Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Standards require that each building provide a unique entrance feature that is clearly visible from the street and public areas through the use of architectural features and landscaping. Please provide a more substantial canopy overhang, low architectural walls, landscaping and other features to create a clearly visible and distinct entrance. As a note here is the language of the Condition of Approval that was approved: prior to final approval which required that each street facing façade shall contain a minimum of one primary entryway, similar in design to what is found on the opposing side of the building (pre-hearing). The entryway shall be emphasized using landscaping, roof forms, balcony overhangs, block walls, and must act as the primary entrance to at least one or more units of each building. DSA: Two Canopy Overhangs have been added to each of the buildings to create a clearly visible and distinct primary entry to one or more units in each building from the street. HDG: Upright trees have been located at building entries to signify a destination point from the street and public areas. The use of foundation shrubs and waves of ornamental grasses will provide consistent lines directed toward building entries and specimen shrubs adjacent to the entries will provide a sense of arrival. Comment Number: 2 04/25/2023 FOR FINAL APPROVAL: The proposed stone treatment seems to have been unified and no longer provides material that is varied from structure to structure. Please specify the exact stone that will be used on the building facade. DSA: The stone treatments have been clarified on the drawings and coordinated with selections at Environmental Stoneworks in Denver. The drawing elevations have been revised to reflect this. The two stones will be Southern Ledge Cartona & Fieldstone Slate. Comment Number: 3 04/25/2023 FOR FINAL APPROVAL: It appears that the unique railing feature that helped distinguish the buildings mid-century modern theme has disappeared from the elevations. Please revert back to the previously depicted railing systems and add a detail sheet to the development plan set. DSA: We have reverted back to the previous railing design and provided a detail in the development plan set. Comment Number: 6 04/25/2023 FOR FINAL APPROVAL: Please add the following notes to the title sheet of the development set: At the Planning and Zoning Commissions November 17, 2022 Regular Meeting a ,modification of standard to 3.8.30(D)(2) Block Size was approved to allow for the project to exceed the maximum multi-family block size of 7-acres by providing enhanced pedestrian connectivity through the site. Elements of the enhanced connectivity include a 35-foot pedestrian corridor that bisects the site east/west. The corridor features entry portals, enhanced pedestrian crossings within the parking area, landscaping, amongst others. Additionally the plan provided enhanced connectivity into the central feature and gathering space through a north/south connection. Comment Number: 7 04/26/2023: INFORMATION: Several comments from Stormwater may require coordination with Engineering, such as the ODP Pond maintenance agreement, the offsite drainage easement, and the storm pipe material within public right-of-way. Please feel free to copy me on any correspondence with Matt Simpson regarding the Stormwater comments. NE: Previous ODP Pond agreement has been supplied. This previous agreement included this parcel there should be no need for a new one. See response to Comment #5 for offsite drainage easement. Storm pipe material has been revised per Matt’s comments. NE: Stamped TIS is supplied. Comment Number: 2 04/23/2023: FOR FINAL APPROVAL: The striping on Cinquefoil south of Le Fever will need to be corrected to show what is existing today. With a two way left turn lane north of Le Fever, the striping transitions or tapers to allow for the alignment across the intersection. There is currently an area where the parking lane ends on the east side of the roadway, and the existing red curb will need to be replaced if removed during construction. I have placed an image in the redlines folder for reference. NE: Stripping has been updated and is reflected across the entire plan set. Sheet EX1 also has the red curb called out on the east side with a note that it needs to be replaced if damaged. Comment Number: 3 04/23/2023: FOR FINAL APPROVAL: We would like for you to add 6 No Parking Anytime signs with arrows adjacent to the intersections in order to maintain adequate sight distance with the on street parking on Le Fever between Cinquefoil and Brookfield. See redlines for details. The eastbound stop sign on Le Fever at Brookfield should also be removed. NE: Signs have been added and removed per comment and redlines. Comment Number: 4 Page 6 of 17 04/23/2023: FOR INFORMATION: Any existing pavement marking or traffic signs damaged or removed during the construction of this development will need to be replaced accordingly even if they are not currently detailed on the Utility Plans. NE: See note 7 on sheet HC1 Comment Number: 5 04/23/2023: FOR INFORMATION: Trees should not be planted within 50 feet on the approach to stop signs in order to maintain visibility to them. Stop signs should be detailed on the Landscape Plans. HDG: Trees have been relocated a minimum of 50’ from stop signs. Comment Number: 6 04/23/2023: FOR INFORMATION: Additional No Parking Fire Lane signs might be needed internal to the site. The access south of Le Fever is one area I don't see any. May need to coordinate with Poudre Fire Authority. You are also showing a sign in the middle of the ADA ramp for the enhanced crossing to the south/east of the pool. NE: Sign has been moved. We have also addressed PFA comments but will continue to coordinate with them. Update escrow as needed after addressing plan comments. NE:Redlines have been addressed and escrows updated. See redline comment responses for additional clarification. Topic: Fees Comment Number: 1 04/20/2023: INFORMATION: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of permits, the total site disturbance, the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 10 building permits, 10.30 acres of disturbance, 3 years from demo through build out of construction and an additional 3 years until full vegetative stabilization is achieved due to seeding. Which results in an Erosion Control Inspection Fee estimate of $3,296.88 . The Stormwater Quality Inspection Fee are based on the number of LID/Water Quality features that are designed for this project. Based on the plans we identified 1 bioretention/rain garden and 1 underground treatment system, which results in an estimate of the Stormwater LID/WQ Inspection fee of $730.00 . Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be adjusted. I have provided a copy of the spreadsheet used to arrive at these Page 7 of 17 estimates for your review. The fee will need to be paid prior to the issuance any building permit for this site. MI: Acknowledged Department: Stormwater Engineering Contact: Matt Simpson, (970) 416-2754, masimpson@fcgov.com Topic: General Comment Number: 1 04/25/2023: FOR APPROVAL: The proposed drainage easements for the storm outlet pipe (Storm A) will need to be widened at 2 different locations based on the easement formula in the FCSCM (Ch 9 section 4.2), described as follows: a. Between Building 2 and Building 3: This storm pipe should have a 38-ft drainage easement based on the formula. I will accept a 30-ft easement in this case. Please widen the drainage easement to 30ft. b. The public outlet pipe, north of LeFever Drive: This drainage easement should be 42-ft minimum width based on the formula. Since the pipe is offset in the easement, you will need to provide a minimum of 10-feet of easement (clear) on the north side of the pipe. Please offset the north easement line 10 -feet (min.) from outside of storm pipe. NE:30’ easement added between Bldg 2 and 3. Storm Line A has been revised too not be so deep through here but we still added the 30’ easement. NE: Offsite drainage easement is now 42’ at its smallest point. 10’ separation provided from edge of pipe to edge of easement. Comment Number: 2 04/25/2023: FOR APPROVAL: Please review and confirm all stormtech details are provided on the utility plans. Has ADS provided a site-specific design for this project? See redlines for more information. NE: Site specific design now provided. See detail sheets. Comment Number: 3 04/25/2023: FOR APPROVAL: All storm pipe located in ROW, and public storm outside of ROW, will need to be RCP or HP Storm material and not HDPE. Please update plans accordingly. For HP Storm, please check with the Engineering department to confirm their acceptance of this material on this project. The Stormwater dept is agreeable to this. NE: HP Storm now specified in ROW. Comment Number: 4 04/25/2023: FOR APPROVAL: Provide an inlet schedule or call outs indicating each inlet type on the Utility Plans. NE: Inlet schedule can’t fit in the legend so it is provided in the detail sheets next to the inlet details for ease. Comment Number: 5 04/25/2023: FOR APPROVAL: Match crowns on the public storm mains or explain if this is not possible. NE: Crowns matched where is makes sense. See redline responses for additional clarification. Comment Number: 6 Page 8 of 17 04/25/2023: FOR APPROVAL: The rain garden forebays should not be located on top of rain garden media. Please shift forebays back, off of the rain garden surface. NE: Forebays are not located on top of rain garden media. We plan on replacing the media with compacted soil at the ODP pond but we need all the depth we can get and we have provided 2 additional MC-7200 isolator chambers to offset the 16 sq. ft. of bio media that we are going to displace. ODP Pond has a flat bottom area of 30,809 sq. ft. so 16 sq. ft. is 0.05% which is negligible. Comment Number: 7 04/25/2023: FOR APPROVAL: Please add a table and narrative to the drainage report presenting the results of the LeFever Dr public inlet sizing and street encroachment calculations. In this table please identify the street classification and the corresponding max spread and depth requirements from the FCSCM. NE: See narrative in Section E.2. Spread calculations are shown in Appendix B as part of Inlet A3-1 and A3-1.1. This shows compliance with Chapter 9. Comment Number: 8 04/25/2023: FOR APPROVAL: Comments on storm pipe hydraulics: a. Provide an output summary table in the format I provide. (see redlines) This makes reviewing the pipe analysis easier and more transparent. NE: I don’t see any redlines for summary table format. However, there is no way to change these formats as this is how the program runs. b. Provide the manning n hydraulic roughness values. NE: n provided now. c. The summary tables show “0” friction slope for many pipes, please review and revise or explain. NE: It’s a rounding thing. Please see response in redlines for additional clarification. d. Confirm the stormtech diversion weir is included in the pipe hydraulic calculations. NE: Stormtech layout has been revised and weir is no longer needed. However, Storm A is modeling this new configuration appropriately. Stormtech system extents are also shown in Storm A profile Comment Number: 9 04/25/2023: FOR APPROVAL: Please see redlines on drainage report, utility plans, and landscape plans for further comments. Comment Number: 10 04/25/2023: FOR FINAL APPROVAL: For the new outfall to the “ODP Pond” (northeast of the site), an agreement for the maintenance of the pond will be required for approval. This agreement will be between the private property owners of the Savoy development and the private detention pond. The agreement will need to detail maintenance responsibilities between the parties. The City will not be party to this agreement, but the agreement will need to be recorded with the County before approval and attached to the DA. NE: There is already a maintenance agreement in place with the current owner for this parcel. It has been provided with this submittal. Page 9 of 17 Comment Number: 11 04/26/2023: FOR APPROVAL: On the plans, identify the surface overflow location for flows that need to bypass the stormtech unit. NE: See redline response (on grading sheet) for additional clarity but overflow areas are now also shown on drainage exhibit. FOR INFORMATION: The sewer is provided by SFCSD, please coordinate with them for sewer comments. NE: We have addressed SFCSD redlines. Comment Number: 2 04/25/2023: FOR APPROVAL – REPEAT COMMENT FROM PDP: * The water main and service configuration along the northern drive aisle do not meet minimum requirements. This is a follow up comment from PDP. I did provide a water main configuration with the PDP redlines; I recommend reviewing this again. ** Based on the continued complications with the onsite water main – we recommend servicing all buildings from adjacent water mains located in the adjacent ROW. This would require relocating the water services for the mail lounge and clubhouse buildings to LeFever Drive, relocating the fire line for the club house, and finding a new location for the irrigation service on the site. *** If you do not want to proceed with this recommendation. The following items need to be addressed with an updated design for the next submittal: a. Dead-end water mains must have a hydrant on the end. b. We are not agreeable to this configuration with double dead-ends. Move all services onto 1 dead-end main. We will not allow an irrigation service alone on the end of a dead-end water main. c. The water main must provide minimum 5-feet separation from curb and gutter (measured from FL) d. 10-feet clear horizontal separation must be provided between storm and water. (for storm less than 24-inch diameter the separation may be measured to CL of pipe) e. The water meter should not be located near a low-point. f. 18-inchs minimum vertical clearance must be provided at the water/ storm crossing. **** Please send a draft of the updated water configuration to review before the next submittal.***** NE: Draft was submitted and approved on 6/05/2023 with Matt S and Sophie B. Comment Number: 3 04/25/2023: FOR APPROVAL: The onsite water main is not shown on the storm drain profile (Sheet ST 6), please add this crossing to the profile. In reviewing the C-1 Forms, it appears that the Electric Vehicle Chargers will require 8 runs of 4-wire. Our single-phase transformer has max positions for 8-runs of 3-wire. This will also require a dedicated transformer for each Electric Vehicle Service proposed for the project. Currently the transformers shown on the plans are for each building. Please show the locations of the transformers required for the electric vehicle charging stations on the Utility Plans with associated primary and secondary cable. FREE Response: The C-1 Forms had an error in them and should’ve listed 3-wire in lieu of 4-wire. However, the project’s electrical systems have been revised from 1-phase to 3-phase, so the C-1 Forms have been amended. The contractor will provide monitoring and reporting of any prairie dog colonies that have established themselves between now and the DCP being issued. The applicant must pay the payment-in-lieu fee of $1,637 per acre as described in the 10/14/2022 Memorandum Development Review – Prairie Dog Colonies – Payment-in-Lieu for the entire property (8.336 acres). Language will be included in the Development Agreement monumenting this requirement. Finally, the applicant team must follow the Colorado Parks and Wildlife permit requirements including: • Describe mitigation measures to ensure no recolonization • monitoring and reporting of prairie dog colonies on site prior to DCP • Burrowing owl survey prior to DCP MI: Burrowing Owl Survey is provided with this submittal.
