It is not clear if this is an internal City matter or you want to discuss with our Construction Team. 10/25/2017: The street patching information shows three street cuts within a 75 foot distance which would require an expanded street cut to encompass all three cuts. In general the patching shown on the plans cannot be solidified at this time, pending more design information on how the proposal implements the commercial local standard and how the patching then aligns with parking, bikelanes and/or travel lanes. The spacing of street cuts has been changed to have fewer cuts and the cuts more continous in area. This was addressed p�ev�cusly. 05/23/2017: The services (sanitary and water) that serve the 2 story apartment building need to run perpendicular to the street. Also, note that the patching shown on the cross slopes would need to encompass the entire bikelane, however the patching shown on C2.0 is generally wider than the bikelane. Cross slopes that meet current City requirements for the new work are provided. The areas of the attached parking areas and bike lane are fully new pavement and are not patch sections. There is a gas line that runs through the right-of-way that is of concern to the street trees. I contacted Marc Virata in Engineering to clarify if this gas line is proposed or existing as well as the tree separation distance required. Comment Number: 7 3/26/2018: Comment Originated: 05/26/2017 Continued: Thank you for using Kentucky Coffeetree in place of Honeylocust and making several changes. 4 City Forestry doe�ot advise planting Black Walnut because t�are susceptible to Thousand Cankers Disease. Most Black Walnut trees in the area are in rapid decline from this disease. Please plant additional Catalpa or incorporate Accolade Elm in place of the Black Walnuts. The Black Walnut trees have been removed from the design. I had one in my yard that died this year. Please indicate Thornless Cockspur Hawthorn (Crategus crusgalli `Inermis') in the plant schedule. City Forestry would like the applicant to consider the use of Kentucky Coffeetree °�Espresso" in place of the proposed Honeylocust on the project. We are reaching a maximum species diversity of Honeylocust in Fort Collins and would like to begin incorporating alternative species in their place. This change has been made. The remauning Honeylocust are all existing. 05/26/2017: Tree Selection - Please replace American Linden with Kentucky Coffeetree or Catalpa. - Amur Chokecherry has poor survivability in Fort Collins. City Forestry has experienced early decline and sun scalding that usually results with premature removal/replacement. Forestry recommends using Gamble Oak in the dryland detention area and possibly Red Barron Crabapple for the two Chokecherry close to the Gas-O-Mat. - The conifers shown between the walk on Vine are close to the proposed street trees. This area will be heavily shaded as the street trees grow and mature. - Forestry recommends changing Limber Pine to either Rocky Mountain Juniper or Blue Spruce. - The two proposed pinyon pines and limber pines in the section along Shields on the west side of the building will not thrive due to heavy shading overtime as canopy shade trees mature. Please evaluate changing to a more shade tolerant species, such as Colorado Blue Spruce, and adding a couple more trees in this area. These char;ges have been incarpora?e�u into the P?�r�s. Comment Number: 9 3/26/2018: Continued: Comment Originated: 10/23/2017 The symbols are still a little unclear. To clarify which trees are existing on the landscape plans (sheet SP3.1), please say "EXISTING TREE TO REMAIN" followed by the species abbreviation. Omit displaying mitigation values for these existing trees as they will not require any mitigation. In the landscape schedule, please do not include existing trees because it might confuse the landscape contractor about the number of trees they are to purchase/plant on-site. Becaus�iu show the existing trees to remain on S�in the tree inventory table, this information is already provided and does not need to be shown in the plant schedule. These changes have been incorporated into the various landscape pages. 10/23/2017: Please use a distinct symbol for existing trees on-site and trees to remain. This symbol should differ from new plantings. City Forestry suggests using a lighter shade for the symbol to increase distinction between existing and proposed landscaping. However, I oniy counted 22 mitigation trees. There is one existing tree labeled as mitigation tree, but unfortunately, this will not count towards your total required mitigation number. Please add one more mitigation tree to the plan and update the landscape schedule accordingly. This change has been made. 10/23/2017: In place of "X" and for additional clarity, please label all mitigation trees with a bolded and capitalized "M" on both the landscape plans and landscape schedule. These changes have been made. Comment Number: 11 3/26/2018: Comment Originated: 10/23/2017 Continued: Thank you for providing the Minimum Species Diversity percentages in the landscape schedule. Please remove existing trees from the landscape schedule as they should not be included in the new species diversity. In addition, please provide the total plant count for each category. For example, there are 24 deciduous trees, 23 ornamental trees, and 23 coniferous. The species percentage should derive from the total number of trees (70 trees). Since there are greater than 60 trees on-site, no more than 15% of one species shall be planted. Please adjust the species diversity so that calculation uses the total number of trees on-site (70). For example, there are 5 Kentucky Coffeetree proposed out of 70 total trees. The diversity percentage for Kentucky Coffeetree equals � 7%. The required distance between street trees is 30-40 feet. Please adjust spacing to meet. In addition, the Cottonwoods are spaced at 20 feet. These are very large maturing shade trees that should be spaced, at minimum, 30 feet apart to allow for proper growth. Alignment of trees has been provided. For the purposes of this section, fire access cannot be measured from an arterial road (Shields) and a fire lane will be required on the property. Any fire lane on private property shall be dedicated as an Emergency Access Easement (EAE) and be labeled as such on future plans. The existing hammerhead easement currently indicated for the cell tower is not labeled as an Emergency Access Easement. Dedication of an EAE for cell tower access was required to be dedicated in conjunction with construction of the cell tower. As it relates to the overall site plan, this easement does not provide access to the entire site as defined by code. An Emergency Access Easement will need to be updates so as to serve the entire facility and be dedicated with the replat.
