Western Environment and Ecology, Inc. Project Number 737-001-01. Dear Mr. More: In accordance with your request, and the comments presented by the City of Fort Collins Environmental Planning Department, Western Environment and Ecology, Inc. (Western Environment) is pleased to provide you with the following Ecological Characterization Study for the above referenced properties in Fort Collins, Colorado. The subject property consists of two separate parcels located northwest of the intersection of South Mason Street and West Harmony Road (Figure 2). The Max Bus Rapid Transit Service and the Burlington Northern Sante Fe (BNSF) divide the properties. The eastern property (224 West Hartnony) is surrounded by commercial properties, including car dealerships, restaurants and shopping centers. The Mason Trail, the New Mercer Ditch, and single family residences occur directly west of the western property (225 West Harmony). On March 16`", 2017, Western Environment spoke with Ms. Stephanie Blochowiak of the City of Fort Collins. Ms. Blochowiak indicated that a ECS is required by the Fort Collins Land Use Code due to proximity of the subject parcels to New Mercer Ditch. However, due to the existing infrastructure on the western parcel (several storaDe buildings) and the infrastructure between the parcel and the Ditch (the Mason Trail) an abbreviated ECS would be appropriate. On March 16�', 2017, Western Environment surveyed the subject properties (see attached photographs) to evaluate and delineate the edge of the New Mercer Ditch. Western Environment marked the Ordinary High Water Mark and the Top of Bank of the Ditch, and then measured the distance from these marks to the western parcel boundary (Figure 3). The distance from the Ordinary High Water Mark to the parcel boundary was approximately 50 feet. The distance from the Top of Bank of the Ditch to the parcel boundary was approximately 40 feet. Review of the Larimer County Assessor records indicate that the storage buildings and barbed wire fencing located on the property comprise the western parcel boundary. During the inspection native grasses and birch saplings dominated the areas directly east and west of the Mason Trail. Only a small area at the southern end of the property near West Harmony Road contained gravel. Also, during the survey the native grasses and standing water within the New Mercer Ditch and Mason Trail corridor appear to provide access and habitat to local wildlife including ducks, coyotes and racoons. Additionally, no nests were observed within trees along the corridor. The City of Fort Collins, requested recommendations for enhancing natural features and aesthetic along this portion of the Mason Trail Corridor. Western Environment would recommend utilizing native, hardy, low water use plants and grasses. Due to the existing presence of native gasses along the between the western parcel boundary and the New Mercer Ditch, and the presence of buildings along the project boundary, the addition of new plants and grasses would be constrained to the permission of the New Mercer Ditch Company, which owns the land along Mason Trail Corridor. Since the addition of new vegetation or enhancement of existing vegetation may not be an option along the western parcel, Western Environment, would recommend the potential use of aesthetic and wildlife-friendly landscaping on the eastern parcel.
