We are in receipt of the Notice of Public Hearing on December 21, 2017 for Project
Development Plan approval for mixed use planned surface development filed by Core
Fort Collins 1415 Elizabeth, LLC, on property located at 1415-1427 Elizabeth St, Fort
Collins, CO 80521. Our records indicate that CoBank, FCB f/k/a U.S. AgBank, FCB f/k/a
Farm Credit Bank of Wichita owns 50% of the mineral estate in NWSE, SWSE 15-7N-
69W, Larimer County, Colorado (76 Gross Acres, 38 Net Acres).
This letter is to advise that the Bank objects to the proposed development to the extent
it will disrupt future access to our subsurface mineral rights.

Dear CoBank Authorized Representative:
You are receiving this notice because CoBank has been identified as a mineral estate owner as reflected
in the records of the Larimer County Assessor or a request for notification of surface development with
the Larimer County Clerk and Recorder, with respect to property that is the subject of the referenced
application.
You are hereby notified that on January 18, 2018 at 6:00pm MST the City of Fort Collins Planning &
Zoning Board will hold a public hearing at Fort Collins City Hall, Council Chambers, 300 Laporte Ave,
Fort Collins, Colorado 80521, to consider an application for approval of a Project Development Plan
(the "Project Development Plan') submitted by Owner for a mixed use planned surface development on
the property located at 1415-1427 Elizabeth Street, Fort Collins, Colorado 80521 (the "Pro e ")
and more fully described as:

The nature of the proposed Project Development Plan is for the development of a mix -use multi -story
project with parking garage on the Property. The list of mineral estate owners being notified of this
public hearing is supplied by the applicant and derived from the current records of the Larimer
County Assessor and the Larimer County Clerk and Recorder. As those records are not always
current, please feel free to notify any other party who may have an interest in minerals beneath the
surface of the subject property of the scheduled public hearing.
