While I agree that CSU needs to build more housing to accommodate their students's needs, it shouldn't be in a neighborhood that has traditionally only had buildings no taller than 3 stories. Even the name 'The Hub On Campus' doesn't reflect the true location of this development since this address, 1427 W. Elizabeth St. is not 'on' the CSU campus. Please.don't allow a 5 story building at this location. Please scale back the plans to something more in line with what the neighborhood looks like. I'm concerned if this development is allowed as it is proposed,the future of west Fort Collins will be all about students's needs and not anyone else. Unfortunately, I will have surgery that morning and am unabl.e to attend. However,we I.ive o.ff of W. Elizabeth near this property and I em v.ery concerned.a6out increa.sed traffic and pollution if the plan goes through. Here are my.points: 1. Excessive traffic on Elizabeth without the infrastructure to handle it.There are a multitude of pedestrians and bikes from CSl1,cars, a.nd a two lane road with little space for leeway.This is also a bus route which also crea#es a challenge: Adding several hundred ca_rs to this area is a danger to pedestrians and an inconvenience to all: 2.At Overland and E.lizabeth,the intersection is a traffic nightmare. If you look at the road there,the city has the equivalent of 4 lanes of traffic; people,bikes, and lanes of cars,without a roundabout, light,orANY traffic plan. Drive by one day,and good luck crossing on foot,via bike,or turning left/going straight in your car. It's virtually impossible when the weather is good or it's rush hour. I have personally witnessed 3 accidents in the past 3 months at that intersection. This is approximately 1/2 mike from where the city is proposing this property expansion. 3. Parking.There isn't any on Elizabeth and/or in the parking lots near by.Where are all of those cars going to park? 4. It is clearly a poor idea to jam over 350 people in this proposed space. The existing daily traffic volume along West Elizabeth east of Constitution is 15,500 vehicles per day. The total new traffic from The Union is anticipated to be 1,200 vehicles per day,with between 400 and 800 vehicles per day added to West Elizabeth(depending on location). The total new trafficfor The Hub is anticipated to be 2,200 vehicles per day with about 1,100 vehicles per day added to any one section of roadway along West Elizabeth. The total daily increase in volume along West Elizabeth with both developments fully built is abouf a 12%o increase in traffic: b.With.possible new construction and sale of property at John XXIII Catholic Church is it anticipated there will be more student housing on University 8freet?It is possible but we haye not seen a development application yet for this area. c, Might there be increased fraffic load on east-west side streets between Etizabeth and Springfield connecting City Park and Shields if auto drivers choose to avoid congestion on Elizabeth?It is possible,yes.There has been some traffic calming installed on side streets in th.e area including Bennet,Springfield and Westward to discourage cut-through traffic. d. I think it would be useful to have addit' al traffic calming devices..These could include� 1.Traffic signs stating"congested area�d"as automobiles enter the area. 2, Flashing electronic signs to indicate w n d�ivers are oVer the limit. 3. Pedestrian walk lights that give two or three advance seconds for pedestrians before automobile traffic begins.These a.re already in place at the intersection of Elizabeth with ConstitutioNRlum. We appreciate the suggestions. As the area re-develops and traffic patterns change,City Traffic Opecations will continue to monitor ope�ations and safety,and implement changes when appropriafe. This could include radar feedback signs for speed (already in place on West Elizabeth west of Taft Hill),additional neighborhood calming m.itigation,and leading pedestrian intervals(LPIs)at intersections. First,the numbers for The State (Exhibit A,Paeket page 518)do not inelude the significant number of cars from The State that park along Johnson Dr and Spring Park Dr. This statement is based on my personal observations riding down Spring Park Dr and Johnson Dr at 5:45 AM on work days. During the August break there are mornings when there are zero cars parked along Spring Park Dr and the density along Johnson Dr is minimal compared to the situation on mornings when CSU is in session. Those cars are not coming from any place besides The State. Until an estimate of the number of these cars is included in Exhibit A,the city cannot assess the potential for"spillover" from not requiring adequate parking for the Johnson Drive Apartments (see LUC section 3.2.2 (K) (1) (a)2 b"....together with the proposed plan's compatibility with surrounding neighborhoods in terms of potential spillover parking.") Of the properties listed in Exhibit A, The State is the only property that is releyant; the others are in a location of town with different parking dynamics. The statement on page 509; itetn 4 (Neighborhood Meeting)"...had issues with parking..." is misleading. The State has issues with park.ing and they negatively impact the neighborhood. Just ask Spring Creek School and Fort Collins Muffler and Automotive; I doubt they have changed their attitude from when I discussed the issue with them. _ _ Related to the issue of whether the Johnson Drive Apartments will provide enough parking for residents with ears is the question of added cost. The State charges for parking on site,thus incentivizing cost conscious residents to park along Johnson Dr and Spring Park Dr. Will the Johnson Drive Apartments have a similar policy of charging for parking on site? I commend the city for stating"The north side of Johnson Drive will likely be restricted to 2 hours in order to provide parking opportunities for Creekside Park.". The"likely" should be taken out and restricted 2 hour parking should be part of the PDP. In summary the City needs to do more to evaluate whether adequate parking spaces will be provided by the Johnson Drive Apartments so there is no spillover.
