HomeMy WebLinkAboutBOHLENDER FUNERAL CHAPEL - FDP230011 - SUBMITTAL DOCUMENTS - ROUND 3 - PARKING STUDY July 12, 2023 City of Fort Collins Current Planning Department 281 North College Ave. Fort Collins, CO 80524 Re: Bohlender Funeral Chapel While the proposal is exempt from the minimum parking requirements for the proposed office and funeral home land uses, planning staff raised concerns about an adequate amount of off-street parking being provided for the land use. According to the TIS, the site needs approximately 17 on-site parking spaces to accommodate visitors for larger services. Therefore, Planning strongly recommended a shared parking agreement with nearby properties to provide additional parking spaces. The property owners reached out to (2) of the adjacent property owners. 3405 S Timberline Road and 3351 Eastbrook Drive. Neither owner accepted the proposed parking agreement for shared use of their parking spaces. The biggest concern for both was how the agreement could impact potential future tenants and their parking needs. The property at 3351 Eastbrook specifically raised concern about how a parking agreement could negatively impact the purchase of the “condo” offices that are currently on the market for purchase. They also requested to share expenses for repair, snow removal, etc. This wasn’t something the owners wanted to incur due to the infrequency of large events and the need for the overflow parking. They did acknowledge and offer that the off-street parking in the area is frequently available and could be considered for overflow needs. Attached are email correspondence from both. The property owners recognize the need for off-street parking for larger events but also offer that they are extremely careful to monitor needs for larger spaces and most of the time, these events are held off site, at a location that can handle larger numbers of guests. The property owners recognize the need for off-street parking for larger events. These larger services are rare and are often coordinated with a separate facility within the city. The lease with our tenant does not give us any rights to parking on our site, and we do not want to modify that lease. Good luck with your project. Troy, As Shawn stated, we are hopeful to be your new neighbor. Part of this is the City of Ft. Collins has concerns about our parking for larger services. We plan on having a memorial chapel that will seat 200 people. We are currently at 80% cremation and more then half of those cremations either won’t be having any kind of service or a service that is not at the Eastbrook facility. The 20% that would be full burials more then half of those families would have services elsewhere. When making arrangements we ask the family how many people would be attending and if we were close to 200 people we would suggest going to a different facility, like Timberline Church, across the street. I would estimate that we would be having parking issues and would like to enter into an agreement that we could use your parking for overflow maybe 10 times in a year and some of those would be on Saturday’s. We would always give you advance notice if we thought the service would need overflow parking. 2 If you have any questions or concerns that I can answer, or if there is no way we could work out an agreement please don’t hesitate to contact me so I can answer your questions or find an alternative for parking. The Association would need more information. What does the overflow look like? Days, nights, weekends? It is best to present the specifics upfront to the board to avoid going back and forth with questions and answers. Currently, the parking on the north side of the building is reserved and full. The south lot is very large; however, the building is not 100% occupied at this point and I have a feeling that what looks like great parking today, will not be the same when all tenants are operating, which should be by January. The building will contain two large medical users. If an overflow parking agreement is achieved, maintenance and snow removal expenses will also need to be addressed. These are my initial thoughts.
