LAND USE DATA: Request to re-develop three parcels generally located at the northwest comer of North Shields Street and Vine Drive (but excluding the gas station). Combined, the parcels contain approximately four acres. As proposed, there would be six buildings. The two buildings that front on Shields would be devoted to retail. Two buildings that front on Vine would be devoted to multi-tenant light industrial space for small workshops. The remaining two buildings, located within the interior of the site, would be enclosed mini-storage. The existing two buildings would be demolished. The parcels were annexed as the Snyder and Rein Annexations. The Arthur Ditch forms the�northeast boundary. COMMENTS: 1. The site is zoned GL, Limited Commercial. The proposed land uses are defined as Retail, Light !n�ustrial an� �nclosed !��lini-stora�e. A!#ho�gh Retail and Enclosed Mini-Storage are permitted subjer,t to Administrative (Type One) review, Light Industrial is permitted but subject to Planning and Zoning Board (Type Two) review. Therefore, the entire project would require a Type Two review process. This includes a neighborhood information meeting. 2. The C-L zone includes land use standards for non-residential development. Ptease refer to Sec;tion 4.24(D)(2). These standards require street-facing building. elevations to be attractive and not include loading docks, service bays and garage doors. Draining into the Arthur ditch would require a variance and Imgation Company approval, since the use of irrigation ditches for drainage is normally prohibited. � �v 20. Since the site plan indicates there will be an incFease in imperviousness greater than 5,000 square feet, onsite detention is required with a 2-year historic release rate for water quanfity. Parking fot detenfion for water quantity is allowed as long as it is not deeper than one foot. 21. Water quality treatment is also required as described in the Urban Storm Drainage Criteria Manual, Volume 3— Best Management Practices (BMPs). For stormwater conveyance, be sure to use bio-swales versus storm sewers wherever possible. Areas to be enhanced with new vegetation should feature nafive species. Forfurther information, please contact Dana Leavitt, 221-6�750. � .., 24. All buildings must be within 300 feet of a fire hydrant capable of delivering a minimum of 1,500 gallons per minute. The existing hydrant at the southwest comer of Shields and Vine is not considered to be in compliance since it is located across an arterial sfreet, unless the proposed buildings are equipped with an automatic fire extinguishing system. All buildings must be served by a designated unobstrucfed fire lane that is a minimum of 20 feet wide. Tuming radii must be a minimum of 25 feet inside and 50 feet outside. If replatting, the fire lane shall be dedicated on the replat as an Emergency Access Easement. If not re- platting, then the fire lane must be dedicaied by separate legal document. For the buildings that exceed 5,000 square feet, fire separation walls are required or the buildings must be sprinklered. Addresses must be visible from the street that provides primary access.
