn deceleration lane for northeast traffic are warranted.
A new access permit will be required for the Loaf n Jug for the access point onto the frontage road. CDOT will require
both of those auxiliary lanes be constructed at this time.
2. Region 4's materials engineering review for developer projects has increased to a higher level in 2018. It would be
wise for the developer to have a prescoping conversation with CDOT once this project is accepted by the City. It woulo
also be wise for the applicant to coordinate any design geotechnical work earlier in the process to mitigate slightly the
longer Region 4 materials review time.
3. Regarding the right-of-way request, the standard request for this road is 75' from Centerline. In this specific
circumstance though with multiple turn lanes being constructed on the east side of the frontage road, the request
changes to "75' from centerline or enough to construct the new lanes in CDOT right-of-way and maintain at least a 15'
swath for maintenance & drainage activities outside of the pavement.
4. Depending on the timeline of this development, there is a possibility that these construction activities may occur at
the same time as neighboring I-25 Design Build activities. Please pass along that CDOT's I-25 Design Build activities &
traffic control will take precedence over any 3rd party activities. CDOT reserves the right to require adjustment's to the
developer's construction schedule to more closely sync with our I-25 project. This coordination will happen before the
preconstruction meeting for the auxiliary lanes.

Good morning Cayla,
First off, my apologies at the delayed response. We have a computer virus for much of February and March which
delayed our day-to-day computer lives. I'm still in the process of digging out of all my unread e-mails. To answer your
questions:
1. Assuming we own that parcel, then in order to have your site drainage tie into our Frontage Road system drainage,
you will need to obtain a Utility/Special Use Permit from CDOT. I will need you to send in a CDOT Form #1233
application, along with:
1. Your drainage/construction plans for the area
2. A complete drainage report for our hydraulic engineers to review, showing that you are releasing into our system
at historical levels. If you do plan any rip rap the report will need to discuss the engineering behind your chosen rip rap
sizing.
3. An insurance certificate for the work meeting #2, 3, 6, B, & C on the requirement pages (Pages 3 and 4 of the
application)
4. Any traffic control plans for the work.
*I imagine there will be access permits for the turn lane construction into the site, so #3 and #4 may be identical to that
permit*.
If there is any other utility work for the parcel, we will issue a separate permit for the storm/drainage/grading. We try
not to co-mingle our permit types if possible.
Finally, the biggest item to point out is in regards to the permanency of your structure. CDOT cannot grant easements to
private entities in our ROW, nor would we want to. Any infrastructure installed in our right-of-way will obviously be
installed with a permit, which unfortunately means that CDOT reserves the right to request the Permittee to either
relocate or move the infrastructure in the future if we need our ROW back for any reason. This relocation/removal will
be on the Permittee's dime and it will be up to the Permittee's hydraulic engineers to determine how best to manage
the new drainage pattern without the relocated infrastructure.
If your client is not agreeable to these terms, I would strongly suggest not locating any physical utilities in our ROW.
Merely continue the historical flow rates instead from private property to roadway drainage.
Right now the turnaround time for a utility permit is currently 5-6 weeks.

We wanted to reach out to you regarding to a fuel station project we are currently working on adjacent to the
southbound offramp of I-25 at Hwy 392 on the Northwest corner (see attached). The existing conditions for this
site include drainage swales which surround the lot and facilitate drainage north to Fossil Creek. Our design for
this site drainage requires slight encroachment into the area just north of our property boundary in order to tie
into the existing swales. Is this area within your jurisdiction? If so, would you be able to provide insight into the
process that would be required for us to construct a storm sewer connection to the existing roadside ditch and an
overflow swale from our proposed detention pond? Would we need a utility/drainage easement for our
infrastructure? Is there anything else that may be required to make this work? Thank you for your help, and feel
