Please use this document to insert responses to each comment for your submittal, using a different font color. When replying to the comment letter please be detailed in your responses, as all comments should be thoroughly addressed. File names should begin with the file type, followed by the project information, and round number. Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf File type acronyms maybe appropriate to avoid extremely long file names. Example: TIS for Traffic Impact Study, ECS for Ecological Characterization Study. Reach out to me if you would like a list of suggested names. *Please disregard any references to paper copies, flash drives, or CDs. Comment Number: 4 12/29/2022: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Comment Number: 8 12/29/2022: FOR FINAL APPROVAL: The Director shall issue a written decision to approve, approve with conditions, or deny the development application based on compliance with the standards referenced in Step 8 of the Common Development Review Procedures (Section 2.2.8). The written decision shall be mailed to the applicant, to any person who provided comments during the comment period and to the abutting property owners and shall also be posted on the City's website at www.fcgov.com. The project is not able to be recorded until it is confirmed there are no appeals. 3 Comment Number: 10 12/29/2022: FOR FINAL APPROVAL: All "For Final Approval / For Approval" comments need to be addressed and resolved prior to moving forward with the final documents and recording of this project. I will provide a recording checklist and process information when we are closer to this step. Department: Historic Preservation Contact: Jim Bertolini, 970-416-4250, jbertolini@fcgov.com Topic: General Comment Number: 1 12/14/2022: NO HISTORIC REVIEW REQUIRED: This proposal does not require historic review because there are no designated historic resources on the site and the nature of the project does not impact any historic resources that may lie on the development site or within 200 feet of the site. Comment Number: 2 12/14/2022: INFORMATION ONLY: The main instructional building at 2540 Laporte Avenue (Mountain View School/District 10 School) was identified as Landmark-eligible in previous historic survey. Historic Preservation Services can supply documentation if needed by PSD for long-range planning and/or pursuit of historic preservation funding opportunities (designation would be required). 4 Department: Engineering Development Review Contact: John Gerwel, , jgerwel@fcgov.com Topic: General Comment Number: 1 12/21/2022: FOR APPROVAL: Laporte Avenue is a two lane arterial. LCUASS standards require 2-lane arterials to have 84 feet of right-of-way. This will require an additional 12 feet of ROW to be dedicated along the Laporte frontage. There are also 15 foot easements required to be dedicated beyond the additional 12 feet of ROW. Comment Number: 2 12/21/2022: FOR APPROVAL: Barton Drive will also need 9 foot utility easements dedicated beyond the ROW. The necessary ROW and utility easements have been added to the new plat document. Comment Number: 3 12/21/2022: FOR FUTURE DEVELOPMENT: The adjacent development - Sanctuary on the Green intends to add in detached sidewalks with parkways along Barton and Laporte. Any development on these parcels would need to tie in to those designs. Comment Number: 2 12/29/2022: QUESTION: With the platting of the property, will standard utility easements be placed along LaPorte Ave. and along both sides of Barton Drive? Prior to any development, or issuance of any building permits, a detailed grading plan and drainage memorandum prepared by a professional engineer licensed in the state of Colorado will be required. The fire hydrant and water main will need to be located on a utility plan and have an easement dedicated to the city on both the plat and utility plan. The fire hydrant and water main were located and included in an easement on the plat and utility plan. Department: Outside Agencies Contact: Megan Harrity, Larimer County Office of the Assessor, mharrity@larimer.org Topic: General Comment Number: 1 12/29/2022: FOR APPROVAL: This subdivision has different taxing districts for each parcel. We won't create one new parcel until both parcels are in the same taxing district. 9709200910 is in tax district 1115 9709103926 is in tax district 1110 Parcel 9709103926 is included in the Sunset Water District. Parcel 9709103926 is not. They will have to be in all of the same taxing districts to create one new parcel. Please let me know if you have any questions, Thank you. After discussion with Sunset Water District, it was found that the tax district for parcel 9709200910 had been incorrectly recorded. This issue has been addressed and both parcels are now in the same tax district.
